GOVERNOR NEWSOM SIGNED AB 173 (Chau):
Extending the Mobilehome Fee and Tax Waiver Program for One More Year
Assemblyman Ed Chau introduced AB 173, which would extend the existing Mobilehome Fee and Tax Waiver
Program for an additional year.
Currently under the Program, implemented under the Department of Housing and Community Development
(HCD), you can register your mobilehome waiving past-due registration fees and taxes incurred from previous
owners. The bill is proposing to extend the time allowed for homeowners to advantage of the Program.
Register Your Mobilehome California, a limited-term state program waiving past-due registration fees and taxes
for mobilehome and manufactured homeowners.
You may be able to waive past due fees and taxes if:
Your mobilehome/manufactured home was registered with the California Department of Housing and
Community Development (HCD) in the past by another owner, and
Your mobilehome/manufactured home was not previously registered in your name. (You are not eligible if you
already have title and past registration.)
Apply today, the program is set to end on December 31, 2019.

GOVERNOR NEWSOM SIGNED SB 274 (Dodd):


No Park Fee for Live-In Companion; Homeowner Opt-In to Demonstrate Ability to Pay;
and Homeowner First Right of Refusal of their Park Space after Fires and Natural Disasters

On February 13, Senator Bill Dodd introduced SB 274 Mobilehome parks: tenancies. The bill contains multiple
provisions:
SB 274 would require management to offer the previous homeowner a right of first refusal to a renewed tenancy
in the park on the same terms at the time of the natural disaster, if the park is destroyed due to a fire or other
natural disaster and management elects to rebuild the park in the same location.
In 2017 Senator Dodd authored, SB 147 which allowed any homeowner who lives alone to designate one other
person per calendar year to share his or her mobilehome on an ongoing basis without being a charged a fee by
management for that person. SB 274 would instead allow an individual to designate up to 3 companions in a
calendar year, but no more than one companion at a time, unless otherwise authorized by management.
Currently management is granted the right of prior approval of a purchaser of a mobilehome that will remain
in the park, provided that approval cannot be withheld from a purchaser who has the financial ability to pay the
rent and charges of the park, except as otherwise provided. Additionally park management is required to consider
the amount and source of the purchaser’s gross monthly income or means of financial support when making this
determination. SB 274 would instead allow the purchaser to provide, and require park management to consider,
evidence of additional financial assets, including savings accounts, certificates of deposit, stock portfolios, real
property, and any other financial asset that can be liquidated or sold, when making that determination.

In Memoriam to Leonard Carlson
The world lost a very special person recently.

He leaves behind three children and his wonderful wife


Betty and Families and Friends.

His Memorial Service will be held on October 20, 2019


which is on a Sunday at his mobilehome park Rancho
Grande in Santa Rosa, for those who knew him or
anybody involved in a mobile home park that would like
to pay tribute to him.

He was a great help and dedicated to the mobile home community. He lived in Rohnert
Park, California. He fought to get the best Rent Stabilization that the State has in place,
he served on the rent board and fought like hell for all the mobile home parks in Santa
Rosa and Rohnert Park. His best friend was Bob Fleak, both guys put together 40 plus
years in the mobile home park business, they both fought for all the mobile homes
throughout California! And he was with the Teamsters union for 27 years, he was also a
union negotiator.

Leonard Carlson should have been an attorney, he fought for everybody, the little guy,
the guy that had no money, if you were right, you were right! He was one of the fellas that
I learned the mobile home park business from some 15 years ago. Anytime I wanted
information or needed help with something, I spoke with Lenny, he was my friend, he was
my knowledge, he was my mentor. And now he is gone. I still have Bob Fleak, God bless
him. These two guys together were hell on wheels.

Bob Fleak it is still at the other end of my phone calls helping me with things that I need
to know! My dear friends it’s not easy living in a mobile home it’s always a fight for
something, a new manager, and or a greedy park owner. There are not many of us left in
this mobile home park business, so after we go you’re on your own!

Yes, I always remember and always will remember that Lenny always told me
“Don’t Trust Managers”, “Don’t Trust Owners”. “Keep them at arm's length, I don’t
trust the bastards”. You will be dearly missed, Mr. Lenny!

To Lenny’s Family & Friends, MyThoughts and Prayers Are With You All.

