Dear Atty. Lapore:

September has been declared by the United Nations World Tourism Organization UNWTO)as World
Tourism Month in order to raise awareness on the role of tourism within the international community
and to demonstate how it affects social, cultural, political and economic values worldwide.

Since its UN declaration in l997, World Tourism Month celebration has adopted a variety of themes
such as tourism and diversity or tourism and the role of women, among others. This year’s theme is
‘Tourism and Sustainable Energy: Powering Sustainable Development” which highlights the need to
bring the tourism sector and energy stakeholders closer together to spur tourism ‘s contribution to
sustainability.

. We will have our own Bacolod World Tourism Week celebration on September 24 to 28, 2012, with
several tourism and energy conservation- related activities. Along this line, we believe that our office
and our power cooperative, the CENTRAL NEGROS ELECTRIC COOPERATIVE, can work together to
make the theme workable to the public we both serve. We believe, as well, that with you at the helm of
the cooperative , its social corporate responsibility will be greatly felt.

May then invite CENECO to be our partner and co-sponsor for the Bacolod World Tourism Week
celebration through the following:

(l) put up an exhibit on sustainable energy at the lobby of the Government Center along with
Our exhibit on hotels and tourist spots in the city
(2) sponsor a brief forum/lecture on energy conservation, especially for hotels,restaurants
And other tourism-related establishment owners/representatives
(3) sponsor the quiz bowl and the cash prizes for high school and college students on
sustainable energy and tourism, with our office taking care of the mechanics and
participation

We are willing to sit down with you or your designated staff on these matters as we look forward
to a healthy and successful information dissemination on tourism and sustainable energy.

TOURIST POLICE FOR COMMUNITY ORDER, PEACE AND SECURITY (TOPCOPS) on September 26, 2012,
9:00 A.M. at the MassKara Hall 2 , Bacolod City Government Center.

We expect an attendance of about forty policemen to this seminar intended to reinforce the
attendees’ knowledge about the tourism industry, the importance of security for tourists and on
handling tourist-related cases. The seminar is part of our activities celebrating September as World
Tourism Month and World Tourism Week in Bacolod on September 24 to 28, 2012, per our
Sangguniang Panlungsod Resolution No. 678, series of 2012.

Please join us also during our opening program on September 24, 10:00A.M. for the ribbon cutting
to open the exhibits on Bacolod tourist plants and facilities A forum on energy saving tips for hoteliers
and other tourism stakeholders will follow at the MassKara Hall II to be conducted by CENECO. This
forum on energy savings is part of the World Touirsm theme for this year which is ‘Tourism and
Sustainable Energy.

Month. Along this line, through a Sangguniang Panlungsod Resolution No 678, series of 2012, the City
of Bacolod will celebrate World Tourism Week on September 24 to 28, 2012.

May we then coordinate with you and invite your office to send forty of your men to fill up the slots we
have intended for them for a whole day seminar on TOURIST POLICE FOR COMMUNITY ORDER, PEACE
AND SECURITY or TOPCOPS. The seminar aims to reinforce the knowledge of our policemen attendees
on the tourism industry of our country and the City of Bacolod, with focus on the importance of tourist
security, protocol on VIP security and on handling tourist-related cases.

The seminar will be on September 26, 2012, MassKara Hall, Bacolod Government Center. Registration is
free of charge and will start at 7:30.A.M. while program proper will be at 9:00A.M. Snacks and lunch will
be served and certificates will be issued after the seminar.
