Auction Sale for Package of / Individual Parking Lot in BMC Area
TERMS AND CONDITIONS FOR AUCTION OF PACKAGE OF/INDIVIDUAL PARKING

LOTS IN BHUBANESWAR MUNICIPAL CORPORATION.
1. The name & address of the bidder must be clearly written on the envelope in which
the tender documents are submitted. The envelope should be super scribed with
“Auction for Package-1 (in case of Bidder applying for Package-1) /
Package-2 (in case of Bidder applying for Package-2) /.. so on / Name and
Location with Zone (in case of Bidder applying for Individual Parking lots)
in BMC area”. All bidders shall also deposit the EMD amount, which is 10% of the
Upset Price mentioned for the Package of parking lot applied.
2. Every bidder shall furnish EMD along with bid document, as mentioned in the
auction notice in shape of demand Draft / Bankers Cheque in favour of
Commissioner, Bhubaneswar Municipal Corporation, Bhubaneswar failing which the
bid will not be accepted. The EMD amount of unsuccessful bidders shall be returned
on finalization of tender. The EMD amount of successful bidder shall be returned on
submission of application by him/her and after the auction process is over.
3. Every bidder shall submit one passport size self-attested photograph and must sign
the declaration as provided in the tender paper, as per Annexure-2.
4. Any person / organization who has been black-listed or against whom any due of the
BMC is outstanding cannot participate in this auction. The tenderer has to provide a
declaration on that.
5. If the highest bidder does not deposit the bid amount within the scheduled time and
date or express his/her unwillingness to take the property on auction, the EMD
deposited by him/her shall be forfeited. Further, the bid amount needs to be paid in
full and payment in installment will only be entertained in case of Packages of
Parking lots above Rs. 15.00 Lakhs (Rupees Fifteen Lakhs). No extension of time is
allowed for deposit of auction money.
6. Vendor has to print all locations of that particular package of/ Individual parking

lot(s) at the ticket slip.
7. Vendor has to erect the sign boards at each parking place with package Information
for better public information and education.
8. Tickets issued by Auction holder will be valid within the Package of/ Individual
Parking lots. The rate of collection for different types of vehicles will be as follows :-

a. Above 5 hours, there will be Rs. 20/- extra charge for every hour for
respective segments.
b. There will be a 40% discount on the rate stipulated for respective period to
be given to the Electric Vehicles under all categories for the next two financial
years.
c. No parking charges will be levied on bi-cycles.
9. Payment for First 2 hours is to be taken at the time of entry of vehicle in the parking
lot. Fee for further hours of parking is to be charged at the time of exit.
10. 10% of the total parking area in Unit-1 and 5% of the total Parking area at other
parking lots shall be earmarked for parking of bicycles.
11. Auction holder shall use the POS machine / Ticketing Machine for ticketing which will
be provided by the ICICI Bank/ BSCL.
12. The selected bidder shall collect above license fees and grant necessary money
receipt against parked vehicles and is liable to keep close watch on the said vehicles.
The successful bidder after deposit of full bid amount will execute an agreement
with BMC and terms and conditions of the tender paper will form a part of

agreement.
13. For citizen awareness, it is mandatory for the Auction Holders to install a display
board at the Parking lot mentioning the following items:

redressal.
14. It is to be noted that the above direction mentioned in clause 13 will be reviewed by
BMC time to time and the changes may be incorporated accordingly.
15. A penalty of Rs. 1000/- to be charged against the Auction holder for each violation
of any of the Parking Rules including above.
16. The Auction Holder will submit the design of the lay-out for parking to BMC for
approval. The cost in developing the said lay-out shall be borne by the Auction
Holder.
17. There will be a provision of pass system for shopkeepers having their shops in the
vicinity of the Parking lot and using the parking lot for vehicle parking for the whole
day. The rate chart for the same will be as below:

18. The successful bidder after execution of agreement will be given delivery of
possession by the authorized official of BMC.
19. The purpose for which auction is made, will not be deviated under any
circumstances.
20. No permanent or temporary construction or any other business will be allowed

within the premises auctioned for parking purpose.
21. The staffs deployed by the Auction Holders at Parking lot should always wear a
Jacket to be designed by BUKC team and wear it as a uniform and identity card
while performing the service. The details of workers like Name, Father’s Name,
Mobile Number and copy of I-card issued by Auction holder shall have to be
submitted to Zone Office.
22. The Auction duration of One year will be counted from the date of possession given
by Zone Office of BMC.
23. There must be designated parking space for Persons with Disability (PWD) with
labels.
24. The Successful bidder is to take possession of Package of / Individual Parking lot
within 15 days of deposit of bid amount or from the date of intimation from Zone
Office of BMC.
25. Employees of BMC or any relative of any employee of BMC cannot participate in the
said auction.
26. In addition, BMC may issue additional terms & conditions for operation of the
auctioned Package of / Individual Parking lots.
27. If any miscreants hinders the peaceful performing or managing the Package of /
Individual Parking lots, matter should be immediately brought to the notice of Traffic
Police as well as Local Police by the concerned ZDC, BMC.

28. The bid price may be quoted inclusive of GST.
29. The successful bidder must deposit the entire bid amount in shape of Bank Draft
within 15 (Fifteen) days of receipt of the offer letter. However, on application by
the bidder, the Commissioner may allow the bidder to deposit the bid amount in 4
(Four) installment as below for Packages above Rs. 15.00 Lakhs.
1st Installment 1st installment i.e. 40% of the bid amount shall be deposited
within 15 days from the date of receipt of office order
excluding EMD.
2nd Installment 2nd installment, i.e. 20% of bid amount shall be deposited by
allottee within 15 days from the date of completion of the
3rd(Third) month of taking over possession of the package of
parking lots
3rd Installment 3rd installment, i.e. 20% of bid amount shall be deposited by
allottee within 15 days from the date of completion of the 6th
(Sixth) month of taking over possession of the package of
parking lots.
4th Installment 4th installment, i.e. balance 20% of bid amount shall be
deposited by allottee within 15 days from the date of
completion of the 9th (Ninth) month of taking over possession
of the package of parking lots failing which allotment order
shall be cancelled and EMD shall be forfeited.
30. If a parking lot runs on loss, the auction holder can identify another parking lot
within the same package area and can submit a proposal to BMC. After approval of
the proposal, the auction holder can surrender the loss-making parking slot and
operate the new one by paying the differential upset price fixed by BMC as per the
ECS (Equivalent car space) of the new site.
31. Besides the parking slots mentioned in this auction sale notice, the auction holder
can identify potential parking lots within the same package area and can submit a
proposal to BMC. After approval of the proposal, the auction holder can operate the

new ones by paying the upset price fixed by BMC.
32. The Auction Holder must install POS machine to be provided by BMC through ICICI,
Kharavela Nagar Branch/ BSCL ( in case of Smart Janpath ) for collection of parking
fees under Common Payment Card system.
33. The Auction Holder must open a Bank Account with ICICI, Kharavela Nagar Branch.
34. The authority reserves the right to cancel any or all the tenders without assigning
any reason thereof.
35. The detailed information on Package of / Individual Parking lots are available for
public in BMC website i.e. www.bmc.gov.in and in Bhubaneswar One website
www.bhubaneswarone.in.
