SAFETY AUDIT

SCOPE OF WORK
1. A proper safety and hazard audit will be conducted before resuming operation.
Adequate and necessary guidelines as per CPCB/SPCB/PCCs will be given to
prevent the occurrence of any chemical leakage/accident after resuming the
operation in the present Covid-19 scenario.
2. Review of Continuous Emission Monitoring Systems with CPCB/SPCB servers as
per the CPCB guideline.
3. Review of operability of effluent Treatment Plants including safety equipment
and it’s machineries as per the CPCB regulations before resuming operation in
present COVID- 19 situation.
4. Review of handling hazardous chemical as per CPCB norms.
5. Review of environmental Norms as per the CPCB/SPCBs/PCCs.
6. Review of Safety of workers and residents in vicinity as per the
CPCB/SPCBs/PCCs
7. Statutory Compliance for Manufacturing, Storage and Import of Hazardous
Chemicals as per the stipulated provisions of the Manufacture, Storage and
Import of Hazardous Chemical Rules 1989 2 and the Chemical Accidents
(Emergency Planning, Preparedness and Response) Rules 19963.
8. Review of electrical installations as per the compliance of Indian Electricity Rules
(Indian Electricity act).
9. To identify potential electricity hazard to prevent or minimize accidents.
10. Statutory Compliance as per the PESO’s Gas Cylinder Rules 20161 and conditions
of the License.
11. Review of Personal Protective Equipment, breathing apparatus before handling
toxic gas cylinders. Firefighting facility must be in ready condition.
12. Review of the scrubber system, covering hood and neutralization system for
handling toxic gas cylinders.
13. Statutory Compliance as per the PESO’S PETROLEUM RULES 2002 to prevent
runaway reactions and leakage of vapours in the atmosphere from the storage
tanks.
14. Review of the Standard Operating Procedure provided at the premises which
shall always be strictly adhered to Major Accident Hazard installations covered
under the Manufacture, Storage and Import of Hazardous Chemical Rules 19892 .
15. Review of the tank, valves, pipelines, ROV, sprinklers, sensors, firefighting
facilities, earthing system, flame arrestors, vent pipes, pressure gauge and
temperature gauges, flameproof (explosion proof) electrical equipment and other
accessories are in fit and operational condition as per the PESO’S PETROLEUM
RULES 2002.
16. Review of the Industries licensed for storage of solvents in underground tanks
under the Petroleum Rules 2002.
17. Review of protection of all the storage tanks of petroleum in bulk as per the
PESO’S PETROLEUM RULES 2002.
18. Review of the safety equipment, interlocks systems and alarms system as per the
PESO’S PETROLEUM RULES 2002.
