The successful candidate will report to the Managing Director of Makambako urban water
supply and sanitation authority.

(xii) To verify Authority’s incomes and proper banking of the same and satisfies that
expenditure is properly incurred according to approved policy and financial
regulations
(xiii) To prepare monthly, quarterly and annual audit progress reports
(xiv) To conduct checks and investigates all books of accounts and liaise with external
auditors
(xv) To review budget control system of the Authority
(xvi) To issue periodic reports on timely basis summarizing the audit functions to the
Managing Director.
The successful candidate will report to the Managing Director of Makambako urban water
supply and sanitation authority.

(xi) To liaise with and compiles all procurement requirements of the different
directorates, departments and units
(xii) To liaise with bidders on procurement matters within his/her mandate.
(xiii) To conduct inspection on the quality of procured items
(xiv) To keep procurement documents in safe custody
(xv) To prepare departmental procurement budgets
(xvi) To conduct coaching and training junior procurement staff on emerging changes
in the procurement field
(xvii) To control payments according to the laid down rules and procedures.
(xviii) To verify and authorise procurement payments
(xix) To ensure adherence to proper procurement practices and procedures
The successful candidate will report to the Managing Director of Makambako urban
water supply and sanitation authority.

(x) Prepares staff development plans for staff retention schemes, and other staff
welfare matters and submits them to the Managing Director.
(xi) Deals with human resource services that is, acquisition, recording, and
compilation of personal particulars of newly recruited staff.
(xii) Maintains industrial relations and other employee relations affairs as per
Employment and Labour Relations Act (2004) and Labour Institutions Act (2004).
(xiii) Allocates human resources and communicates staff regulations and conditions of
service to them.
(xiv) Works with Heads of Sections to prepare human resource plans and budgets.
(xv) Ensures that periodic surveys are conducted to determine including, prospective
human resources demand and supply, employees’ satisfaction on the incentive
package, staff regulations, and performance of the health insurance fund within
specified period of time.
(xvi) Prepares and organizes recruitment advertisements and channels to the
appropriate media such as newspapers and/magazines/TV/Radio.
Coordinates and participates in the job recruitment interviews.
(xvii) Handles staff welfare matters such as medical services, staff loans and grants,
sports and games, burial services, and any other services considered to be
important to staff.
(xviii) Assists other line Departments in conducting staff performance appraisals.
(xix) Maintain records and compiles statistical reports concerning personnel related
data such as leaves, performance appraisal and absenteeism rate.
(xx) Monitor the use of stationery, secretarial services, furniture and communication
tools mailing services, Office premises, security services and utilities.
(xxi) Ensures a smooth discharge of Authority’s administrative activities such as,
record keeping (Registry), post services, transport, social gatherings, scheduled
meetings and staff visits and tours.

4.0 TECHNICAL MANAGER - (1 Post)
The successful candidate will report to the Managing Director of Makambako urban
water supply and sanitation authority.
(i) The Technical Manager is the Head of Department responsible for water
production, transportation and distribution, provision of sanitation services,
mechanical and electrical maintenance, planning and construction activities of
the Authority.
(ii) To ensure that all water supply and sanitation facilities are working to the set
performance standards as well as public health requirements.
(iii) The Technical Manager is charged with the duty of recommending on the
policies, standards, and procedures for:-
(iv) To ensure that management information systems are in place to enable the
monitoring, coordinating, production, repair and maintenance, planning, and
construction are taking place smoothly.
(v) To be responsible for human resource acquisition, utilization, development and
compensation in his/her Department in consultation with the Finance and
Administration Manager.
(vi) To ensure that strategic planning of Urban Water Supply and Sanitation
development projects are at his/her finger tips to guarantee that operations,
maintenance and quality keeping are taken into account for the growth and
sustainability of the Authority.
(vii) To manage water and sanitation assets.
(viii) To conduct performance appraisal to all staff falling under him/her after mutually
setting individual performance objectives, standards, and plan of actions with
his/her subordinates; and proposes corrective measures to the Managing
Director.
(ix) To ensure proper and economical utilization of Authority’s plants, equipment,
vehicles and workshops.
(x) To recommend to the Managing Director on the effective way of recruiting and
selecting all senior technical staff in his/her Department.

(xi) To ensure maintenance of records on the condition of raw water from all sources
and monitors the level of dangerous and toxic substances in the water by use of
laboratories available as per the government set ups.
(xii) To conduct prompt and efficient investigation of customer complaints on water
quality and quantity.
(xiii) To ensure that a laboratory service for chemical and bacteriological analysis
standards is available and working.
(xiv) To implement a cost effective mechanism in procuring, issuing and utilization of
Authority’s materials in the right quality and quantity.
(xv) To prepare technical specification for water and sanitation projects ready for
procurement process.
(xvi) To liaise with procurement unit in the preparation of tender documents.
(i) To receive and account for all the cash from water and sewerage customers.
(ii) To issue bona fide receipts for cash received from water and sewerage
customers.
(iii) To make reconciliation of actual amount of cash banked with receipts book totals.
(iv) To ensure safe custody of all money received and keep them under lock and key,
and bank such money daily while intact.
(v) To check the correctness of claims and retirements ensuring that they are
supported by appropriate vouchers/receipts as approved by the appropriate
officers.
(vi) To perform other related duties as may be assigned by the supervisor.

5.2 Academic Qualifications and Age Limit
i. Holder of Ordinary Diploma in Commerce in (Accountancy or Finance),
Business Administration (majoring in Accountancy or Finance) or any other
relevant qualification from a recognized Institution.
ii. He or she must be computer literate.
iii. He or She must have at least 2 years of working experience in a relevant field.
iv. Age between 20 and 35 years.

6.3 Tenure of Appointment and Remuneration
i. According to MAKUWASA Salary Scale : MWAS 5/ TGS D
ii. Appointment will be on unspecified period of time.
