Subject: Hurricane Douglas Relief

Dear Governor David Ige,

I’m from Direct Relief International. We specialize in disaster relief for instances of extreme
weather, natural disasters, and medical epidemics. With hurricane season drawing near and the
predicted effects of climate change on tropical cyclones becoming more and more a reality every
single day, hurricane Douglas could have disastrous damages. Despite being a category 1
hurricane, the amount of rain could cause storm surging and lead to billions of dollars’ worth of
damage. Tropical Storm Cristobal this year has so far caused an estimated $600 million in
damages (tropical storms being rated lower than cat 1 hurricanes).

What we are proposing are proactive measures to help local residents board up and have easy
access of evacuation to storm shelters if necessary. Being proactive about this could save many
lives and help mitigate the potential damages. Although hurricanes often do not kill many people
directly, they can have crippling effects in their aftermath which lead to disease, starvation,
bankruptcy, injury, and trauma. We have worked with state and local governments in providing
relief since 2004 and have been able to funnel millions of dollars and thousands of volunteers
into saving these disaster-stricken areas. Please consider our offer to work with the state of
Hawaii to help prepare citizens for the oncoming storm. It is better to be over prepared rather
than under prepared when lives are on the line.

Thank you for your time.
