Dear Sir/Madam,

We hereby write to you for the purpose of empanelment at Cream Bell, ice cream for outsourcing of
the legal services. We have mentioned a detailed structure of the services that we provide at our
firm. We would be willing to cater to all your legal needs with utmost care and caution.

As the nature of work relates to different aspects of legal work required, the Scope of work for our
Law Firms is defined in two parts i.e. Category A & Category B.

Category A

 Litigation related: To draft and file Applications, SLPs, Appeals, Submissions, Counter
Affidavits, Rejoinder, Para wise comments for Supreme Court, High Courts, District Court
and any other courts/tribunals/forums and provide legal opinions/consultations thereto. If
need be, to assist before the Courts/ Tribunals in exceptional cases.
 Non-litigation work: Providing Legal opinion on day to day matters. Legislative drafting
(policies/rules/guidelines/advisories) –efforts limited to a maximum of 200 man-hours in a
single assignment. Actual estimated effort to be quoted on a case to case basis. Drafting
replies to RTI/ grievances etc., wherein legal issues are involved/ legal opinion is required.
Interpretation and analysis of International and National laws, rules, Norms, guidelines etc.
and submission of reports/recommendations thereto (up to a max. of 200 manhours of
work in a single assignment)

Category B

 All legislative work related to Cyber Domain, Personal Data Protection Bill and other related
laws including Acts, Policies, Rules, Norms, Guidelines, Circulars, Orders and Notifications,
Amendments etc.
 To study and recommend new/emerging areas which needs new laws/regulations.
 Any legal research work of Medium and High complexity involving work more than 100
manhours of involvement. (Except in those cases where there is a continuation of existing
work already assigned to concerned entity)

 Analyse and interpret the existing as well as emerging international laws, regulations, acts,
policies, rules, guidelines, legal and regulatory framework etc in the cyber space, including
information and communications technology, internet, security, privacy and related areas.
 Drafting of medium/ high complexity legislative work (policies/rules/guidelines/advisories).
 Any other work relating to cyber domain, as may be assigned.
