Approval of plans (Pre-Establishment)

Reform 34
Online submission of application for approval of plans along with relevant documents
and plan scrutiny fee through AP Single Desk Portal has been introduced
Time line for approval is 7 working days
The drawings in PDF format can be uploaded through the entrepreneur login in AP
Single Desk Portal and the digitally signed final approval letter along with the
drawings can be downloaded by the applicant
An SMS alert will be sent to the applicant after approval

Registration/ Grant of Licence (Pre-Operation)

Reform 35
Online submission of application for registration along with relevant documents and
licence fee through AP Single Desk Portal has been introduced
Time line for approval is 7 working days
The digitally signed final approval letter along with the drawings can be downloaded
by the applicant
An sms alert will be sent to the applicant after giving approval

Reform 33

Every licence granted under Factories Act, 1948 shall be valid till it has been duly
cancelled(Permanent licence)
A provision for onlinepayment of annual licence fee is provided through Meeseva

Filing of Annual Returns

Provision for online filing of single integrated annual return underThe Factories Act,
1948 and Labour Laws was introduced on AP Single Desk Portal

Inspection System

Reform 65& 67
Factories are classified based on risk as Low, Medium and High risks

Based on the risk criteria the Central Inspection system allots the factories to be
inspected are randomly for inspection including Joint Inspections along with Labour
Department

It is mandatory that the same inspector will not inspect the same factory twice
consecutively. Hence the Inspectors are notified for the entire Zone and Inspectors
are allotted factories for inspection randomly through the Central Inspection System

An SMS alert will be sent by CIS portal to the management informing the inspection
date and name of the Inspector

Online inspection report is submitted within 24 hours

Provision to download the inspection report is provided in the CIS portal

Reform 66
The officers are instructed to take prior permission from the Director of Factories,
Andhra Pradesh, before going for surprise inspections or inspections based on
complaints etc
