FADRILAN, CESO V Department of the Interior and Local Government (DILG) Aguila Road, Sevilla City of San Fernando 2500 La Union Dear Director Fadrilan: This is in line with the implementation of the Validation and Finalization Phase of the Listahanan Project of the Department of Social Welfare and Development (DSWD). The conduct of the validation provides opportunity for the community and the Local Government Units (LGUs) to review the preliminary list of poor households which will be posted in all the barangay halls of Region 1 for transparency. By the end of this phase, an accurate, credible and final list of poor households shall be generated for sharing with other social protection stakeholders. The activity will be implemented from October to December 2020. ‘The authentication of the list will be validated through the creation of Barangay Verification Teams (BVT) to assist in the overall validation process and Local Verification Committees (LVC) primarily responsible in the objective review of appeals or grievances from the community. Both the BVT and LVC shall be formalized through the issuance of any of the following: a. Executive Order b. Local Ordinance c. Sanggunian Resolution Relative hereto, DSWD Field Office 1 will be conducting simultaneous orientation to all LGUs with strict adherence to safety and health protocols relative to COVID-19. There will be trained Area Supervisors who will serve as secretariat of the BVT and LVC to be assigned per LGU in the conduct of the validation. They will also be in-charge in receiving of complaints/appeals/grievances for 30 days. In order to facilitate structured process of the said activity, may we respectfully request the assistance of the Philippine National Police and the Local Government Units to the assigned Area Supervisor/s during the receipt of complaints for crowd control, re-visiting households especially in going to distant and hard to reach areas and information dissemination of the activity (flyers and posters distribution) for a smooth and peaceful implementation procedure Thank you for your partnership and support.
