Offers not complying with the above will be rejected. 5.1.4 Standard Specifications: Attention of all tenderers is hereby drawn to the following: i) All materials and equipment shall comply as @ minimum: A) With the latest relevant recommendations of the International Electro-Technical ‘Commission (LE.C) if available. B) This applies to quality of material and testing etc. If standards as mentioned above contradict with this tender specification, then the requirements of this specification shall apply. ii) Tenderers who wish to base their offers on standard other than those mentioned under (i) above can do so provided they confirm in their offers that such standards meet the requirements under (i) as a minimum and in due time the successful tenderer will be asked to prove this and if needed be verified by the inspectors appointed by the Purchaser. 5.1.5 Climatic Condition ‘The equipment covered by this specification is for continuous indoor service except Transformer which is for outdoor service in Kuwait and the climatic conditions under which it will operate are to be considered throughout the design. However, high temperature is normally accompanied with low humidity. Violent sand and dust storms occur with wind speeds up to 120 Km/hour, and even on comparatively still days, fine dust is carried in suspension in the atmosphere. The transformers, switchgear and other equipment called for in this specification must give continuous and trouble free service under the arduous conditions mentioned above. The average rainfall during the year is about 15 ems. but this ‘can be concentrated into 2 or 3 severe downpours Design, Material and Workmanship: The equipment shall be designed to ensure satisfactory operation under all conditions and to facilitate easy inspection, cleaning and repairs. The equipment shall be suitable for operation where continuity of service is the first consideration under the arduous atmospheric conditions of Kuwait and under such sudden variations of load and voltage as may be met with under the working conditions of the system including those due to short circuits within the rating of the equipment, The equipment shall operate without undue vibration and with the least practicable amount of noise. All materials and workmanship are to be the best of their respective kinds. There shall be no welding, filling or plugging of defective parts without the written approval of the Purchaser. Every care shall be taken to reduce wave-form distortion due to harmonic voltage to a minimum. Corresponding parts shall be made to gauge and shall be interchangeable wherever possible in order to reduce spares to a minimum. All outdoor apparatus including fittings shall be designed so as to avoid pockets in which condensation or rain water can collect. All fixing bolts or set screws should be manufactured from high tensile steel alloy with Hot Dip galvanizing. All connections and contacts shall be of ample section and surface for carrying continuously the specified current without undue heating and shall be secured by bolts or set screws of ample size and fitted with lock nuts or lock washers of approved design. Mechanism shall be designed to avoid sticking due to rust, corrosion or fine dust. SPECIFICATIONS 5.1.8 5.19 Switchgear, Low Voltage Board, and Battery Charger shall be dispatched with first consignment of the equipment for touching up on site as necessary. All metal work shall be adequately protected against corrosion and oxidation. Parts which are normally plated shall be Zine plated. Delivery, Erection and Completion: It is essential that all the equipment and material be in Kuwait and available in the contractor's temporary stores well before the erection program. ‘The commencing of erection work and completion, testing, commissioning and handing over dates shall be as stated in Schedule ‘Tenderers are reminded when signing schedule “Q” to note the penalty clauses for late commencing and completion of works as stated in “Special Conditions of the Tenderer" The design of the switchgear must be as to facilitate easy alignment and crection on the site. The contractor’s price shall include the supply of all foundation shoes, packing shims and foundation bolts, etc. The contractor shall also supply and install all necessary bolts and/or channel works, align and level them and carry out the necessary grouting for the same. ‘The contractor shall install the transformers on the plinths. The substation battery and charger with all the necessary wiring shall be installed within the substation building, ‘The contractor shall fill the trench on the low voltage side with construction soil The DC supply of the battery charger should be connected to the switchgear using 4 sq. mm. PVC copper cables laid in Galvanized | inch diameter conduits properly fixed to the walls of the cable trench. The contractor shall lay the 11 KV and low voltage cables and terminate the same to the 11 KV switchgear, transformers and low voltage distribution boards, The minimum required tools/equipment and personnel are indicated in Clause 5.2.15 in order to facilitate the erection and commissioning work. Any additional tools / equipment are required the same has to be made available by the contractor. ‘The tenderer shall give full details of the number and grades of personnel of the manufacturer, who we had a thorough experience in work of similar nature, and who shall supervise all work on site / tinder this contract. MEW/20 — 9 2019/2018 - 20 /p 9: of eae Hui chialyad | 5 Sy e5all SPECIFICATIONS. 