PROJECT TITLE Center for ICT Development for Network Administration, Enterprise Database

1.Background information relating to the proposal
This proposal is Phase 2 of the CHED IDIG P5Million awarded to CSU last December
12, 2016 for 1 year duration titled “CSU-wide connectivity, library/Research, ICT Manager
and Faulty Retraining Program” which was envisioned to link the 8 geographically
dispersed CSU campuses by a Virtual Private Network (VPN) at a CIR/Commited internal
Rate of 50Mbps for advanced Voice, Data and Video application based on a Disaster-
resilent design using unbreakable VPN ABD Bandwidth
Bonding Edge Routers using multiple services providers, like Globe, PLDT and DICT Fiber
Optic Network At Tuguegarao City Regional Center. At present 3 CSU campuses of Lallo,
RATIONALE Piat and Lasam do not have land line phones nor ADSL Data connectivity.
The proposal would make CSU the Center for ICT Development in North Luzon as CSU
has the largest ICT student population in Cagayan Valley with BS information Technology
and BSIT Major in Animation course offering; and CSU is the only institution offering BSIT
Major in animation in Northern Luzon at the College of Information and Computing
Sciences in Carig
2.Expected transformation or effects of the implement of the project
K-12 graduates and ICT College students in Northern Luzon have to be trained in the
World-class Certification in view of ASEAN economic Integration and Globalization of the
Filipino workforce as flow products, human resources and services should be seamless
among ASEAN trading partners
3.Response to the Grant Thrust
The proposal aims to leverage the current CICS Faculty members available time for 2017-
2022 through the K-12 Educational Reform Program, the 2023-2028 Increase in Intellectual
Property Rights adaption for operational efficiency of HEI’s “And ambisyon natin 2040
“aimed to improve the quality of life, security and minimize proverty in the Philippines,
support the previous 2011-2016 KRA #2 to establish Centers of Excellence and
Development. thrust #3 – Global Competitiveness, to make CSU an Internally recognized
institution, as research and development is one of the main criteria for University rankings
like times Higher Education listing.
4.Indicators of sustainability
Easy and affordable acquisition of practical World-class ICT skills and training within
North Luzon without traveling to Manila or elsewhere, due to availability of training
equipment, facilities and World-class Certified Instructors within CSU Tuguegarao City.
Improved passing rates and employability for ICT Engineering Board Exam passers and
Certification of ICT graduates locally. Level-up the status of Certified Instructors to through
continuous educational engagement for CCNA (Network Associate),
MCSE (Microsoft Certified Systems Engineer), Certified Animation and Oracle Academy
Instructors together with industry applications for Image Processing and Decision Support
Systems for Research, Development, Innovation and Extension Service of CSU.
1.For what purpose does the project respond to?
To improve the quality of K-12 Education graduates pursuing further ICT College
Education in Northern Luzon towards World Class Certified standards that the ICT industry
Demands.
2. What are the local, regional and national-level goals of the project?
To acquire expertise in Cisco Certified Network Associate CCNA; and Oracle Enterprise
Database which is a requirement under K-12 for ICT Track Programs, MCSE, Android and
Apple iOS Mobile Platform and RedHat Linux for Cloud Computing since there are no State
Colleges and Universities offering these courseware in Cagayan Valley; CCNA and Oracle is
used by Multinational Fortune 500 (like Shell, American Express, Ford) and Top 1000
Companies in the Philippines (Ayala Group, Cebu Pacific, SM Group), while 2D/3D
OBJECTIVES Modeling and Rendering are used by Disney, Pixar, Fox and Advertising companies; acquire
skills and expertise in Image Processing and Decision Support Systems required in
Research, Development and Innovation.
3. What are its short-term and long-term objectives?
LONG TERM – To improve the employability, provide practical skills and bridge the gap
between industry needs to CSU learning environment based on World-class Standard
Certification for K-12 Transition Program for ASEAN Economic Integration. To develop R&D
applications of Image Processing for agriculture, healthcare, engineering, education and
public administration.
SHORT TERM – To acquire Cisco CCNA, Oracle Database and 2D/3D animation and 3D
Printing equipment for 3D Model prototypes, training materials and World-class Certified
Instructors through capability-building. Foster partnership and collaboration with other
institutions, DepEd, CHED, LGU, Regional and Provincial Agencies in Northern Luzon.
1. Which components under the Grant Category will make up the project?
Cost of acquisition of CCNA, Microsoft Email Server, Red Hat Linux, and 2D/3D Animation
Hardware like routers, switches, servers, software, connectivity, IEC materials, and
continuing ICT education for MCSE, Android and Apple iOS Mobile platform make up the
CHED IDIG Grant fund.
COMPONENTS 2. What activities form part of the project?
Cascading of the best practices and applications with other HEIs in the Northern Luzon
Region is part of the proposal for inclusive growth and sustainable development in
education.
3. How will these components help in achieving the project objectives?
CSU’s counterpart will provide Building, “Hall of Innovation”, Utilities and World class
Certified and Trained faculty members. CHED to support and fund those listed in
Components 1 and 2.