I Will Miss Him Immensely As Will All Who Knew Him.

New Public Safety Power Shutoff Zip Code Alerts Allow General Public to Receive
Notifications

“ Including Those Without PG&E Accounts”

Tenants, caretakers, travelers and the general public can now be notified by PG&E

about possible Public Safety Power Shutoffs

San Francisco, Calif. As part of its commitment to keep customers and communities, as
well as other in its service area safe, Pacific Gas and Electric Company (PG&E) has
developed a new tool to allow anyone to receive don’t receive a bill can select one or
more zip codes that they want to receive PSPS alerts about, or select all zip codes in
PG&E’s service territory. When a PSPS event is planned for a selected zip code, an alert
will be sent to the user telling them how to determine if a specific address in that zip
code could be impacted. PG&E account holders don’t need to take any action if they
are only concerned about addresses where they receive a bill. Customer information
already on file will be used to send alerts to those Customers. Customers are
encouraged to keep their contact information up to date with PG&E so they can be
notified if their specific location will be impacted.

When a Public Safety Power Shutoff is planned, we want to spread the word as quickly
and as effectively as possible, said PG&E Senior Vice President and Chief Customer
Officer Laurie Giammona. Zip code notifications give us another communication option
so everyone can be ready.

Dear Residents of Mobilehome Parks,

Over the last two years of starting up this organization Vallejo Mobilehome Coalition, I’ve never seen so much
apathy in all the mobile home parks, we all live in a Mobile home park because they are reasonable and affordable,
these days we should all get along and form as one because the most heard about situation is your Rent Stabiliza-
tion if you don’t have it in your city.
Mobilehome parks are known as “cash cows” and the owners of these parks make a lot of money on anything
they can! I have been working on Napa and Yountville and St. Helena with getting rent stabilization, the only city
that seems to be moving forward and anxious to get the Rent Stabilization is Yountville we are somewhat all on
the same page and want the Rent Stabilization since it is a very wealthy community and we need to get the Rent
Stabilization for these folks because these owners are investors of land that two mobile home parks set on, I am so
glad that they are so interested and doing many things to get the Rent Stabilization!
We will be holding another Summit in the Napa Valley on November 10 which is a Sunday, sponsored by
Senator Bill Dodd. This will give everybody an opportunity in the Napa Valley to come and ask their questions
and find out what really is mobile home life and what things we have to prepare for in the future. We have vendors
handing out free pamphlets and it is one seminar if you live in a mobilehome you should not miss!
Stop being scared of your landlord, you need to complain and let it be known if you are being singled out and
or have been harassed in anyway, there are lots of places to go to if this has happened to you or your neighbors.
There are attorneys as well as Fair Housing of Napa Valley etc. Don’t be scared, protect your rights and remember
you only rent the dirt!
We will not have a meeting this month in November, nor will we have one in the month of December, to observe
the “Holidays” and so you can be with your families and friends, we will continue the magazine and have one for
you in December and January etc. etc. etc.

The Vallejo Mobilehome Coalition (VMC) is an all-volunteer, non-profit mutual benefit organization of mobile-
home owner/resident’s advocacy groups. Formed in 2017, our purpose is to promote, maintain and protect the
best interests of all mobilehome owner/residents in the general Vallejo area. We hold monthly meetings to inform
and educate mobilehome owners/residence of important issues that may concern them. We work in a collaborative
manner, developing to maintain a working relationship with many organizations.
We have a “Free”, informative monthly magazine that is hand delivered to 3,000 spaces in over forty mobile-
home parks situated in the Solano/Napa County, where there are 7,392 park spaces not including 700 RV spaces.
The Residents that we help and deliver to are seniors, veterans, disabled persons and retirees of all ages, as well as
families with children. Advertising in the magazine serves two purposes. First, it allows us to continue our “Free”
and informative magazine, which is delivered to Benicia, Vallejo, American Canyon, Napa and Yountville and
other rural areas, as we need advertising to help offset printing and delivery costs. Secondly, it provides our readers
information on companies that provide important services for the mobile/manufactured home community. If
you are a reader, please tell businesses you frequent about our magazine. If you are a business, please help us and
consider advertisng in the Vallejo Mobilehome Magazine. Your efforts will be “Greatly Appreciated.”