5.1.10 Tools and Spares: S.L.d1 ‘Tenderers are requested to include in Schedules "O" and O1 such tools and spare parts with unit prices for each item, as they recommend to be purchased for the maintenance of the equipment supplied under this contract for a period of three (3) years. The spare parts and tools prices of all of the tender equipment and components whether listed in the spare parts schedules in this tender or not should be kept unchanged for a period of five (5) years from the date of signing the contract. All tools and spares should be well treated and packed in containers suitable for long storage and marked for identification. These are liable to be checked by the Engineer at the time of taking over and handling. Charges for checking and repacking shall be included in the rates quoted in the Schedule. Tenderers are further requested to completely fill-in Schedule " 02 " including the country of origin for each and every item of spare part under the column " Country of Origin" , and to sign and submit the schedule with the offer . The prices to be included under this schedule are solely for the purpose of evaluation of the tender bids by the Ministry of Electricity & Water and shall be comparable with the respective spare part prices provided in the Schedules "N ". Progress, Inspection and Testing at Manufacturer's Works: Details progress charts shall be provided within one month of the Purchaser's placing his order and subsequently monthly progress reports shall be provided with up-to-date information on the state of the contract. The whole of the plant shall be subject to inspection at a stage during manufacture by the Purchaser or his representative and the contractor is to provide facilities for such inspection. ‘The contractor shall provide all necessary materials and equipment needed to carry out the tests as required by the authorized inspector. The contractor shall carry out all tests in accordance with the latest International Electrotechnical Commission. ‘The inspection charges only shall be to the account of the Purchaser. All castings subject to hydraulic tests shall be dressed and cleaned of swarf scale, loose chaplets, . etc. before application of the tests, No inspection or passing by the inspector of the equipment or material whether carried out or supplied by the contractor or a subcontractor shalll relieve the contractor of his liability to complete the contract works in accordance with these specifications. 5.1.12 | Drawings: [i ig\essential that each offer shall be accompanied by comprehensive supporting information to efiable the Purchaser to assess the merits of each offer. Labels to be provided on the CD to indicate Supplier, Contract No., Title of Project and Date, All drawings and instruction manuals shall be in the English language. 5.1.13 Manufacturer's Guarantee and Capacity: ‘The tenderer shall submit along with his offer a letter from the manufacturer listing various details with full particulars of the equipment and stipulating his guarantee for the technical values indicated and the delivery programme quoted for. Furthermore, before adjudicating the tender, the tenderer, if required, shall allow and provide facility for representative of the Ministry of Electricity & Water to visit the factory to assess the capacity of the manufacturing plant and to satisfy the Purchaser that the manufacturer will be able to mect order requirements, S.L.14 Licens All major equipment must be from the principal manufacturer and equipment manufactured under license shall not be accepted. 5.1.15. Sub-contractors Details of all equipment supplied by sub-contractor shall be entered in Schedule “L”. All equipment shall be properly protected against corrosion during the sea-voyage and when in storage. 5.117 ‘The contractor shall guarantee among other things the following: 1- Quality and strength of materials used. 2- Saf electrical and mechanical stress on all parts of the equipment. 3- Performance figures specified by the tenderer in the schedule of Guaranteed Particulars. 5.1.18 Locally Manufactured Items: The tenderers shall give preference to use all items that are manufactured locally in accordance with Local Laws. 5.1.19 ‘Transport, Tools, Equipment and Mater All necessary transport, tools, equipment and specified materials shall be provided by the contractor within the contract price. Contractor should have sufficient transport facilites and staff as per the contract for the work. Contractor should have necessary tools for the work. Contractors Equipment Al contractors equipment shal, when brought on to the site, be deemed to be exclusively intended for the execution of the works. The contractor shall not remove from the site any such equipment, except ‘on the orders from (MEW) engineer with immediate effect. 5.1.20. Safety Rules ‘The contractor shall adhere strictly to municipality rules and regulations, (MEW) environmental and safety rules and regulations and traffic departments rules and regulations at all times and particularly with regard to the permit system from relevant authorities. _The contractor shall take all necessary precautions to prevent damage to existing services including public and / private properties and electrical cables. The contractor shall be responsible for making good any damage ‘caused by the execution of the contract work. Should the contractor fail 10 comply with the notice within a maximum period of twenty-four (24) hours then (MEW) may execute part of the work neglected by the contractor, ‘Under such circumstances, (MEW) has freedom to take over the whole work or any part of it from the contractor. In this case (MEW) shall have the right to use contractors equipment at the site to execute the work ‘without being responsible to the contractor for any wear and tear of the equipment. (MEW) will not pay any charge for the usage of the said equipment and shall have the right to retain any amount of money due to the contractor, to compensate forthe cost of executing the work or any part thereof, Should the said cost of executing aforesaid work exceed the balance due to the contractor and then the contractor shall have fo pay the difference to (MEW). 