Problem Description

Our findings suggest that woredas produce between 9.8 and 86.5%of their potential
wheat output per hectare given their altitude, weather conditions, terrain, and plant
health. At the median, Amhara, Oromiya, SNNP, and Tigray produce 48.6, 51.5, 49.7,
and 61.3% of their local attainable yields, respectively.

Solution - Approach

Statistical models attempt to define relationships from past observational data and
apply the resulting patterns to the future. These models are tailored for specific
crops and/or specific 51 regions. Statistical models can be useful approaches to
predict how crop 52 yield will change despite not being directly based on the
mechanisms that 53 determine plant growth. They can provide major insights into
future crop 54 yield changes [13] without relying on knowledge of the specific
parameter 55 values of individual crops [14]. 56 Process models are more
fundamental crop yield models. They incorpo57 rate knowledge of specific
physiological characteristics of plants (including 58 data on photosynthesis per-unit
leaf area) and a number of environmental 5 59 variables including soil properties.
Such models are useful because they are 60 based on known principles that
determine the productivity of crops, and can 61 explain how each variable a ↵ects
crop yield
While it was recognized that there are a myriad of different
interventions that are necessary to grow the sector, the Agricultural
Transformation Council chaired by the Prime Minister felt that a
different mechanism was necessary to prioritize, implement, and
track a narrow set of interventions designed to address the most
important bottlenecks and catalyze transformational change.

The approach emerged from a request originally made by the Prime
Minister in 2006 E.C. to identify a means through which
geographically-targeted interventions could be integrated to ensure
rapid, sustained, and inclusive development of priority agricultural
commodity value chains.

but also point out in sensitivity analysis to identify, prioritize,
implement, and track a narrow set of interventions designed to
address the most important bottlenecks and catalyze
transformational change.
