EMS System proposed to Tangerine in accordance to the requirements.

taken into consideration the economic scale and the developmental factors at all times, operators can take pleasure in

2 Customer Requirements
 Based on existing 4G network, Tangerine is planning to build 2G network

 The planned core network should be able to support 1M 2G subscribers

 Expand the existing 4G network capacity from 50k to 300k LTE Subscribers.

• Build 1 new MSC and 1 new MGW to provide 2G voice service

• Upgrade existing HSS to convergent HSS/HLR so as to support convergent 2G/4G subscriber database

• Expand and upgrade existing USN and UGW to support 2G/4G service.

• Enable CSFB service for Core Network.

• Provides DDF rack for E1 interface of Core Network.

4 Highlights of Huawei Proposed Core Network Solution


Huawei focuses on the pressure and demand of Tangerine and introduces lots of advanced technologies and
solutions to design the outstanding, practical and economical network solution. The main solutions used in
Huawei proposed network solution are as follows.

Note: Only for reference, all the features provided is detailed in BoQ.

4.1 Simple & Reliable Network


4.1.1 Simple Network

1. Unified EPC Solutions

Huawei GSM/LTE (GL) convergence solution refers to a network architecture including USN, UGW and HSS.

Unified Service Node

The Unified Service Node (USN) acts as the converged MME, GnGp USN and S4 USN. Such convergence is
on dynamic session level. There is no separation on the hardware processing board for different function.

Unified Gateway

In this GL convergence solution, the Unified Gateway (UGW) is acting as the converged GGSN, SGW and
PGW.

The convergence of GGSN, SGW and PGW is based on dynamic session level. When act as the combination
of SGW/PGW, the S5/S8 interface will be kept proprietary within the UGW node. And the standard S5/S8
interfaces are also supported in SGW or PGW logical standalone mode.

The presence of both the unified nodes will be unique. The printing on the Cabinet, the display name in the
OAM system and the description the official product documentation will be USN or UGW for the nodes.
Different logical functions are regard as the feature set on software level. Of course, whether 2G or LTE/EPC
function will be supported in the node will be controlled by the license.

Such converged architecture, especially the unified OAM will reduce the complexity of maintaining the
system.

4.1.2 Multi-Level Reliability

1. Intelligent Flow Control solution

Huawei UGW, USN, MSC server, MGW and HLR/HSS have passed fierce traffic test. Huawei adopt huge
capacity platform and intelligent traffic control solution. Huawei equipment has suffered Hajj festivals and
never fails. The following case shows the performance of Huawei core network in Saudi Hajj.

2. Fully Distributed architecture and internal redundancy

Huawei SingleSDB software is based distributed and layered design, each module in each layer run in
redundancy mode. The following diagram shows the distributed layered SingleSDB design architecture.

Huawei SingleSDB including FE and BE has internal redundancy and all critical components/modules are
internally redundant.

4.2 Leading TCO


4.2.1 Equipment Efficiency

1. Large Capacity

Huawei MSC server and MGW can be expanded to provide large capacity in the telecom industry, which can
reduce number of network element and save CAPEX and OPEX for operator.

2. Green Core Network with ATCA

• New platform can meet requirements from sophisticated services
• With high integration, the PPU (Power Per Unit) can be reduced
• Less than 4KW for one cabinet maximum, lowest power consumption in the industry!

4.2.2 Transmission Efficiency

1. RTP multiplexing and VAD

Intelligent “Voice Activity Detection” can save up to 40% bandwidth. When MGW detect one party is silent
during a call, no packet data will be sent through IP network.

RTP Multiplex is defined in 3GPP TS29.414. Multiple RTP packets of the same category can share the same
IP packet header and save the bandwidth utilization.

With RTP Multiplexing Solution, it realizes

• Multiplex several voice data packet to one packet.


• Compress RTP header.

The corresponding benefits are listed as following

• Save IP transmission cost.


• Reduce the process load of routers because of less packets.

4.2.3 Maintenance Efficiency

1. E2E Tracing

Nowadays, it is really important for operators to provide good quality-of-service (QoS) and quality-of-
experience (QoE) of mobile services to end users. How to do to achieve this becomes more critical to routine
network operation. That is, fast fault location and remove is the criteria to verify the ability of operation and
fast response for each operator.

Huawei End-to-End tracing solution provides such a way to help operator for improvement of ability of easy
and fast fault location and handling. End-to-End tracing refers to the signaling tracing of subscriber on multiple
network elements and the tracing results are gathered from different network elements to the unified
management tool. The architecture of End-to-End tracing is as following.

In this solution, tracing command including creation, query or deletion of tracing order, is delivered via
management link from NMS to HSS in order to enable End-to-End subscriber tracing; then HSS forwards the
tracing command to MME which also forwards the command to other network element such as eNodeB,
Serving-GW and PDN-GW. After handling the tracing task, each network element sends the tracing data to
EMS via trace link and EMS is responsible for analyzing and presenting the results. Huawei product eNodeB,
MME, S/PGW, HSS and U2000 supports End-to-End tracing functionality.

