MINISTRY OF INDUSTRY AND TRADE OF THE REPUBLIC OF TURKEY
ON COOPERATION BETWEEN SMALL AND MEDIUM INDUSTRIES

Ministry of Industry of the Republic of Indonesia and Ministry of Industry and


Trade of the Republic of Turkey hereinafter referred to as "the-Parties'.

CONSIDERING their mutual Intention to improve economic welfare through


industrial cooperation between the Parties:

DESIRING to promote and strengthen economic and technical cooperation


between the Parties;

RECALLING to tine importance of small- and medium industries in their


economies, agreed to encourage their relevant organizations to initiate a
"Memorandum of Understanding" with a view to outlining a framework of
cooperation in this field.

REFERRING to Agreement between The- Government of the Republic of


Indonesia and the Government of the Republic of Turkey on Economic and
Technical Cooperation signed at Jakarta on December -I8, 1982.

PURSUANT to prevailing laws and regulations of their respective countries;

HAVE AGREED as follows;

ART1CLE 1
OBJECTIVE

The objective of -this memorandum of understanding (hereinafter referred to


as MoU-)-is to strengthen'smafl and medium industries (SMts) through
industrial cooperation between the parties.

ARTICLE 2
SCOPE OF COOPERATION

The scope of cooperation under this MoU; Shall cover the foflowings:
1. Exchanging experience on development of SMls and supporting the
active units:
2. Exchanging the experiences on the promotion and informing the
promotion models of SMi:
3. Studying on Technology Development Centers.
4,. Exchanging information on rules and regulations of both Parties related
to SMI development, as well as market and financing information;
5. Transferring experience in standardisation, design -and. technology
development;
6. improving capacity building of human resources and consultancy
services;
7. Organizing Seminars, Workshops and Business Discussions;
8. Implementing joint research and development;
9. Exchanging experience on networking- clusters development;
10. Facilitating joint venture company, on SMI products
11. Other areas as may be mutually a-greed upon by the Parties.

ARTICLE 3
JOINT CQMWtTTEE

The Parties agree on establishing a Joint Committee for the purpose of


compiling a working agenda of this WIoU with the aim of the effective
contribution development of SMls of the two countries. The Committee shall
meet regularly or at the request of either Party, alternately in Indonesia or in
Turkey. The Committee shall report the result of the meeting to the respective
ministers.

ART1CUE 8
AMENDMENT

This MoU may be amended at any:-time, by mutual written consent of the


Parties. Such amendment 'shaft come-.info effect on such date as may be
determined by the Parties and Shgl! form as an Integral part of this MoU.

ARTICLE 9
ENTRY INTO FORCE DURATION AND TERMINATION

1. This MoU shall enter into force on the date of its signing,
2. This MoU shall remain into force for a period of 5 (five) years and shall be
extended automatically for the subsequent 5 (five) years, unless either
Party notifies the. other Party of-its intention to terminate this MoU at-least
6 (six) months prior to its termination;, •
3. The termination of this Memorandum-of Understanding shall not affect the
validity and duration of any arrangement, programs or activities made
under this Memorandum of Understanding until the completion of such
arrangement, programs or activitie$. unless the Parties decided otherwise.

IN WITNESS WHEREOF, the undersigned, have signed this MoU.

DONE in duplicate at Ankara on the twenty ninth day of June in the year two
thousand and ten in the English l3nguaget< both texts being equally
authentic.

ART1CLE 4
EXECUTING COMMITTEE

(1)tn achieving the. agreed items the- parties confirmed the necessity of
initiating- profound cooperation and. forming executing committee and
regularly exchanging of views'with. expertise organizations between the
two countries and agreed that members of the said committee to be
introduced to each other one month after the MoU is signed.
(2) The organizations responsible for the execution of this MoU are:
«for the Ministry Of Industiy of the Republic of Indonesia shall be
Directorate General of Small and Medium Industry of the Ministry of
Industry, and
»for the Ministry of Industry and Trade of the Republic of Turkey shall be
Small and Medium Enterprises Development Organization

ARTICLE 5
TECHNICAL ARRANGEMENT

The cooperation under this MoU shall be implemented by concluding specific


arrangements.

