Coastal Protection, Landscaping and Infrastructural Works at Providence Site on the East Coast
of Mauritius

The Ministry of Environment, Solid Waste Management and Climate Change invites sealed bids
from locally eligible and qualified bidders for the Project Coastal Protection, Landscaping and
Infrastructural Works at Providence Site on the East Coast, as more fully described in the Bidding
Documents.

1. The Works will involve, inter alia, the following:

 About 10 m wide fill on average between the seaward edge of the existing coast road
and the landward edge of the rock revetment;

 Rock revetment comprising an armour layer and an under-layer over a total length of
about 1175 m;

 Precast mass concrete kerb and fibre reinforced concrete wall alongside the revetment
crest;

 About 1075 m of a 2-m wide walkway with pervious concrete surfacing alongside the
rock revetment;

 A 2.5-m wide cycling track over a total length of about 975 m and associated traffic
signage;

 Four access staircases to the sea;

 Perched coral-sand beaches at three locations;

 Parallel off-road parking facilities and bus lay-bys at four locations;

 Extension of some 15 no. existing culverts;

 Masonry retaining walls;

 Pedestrian access with precast paving blocks finish at the Public Beach;

 Hardstand in reinforced concrete, Stairway and ancillary works;

 Boat Ramp in reinforced concrete, access road and ancillary works;

 Timber handrailing and barrier;


 Landscaping works comprising grassing and planting of selected tree species.

2. Qualification requirements include:

 Bidders shall be registered with the CIDB in the appropriate grade in Civil
Engineering Works

 The Bidder must have carried out a minimum of 2 rock revetment works each of
length of at least 100m in a marine environment in the last 10 years

 The Bidder must have the technical capacity, resources and other financial standing,
and as per other qualifying criteria mentioned in the bidding document.

3. A complete set of Bidding Documents in English may be purchased by interested Bidders by


calling at the Ministry of Environment, Solid Waste Management and Climate Change,
Ken Lee Tower, Cnr Barracks & St Georges Streets, Port Louis, Mauritius during office
hours and upon payment of a non refundable fee of Rs 3000 including VAT. The method of
payment will be cash or bank cheque drawn in favour of Government of Mauritius.

4. Bids addressed to the Chief Executive should be deposited at the Central Procurement
Board, 1st Floor, Social Security House, Julius Nyerere Avenue, Rose-Hill, Mauritius on
05 August 2020 up to 13.30 hours (local time) at latest. Electronic bidding will not be
permitted. Late bids will be rejected.

5. Bids will be opened in the presence of the Bidder’s representatives who choose to attend in
person on 05 August 2020 at the Central Procurement Board, 1st Floor, Social Security
House, Julius Nyerere Avenue, Rose-Hill, Mauritius as from 14.00 hours (local time).

6. A site visit has been arranged on 13 July 2020, at 10.30 hours at the Public Beach,
Providence.

7. The Ministry of Environment, Solid Waste Management and Climate Change reserves
the right to accept or reject any or all bids, and/or to annul the bidding process and reject all
bids at any time prior to award of the contract, without thereby incurring any liability to any
bidder or any obligation to inform the bidder of the reasons of its actions.