Huawei End-to-End tracing solution can greatly help operator to trace the signaling per subscriber on an
overall network level to facilitate handling the user compliant and wireless coverage detecting, which also help
Softbank for O&M cost-reduction, improvement of end user satisfaction and easy-maintenance. End-to-End
tracing can be used to achieve the following tasks by admin or developer.

 Handling the customer complaints;

 Handling the network fault;

 Handling the network optimization;

 Analyzing subscriber behaviour;

 Testing of newly-added features.

2. Centralized OMC Solution

Powerful Centralized Element Management System

Huawei iManager U2000 can manage all the UGW, USN, MSC, MGW and HLR/HSS network elements and
the related IP network equipments. The characteristics are as following:

• Advanced modularized architecture


• Abundant northbound interfaces for NMS integration
• NE Software management and remote upgrade
• Customized performance report based on Web
• Alarm correlation
• Delivering bulk MML commands to multiple NEs
• Network time synchronization through NTP
• High Availability system
• Inventory information management

• Collection and storage of performance data
• Encrypted transmission in FTP mode based on SSL

NE Software Management and Remote Upgrade

The function provided by U2000 can manage software versions, patches, licenses, and configuration data of
the NEs on the same GUI. It can also support remote download and activate the software by batches.
Following advantages can be brought to operators:

• Friendly GUI and the convenient operation reducing the complexity of maintenance and improving
efficiency.
• Remote management enabling users to remotely copy and operate software so that the maintenance costs
can be reduced
• The upgrade in batch mode freeing personnel from large amount of repetitive work.
• Reducing the workload and upgrade time and decreasing the possibility of errors caused by human

4.3 Smooth Evolution


4.3.1 Service evolution

1. Fast acquire LTE subscriber

ROI of LTE deployment is the primary concern for each LTE operator. Huawei SingleSDB can efficiently help
the operator to explore more LTE subscribers, widely spread LTE services, and speed up LTE service
subscription.

The unified BE of Huawei SingleSDB allows the operator to promote LTE services to those potential LTE
subscriber candidates by cross-checking subscriber information for instance current subscription information,
and SIM card type etc.

Besides, Huawei SingleSDB has a unified provisioning gateway. This simplifies the operators provisioning
work by using one set of provisioning commands for all 2G/3G/LTE services with very fast provisioning
speed.

• One command define one subscriber with all 2G/3G/LTE service data
• Maximum provisioning speed up to 10,000 commands per second.

5 Success Story

As of now, the accumulated amount of mobile softswitch subscribers is more than 3 billion. Huawei mobile
softswitch has been used by many leading carriers in over 140 countries and more than 400 operators.
Including Orange, KPN, Vodafone, Telefonica, Telenor, AM, China Mobile, MTN, SingTel, STC, China
Unicom, Etisalat, BSNL, ZAIN group, VimpelCom, MEGAFON, Norway Teliasonera, Netcom etc.

Huawei SingleSDB solution has installed more than 4.1 billion subscriber licenses all over the world. Huawei
SingleSDB has been used by many leading carriers in 136 countries and more than 310 operators. Including
Orange, MTN, KPN, Vodafone, Telefonica, Telenor, AM, China Mobile, SingTel, STC, China Unicom,
Etisalat, BSNL, ZAIN group, VimpelCom, MEGAFON, Norway Teliasonera, Netcom etc.

Huawei SingleSDB solution is leading and has the biggest market share in mobile telecom UDC industry, and
all this belongs to the E2E reliable and convergent solution design and execution. Huawei SingleSDB solution
enables operator to evolve and win from 2/3G era to LTE era.

5.3 Leading Position in PS Industry


Huawei is a leading mobile broadband core network supplier. In 2015 Q1, Huawei GPRS/UMTS/LTE packet
core has shipped 190 Million sessions (SAU+PDP) in 130+ countries and 300+ operators with 17 of the

world’s top 20 telecom operators, including VDF、CMCC、America Movil、Telefonica、T-

signed 240+ commercial EPC network contracts, including VDF Italy & Romania, T-Mobile, Telefonica O2
and Etisalat etc. According to GSA report, by Apr. 9st 2015, there are 393 LTE/EPC commercial lunched
LTE/EPC networks, 138 of them used Huawei EPC solution.

By Q4. 2014, Dell’Oro’s latest Wireless Packet Core Reports shows that, in 2014 Total, Huawei Total Evolved
Packet Core and Traditional Packet Core Total (mainly for GPRS and UMTS) Global Shipment are in leading
position among all the other vendors.

In this document, Huawei provides a comprehensive technical proposal of Core network for Tangerine. Overall
descriptions on network design and dimensioning are given. Detailed description of the proposed equipments
can be found for evaluation in corresponding system description documents.
