Sample statements to integrate nutrition in the Priority Development Challenges section of

development plans of provinces, cities, and municipalities

FOR PROVINCES

Nutrition forms an integral part of the long-term development mission of the Province of ___________.
It is clearly a priority development challenge in the province, meeting all established criteria in the
guidelines for PDPFP. Stunting, wasting and obesity in the province surpass the WHO cut-off levels for
public health significance (see Table below). Major sectors in the Regional Plan of Action for Nutrition
and the Provincial Nutrition Action Plan, as well as constituent LGUs in the province show clear and
strong support for increased investment in nutrition programs. Development partners have also
expressed strong priority for nutrition for these LGUs.

Table XX. Cut-off values for public health significance of stunting, wasting and obesity
Indicator Cut-off values for public health Prevalence in the Assessment of levels of
significance (WHO, 2008) Province (NNS 2015) stunting, wasting and
Cut-off value Public health overweight in the province
significance
Stunting <2.5% Very Low
(height-for- 2.5% to < 10% Low
age) 10% to < 20% Medium
20% to <30% High
≥30% Very High
Wasting <2.5% Very Low
(weight-for- 2.5% to < 5% Low

Overweight <2.5% Very Low
(weight-for- 2.5% to < 5% Low

10% to <15% High
≥15% Very High

In addition to the above, five compelling reasons for investing in nutrition strongly applies to this
province. One, the estimate numbers of stunted and wasted children are high at ________ and ______,
respectively. Hunger / food insecurity affects _________ families. Two, the trends of malnutrition in the
province has shown no improvement in the last ________ years; indicators of ____________ even
worsened in the last _____ years. Three, the cost of malnutrition is high in terms of child mortality and
losses to economy and productivity. Global data show that about 45 percent of under-five mortality is
attributable to malnutrition. In addition, poor nutrition in the first 1000 days results in a child’s
decreased ability to overcome life-threatening childhood diseases, complete grades of school, and earn
better wages and have healthier families as adults. A Philippine study estimates that the cost of
maintaining the current level of program coverage and the current nutritional state is at USD 3.99 billion
annually.

Four, the province has not reached its target outcomes in the last _______ years or its target
accomplishments in delivering quality services to target populations. The coverage of _______________
in year ____ fall short of program standards. Finally, the province ranks ____ among those with highest
prevalence of stunting, and ____ in wasting, according to the National Nutrition Survey 2015.
FOR CITIES / MUNICIPALITIES

Nutrition forms an integral part of the long-term development mission of the City / Municipality of
___________. It is clearly a priority development challenge in the city / municipality, recognized by
local, regional and national stakeholders and reaching levels beyond established thresholds. Stunting,
wasting and obesity in the province surpass the WHO cut-off levels for public health significance (see
Table below). Major sectors in the Regional Plan of Action for Nutrition and the Provincial Nutrition
Action Plan, as well as constituent LGUs in the province show clear and strong support for increased
investment in nutrition programs. Development partners have also expressed strong priority for
nutrition for these LGUs.

In addition to the above, five compelling reasons for investing in nutrition strongly applies to this city /
municipality. One, the estimate numbers of stunted children is high and wasting and overweight are low.
Hunger / food insecurity affects _________ families. Two, the trends of malnutrition in the municipality
has shown little improvement in the last two years; indicators of stunting even worsened in the last three
years. Three, the cost of malnutrition is high in terms of child mortality and losses to economy and
productivity. Global data show that about 45 percent of under-five mortality is attributable to
malnutrition. In addition, poor nutrition in the first 1000 days results in a child’s decreased ability to
overcome life-threatening childhood diseases, complete grades of school, and earn better wages and have

program coverage and the current nutritional state is at USD 3.99 billion annually.
Four, the municipality has not reached its target outcomes in the last two years or its target
accomplishments in delivering quality services to target populations. The coverage of _______________
in year ____ fall short of program standards. Finally, on 2018, the municipality ranks 11th among
municipalities in the province with highest prevalence of stunting, and 18 in wasting.