5.1.28 Withdrawal of the Work from the Contractor or Termination of the Contract. The ministry shall also have the right to seize all or part of the contractors properties or amounts due in other government, ministries or departments. ‘The ministry shall also have the right to sell the contractors equipment without being responsible to the contractor for any losses entailed by sale. Performance Bond A performance bond equivalent to (10%) of the contract price in the from of bank guarantee or certified cheque from an approved Kuwaiti bank and in favour of the ministry of electricity & water shall be executed by the contractor and valid for a period of Thirty six (36) calendar months from the date of completion and handing over of the final work All insurance policies under this contract shall be issued according to the following:- Preference shall be given to the local national Kuwaiti insurance companies if their rates do not exceed ten percent (10%) above the rates of foreign insurance companies. The contractor should submit supporting evidence to this Insurance companies who under write the said insurance policies under the contract shall be well established ‘and financially capable for the coverage of all risks, With respect to contracts that exceed (500,000 KD) five hundred thousand Kuwaiti Dinars, an insurance certificate must be submitted certifying that re-insurance has ‘been carried out through a reputable intemational company. If the owner should feel that said insurance company is unable to finance the required risk coverage, then he shall request the contractor to change the insurance company. Ifthe contractor does not make the change within a reasonable me, the owner shall deal with the matter on ~ the contractors account and give the insurance to a company he considers reliable. The contractor shall also submit from time to time or upon the ‘owner's request, the insurance policy and receipts of payments of premium thereto. © Third Party Insurance Upon the execution of the contract, the contractor shall insure in the joint names of himself and the ‘owner (MEW) against any damage, loss or injury which may occur to any person working at the same site or adjacent to it, as a result of executing the contract. The contractor shall make available upon the owner’s request, the insurance policy or policies and premium payment receipts thereto. Liability With Respect to accidents and damages ‘The contractor shall take all precautions to protect any part of the work from loss or damages incurred for possible reason the contractor shall protect the site and take measures to guarantee the safety of persons about the site against accidents. The busbars shall be of hard drawn high conductivity copper bars, air insulated and Heat Shrink Sleeve covered for busbar Insulation (painting on busbar is not acceptable). Suitable moulding should be used to shroud the joints. Size ‘of busbars shall be clearly stated. The switchboard shall be of robust construction and shall be unaffected, in whole or in part, by the forces imposed by short circuits or other fault currents, ‘operation, installation, vibration or changes in temperature. Phase rotation and colour markings shall be in accordance with relevant IEC. All instruments, instrument transformers, other components and compounds used in the switchgear and in the circuit breakers shall comply with the appropriate and relevant IEC or at least equivalent to it. The switchgear shall be fully interchangeable. The switchboard shall be arranged for bottom entry of 11 KV cables and pilot cables as shown in drawing No. MB/7/634. Fixing bolts of all of the removable covers of the switchgear shall be fixed through welded nuts. The circuit breaker compartment of the panel shall be provided with front door. The circuit breakers shall have 3 positions, viz, SERVICE, TEST and ISOLATED. In the test position, it should be possible to close the door of the circuit breaker chamber. The circuit breaker should be capable of carrying full short circuit current associated with the above fault level at 12 KV for a duration of 3 seconds without any damage and shall have :- i) The vacuum shall serve as an are extinguishing as well as insulating media, ii) Tenderers should explain clearly in their offers how the degree of vacuum is maintained and whether the C.B. is suitable for periodical checking of vacuum. iii) The loss of vacuum per year, if applicable has to be given in guarantee schedule. Tenderers must fll the appropriate details in the schedule of “General Particulars and Guarantees” with complete and clear technical data, iv) All live parts of C.B should be completely insulated when it is plugged in service position. The radiators shall physically be separate from the tank and shall not form integral part of the tank, 5.22.10, Core: The core shall be constructed of the best quality low loss, high permeability cold rolled, grain oriented electrical stee! laminations, ‘The flux density in any part of the core shall not exceed 1.6 TESLA at normal voltage and frequency. Typical loss curve (iron loss vs. magnetic flux density) at SOHZ for the proposed laminations along with steel manufacturer's name, type and composition of proposed steel ete. shall be inclosed along with the offer. The supplier shall also include B-H curve clearly indicating the maximum flux density at which the proposed steel could be operated without undue core heating under the worst ‘operating conditions. All core plates shall be insulated from one another to reduce the core loss to a Minimum, and the core shall be held together by bolts and clamping plates all of which shall be adequately insulated. ‘The completed core shall be provided with lifting eyes to facilitate its removal from transformer tank and prevent movement during transport and/or service. Such fixing arrangement of the transformer core must be adequate and strong enough to withstand the forces due to external short circuits. All steel sections used for supporting the core are to be thoroughly sand blasted after cutting, drilling and welding. All steel sections shall be painted with powder coated.
