2 Preface
As a major vendor in the telecommunication industry, Huawei Technologies Co., Ltd. provides robust,

products, successful end-to-end solutions, experienced radio frequency planning as well as excellent

To meet the requirement of Tangerine Limited’s multi-mode network construction, this document is
crafted to provide a comprehensive description of offered system, comprising of Radio Network, OMC
System proposed to Tangerine Limited in accordance to the requirements stated in tender
documents.
Chapter 2: Summarizes the requirements of Tangerine Limited’s GSM/LTE network, followed by the
proposed network architecture and equipments.
Chapter 3: Summarizes the network architecture followed by the design principles.
Chapter 4: Describes the scope and the network dimensioning tailored for Tangerine Limited.
Chapter 5: Provides some references of deployment of Huawei’s SingleRAN solution.

In this proposal Huawei is honored to propose our complete SingleRAN Solution for GSM/LTE
available from Q2 2010, which will help Tangerine Limited to achieve key objectives with further
technical leadership strengthen in converging marketing, long-term TCO saving and future-proof
evolution.
Huawei believes the proposed total solution can ultimately fulfill the requirements of system capacity
alongside with quality of service, ensuring the best of both the project target and long-term market
strategy of Tangerine Limited. Having taken into consideration the economic scale and the
developmental factors at all times, Tangerine Limited can take pleasure in effective cost savings on
network construction as well as realizing future expansions.

3 Requirement Analysis
New BSC, MSC and MGW are required to be added to existing network to support 2G.
RFI for all sites is ready (including power, antenna poles and tower space and other site
requirements)

Huawei LTE has been used in 234(FDD) and 55(TDD) commercial networks by the end ofJan 25
2016. Huawei leading the LTE industry and has been ranking NO.1 in the LTE industry.

TeliaSonera, Norway made history by being the first LTE commercial network which was launched in
December 2009 with Huawei as the sole supplier of LTE and EPC during the commercial launch. The LTE
network performance has been outstanding with average throughput for downlink is 40Mbps and uplink is
35Mbps. Based on the success of the LTE network, TeliaSonera further awarded Huawei to expand the
LTE network and modernize their legacy NSN GSM and UMTS sites in the south of Norway about 7600
sites.
Facing intense competition from other operators, TeliaSonera chose to pioneer LTE deployment. Since
then, it has aggressively expanded its LTE coverage and at the same time modernized its GSM and UMTS
networks. The Huawei solution not only helped to prepare the network for the increasing MBB data traffic,
at the same time it helped rapidly reduce its overall TCO with 3 networks in one BTS.
7 Overall Summary
In this document, Huawei provides a comprehensive technical proposal of SingleRAN network
for Tangerine Limited. Overall description on the equipment features and highlight of solution
proposed. The benefit includes fast time to market, building up leading SingleRAN network with
cost effective investment, best network performance based on SingleRAN platform.
One-equipment. One deployment is designed for 10 years’ viability and this can
reduce TCH’ Capex for a long time. Co-Auxiliary facilities save much Capex with so many
sites.
Co-OAM. The exiting maintenance team can thus manage the more and more
complex GUL network, with OPEX saved by synergy..
Industry leading 6-carrier technology, enable once for all hardware deployment, thus
minimize the OPEX cost due to future expansion.
