DEFINITION OF TERMS

The following terms are defined to clearly understand the objectives of the stdy.

Annual Income. The annual average income of the families per barangay of Batangas

City.

Barangay. The units in Batangas City with the highest crime rate of violence against

women, to name: Balagtas, Balete, Bolbok, Cuta, Kumintang Ilaya, Libjo, Malitam, Sta.

Rita Karsada, Tingga Itaas, and Wawa.

Basic Self-Defense Training. It is a training given to women which enhance the ability

to discern risky situations to protect self from impending danger caused by possible

perpetrators.

Convention on the Elimination of all Forms of Discrimination against Women

(CEDAW). It protects women from any form of discrimination that constitutes gender

inequality in culture and tradition (Philippine Women's Commission).

Discrimination. “Any distinction, exclusion or restriction made on the basis of sex

which has the effect or purpose of impairing or nullifying the recognition, enjoyment or

exercises by women, irrespective of their marital status, on a basis of equality of men

and women, of human rights and fundamental freedoms in the political, economic,

social, cultural, civil or any other field” (Convention on the Elimination of All forms of

Discrimination against Women).

Intimate Partner Violence. This violence occurs between partners living on the same

household. In order for the perpetrators to dominate the victims, he may resort to the

use of physical force to control his partner which may cause mental and health damage
to the victim (Susan Schechter, Visionary leader in the movement to end family

violence).

Economic Violence. This form of violence limits women’s access to funds, credit,

health care, employment, education, and agricultural resources. The perpetrator may

also exclude women from financial decision making and discriminatory traditional laws

on inheritance, property rights, and use of communal land to women.

Emotional Violence. This violence includes acts that insult and attempt to scare,

isolate, or control women, resulting in women feeling bad about themselves and

diminishing their self-esteem.

Gender and Development (GAD) Budget. It is the cost of implementing the GAD Plan

and it corresponds to at least five-percent of an LGU’s total appropriation. (Barangay

Gender and Development (GAD) Plan. It is a set of programs and specific activities

and their corresponding schedules of implementation, required resources, and costs

which are systematically designed to address gender issues in the locality. All

government institutions, including LGUs, are required to make a GAD Plan and to

implement it using the GAD Budget. (Barangay VAW Desk Handbook)

Internal Revenue Allotment. It is the annual share of local governments out of the

proceeds from national internal revenue taxes. The estimated actual collections of

national internal revenue taxes during the third fiscal year of last year is at forty percent,

as certified by the Bureau of Internal Revenue. (Department of Budget and

Household Number. The number of people or persons living in a house or apartment

on the selected barangays of Batangas City.

Human Rights. “These are rights immanent to all human beings, regardless of race,

sex, nationality, ethnicity, language, religion, or any other status”. All humans are

entitled to these rights. (United Nations)

Physical Violence. This is a form of violence against women which the perpetrator use

physical force to injure, abuse, damage, or destroy women.

Population. The ratio of male and female on each selected barangays of Batangas

City.

Sexual Violence. This is a form of violence against women by which sexual acts are

committed by the perpetrator to women in the form of sexual comments, catcalling or

unwanted touching.

Socio-economic status. The social standing of the barangay identified after combining

the barangays population, household number, household population, household size

and annual income.

Violence Against Women (VAW). “Any act of gender-based violence which results to

physical, sexual, or mental harm or suffering to women, including threats of such acts,

arbitrary deprivation of liberty, whether occurring in public or in private life” (United

Nations).

VAW Cases. This refers to cases reported which is in the form of physical, sexual,

emotional or economic violence..

VAW Desk Officer. This refers to authorities with gender sensitivity training assigned

to handle VAW cases on the barangay.


Women’s Empowerment Program. It is a proposed program to be develop and

implemented on the selected barangays of Batangas City which includes varied

activities for women which can help prevent different forms of violence against them.