INTELLECTUAL i*R:OPERTY RIGHTS

In case specific arra-ngement. programs or projects implemented under this


Memorandum of Understanding may Te;sult in intellectual property, such
intellectual property, shall be arranged in 'separate arrangements in
accordance with the laws and regulations of the respective Parties.

ARTICLE _7
SETTLEMENT OF DIFFERENCE

Any differences arislng.out of the-interpretation and/or application of this MoU


shall be settled amicably through- eonsulta-tion or negotiation between the
Parties.

OF IRAN
ON
SMALL AND MEDIUM INDUSTRIES COOPERATION

Ministry of industry of the Republic of Indonesia and Ministry of Industry


and Mines of the Islamic Republic cf Iran hereinafter referred to as "the
Parties";

CONSIDERING their mutual intention to improve economic welfare


through industrial cooperation between the Parties;

DESIRING to promote and strengthen economic and technical cooperation


between the Parties;

RECALLING to the Framework Agreement on Comprehensive Trade and


Economic Partnership between the Government of the Republic of
Indonesia and the Government of Islamic Repubiic of Iran, signed In
Tehran on 21 June 2005;

PURSUANT to the prevailing laws and regulations of their respective


countries;

HAVE AGREED as follows:

ARTICLE 1
OBJECTIVE

The objective of this Memorandum of Understanding (hereinafter referred


to as MOLJ) is to strengthen small and medium industries (SMSs) through
industrial cooperation between She Parties.

ARTICLE 2
SCOPE OF COOPERATION

The Scope of Cooperation under this MOU shall cover the fallowings:
1. Transferring experience on establishment of SMIs and supporting the active
units;
2. Exchanging information on ruses and regulations of both Parties related
to economic development as well as market information;
3. Transferring experience in standardization, design and technology
development;
4. improving capacity building of human resources and consultancy
services:
5. Organizing Seminars, Workshops and Business Discussions;
6- implementing joint research and development;
7. Exchanging experience on industrial estate and dusters development:
8. Implementing joint efforts for developing, information and communication
technology (ICT), and technology parks;
9. Other areas as may be mutually agreed upon by the Parties.

ARTICLE 3
JOINT COMMITTEE

The Parties agree on establishing a working group for the purpose of

contribution development of SMls of the two countries. The Committee


shall meet regularly or at the request of either Party, alternately in
Indonesia or in Iran, The Committee shall report the result of the meeting
to the respective ministers.

ARTICLE 4
EXECUTING COMMITTEE

(1) !n achieving the agreed items the parties confirmed the necessity of
initiating profound cooperation and forming executing committee and
regular exchange of views with expertise organizations between the
two countries and agreed that members of the said committee to be
introduced to each other one month after the MOU is signed.

{2} The organizations responsible for the execution of this MOU:


* for the- Government of the Republic of Indonesia shall be
Directorate General of Small and Medium Industry of the Ministry of
Industry, and
• for the Government of the Islamic Republic of Iran shall be iran
Small Industries and Industrial Parks Organization of the Ministry of
Industry and Mines,

Any differences arising out of the interpretation and/or application of this


MOD shall be settled amicably through consultation or negotiation
between the Parties.

ARTICLE 8
AMENDMENT

This MOU may be amended at any time, by mutual written consent of the
Parties. Such amendment shall come into effect on such date as may be
determined by the Parties and shai) form as an integral part of this MOU,

ARTICLE 9
ENTRY INTO FORCE AND DURATION

1. This MOU shall enter into force on the date of its signing
2. This MOU shall remain into force for a period of 5 (five) years and shall
be extended automatically for the subsequent 5 (five) years, unless
either Party notifies the other Party of its intention to terminate this MOU
at least 6 (six) months prior to its termination.
3. The termination of this Memorandum of Understanding shall not affect
the validity and duration of any arrangement, programs or activities
made under this Memorandum of Understanding until the completion of
such arrangement, programs or activities, unless the Parties decided
otherwise.

IN WITNESS WHEREOF, the undersigned, duly authorized thereto by


their respective Governments, have signed this MOU,
