Congress manifesto 2019- Congress will deliver

EMPLOYMENT – 4 lakh vacancies as on 01.04.19 in govt. jobs will be filled before March 2020. Will
request 20 lakh jobs of State govt. and local bodies.

NYAY (Nyuntam Aay Yojana) – Poorest 20% families to be given cash transfer Rs. 72,000/ yr each.
Money to be transferred to the account of a woman of the family. (NYAY design phase 3 months, testing
phase 6-9 months before roll-out. Joint scheme of state and central govt. funded through new revenues
and rationalization of expenditure)

TAXES – Review and replace with GST 2.0; abolish e-way bill

ELECTORAL REFORMS – set up a National Electoral Fund so that anyone can contribute; 50% EVMs will
be matched against VVPATs (Voter Verifiable Paper Audit Trail).

LAWS, RULES and REGULATIONS – decriminalize defamation and sedition, prevention of torture act,
amend ASFPA (Armed Forces Special Powers Act, currently in J&K, Manipur, Assam, Nagaland, Manipur
and Arunachal Pradesh).

PLANNING – scrap NITI Aayog and constitute Planning commission with redefined responsibilities.

AGRICULTURE – waive loans, separate kisan budget, restore Land Acquisition Act, Rehabilitation and
Resettlement Act, Forest Rights Act. Farmer’s loan default won’t be criminal offence but civil.

RURAL – Launch MNREGA3.0; guaranteed employment from 150days to 250 days.

WOMEN – reserve 33% seat in Lok Sabha and State Assemblies. Equal remuneration Act, 1976 to be
enforced.

MANUFACTURING – will take from current 16% of GDP to 25% of GDP in 5 years.

NATIONAL SECURITY – will increase defence spending, expand domestic capacity to manufacture
defence equipment. Withdraw Citizenship Amendment bill.

FOREIGN POLICY – efforts to get permanent membership in UNSC and NSG.

BUSINESS – Start up won’t require permission for first 3 years.

EDUCATION – 6% GDP spends toward Education.
