SUBJECT CALL FOR PROPOSALS FOR THE REVISED AND EXPANDED CONTINUING PROFESSIONAL EDUCATION (CPE) GRANTS DATE 18 September 2019 Pursuant to CHED Memorandum Order (CMO) No. 72, s. 2017, The Revised and Expanded Guidelines for the Continuing Professional Education (RECPE) Grants Under the K to 12 Transition Program, and CEB Resolution No. 516-2019 dated September 3, 2019, the Commission is inviting HEls to submit proposals for the RECPE Grants on or before 18 October 2019. The RECPE Grants shall cover the capacity-building of Higher Education Institution (HEI personnel through the creation of programs for professional development. The ‘Commission encourages HEIs to propose programs that can be sustained even after the conclusion of the CHED grant, The following areas will be prioritized. However, excellent and sustainable proposals from other areas will also be supported: 1. CPE on Research Administration especially for Higher Education Support Staff Republic Act No. 7722 mandates CHED to formulate and recommend development plans, policies, priorities, and programs on higher education and research. Based on available data, only around 10,000 of the 83,000 full time higher education faculty members are engaged in research. Also, the result of the latest Global Innovation Index indicates relative weakness in scientific and technical articles published. Further, the Commission, in its various programs, noticed frequent requests for extensions and changes from project implementers. Proposed CPE programs that will be supported must aim to capacitate research ‘support staff to free up researchers to focus on the technical side. Competencies may include patent registration, proposal preparation, contracts management, Procurement, and familiarity of the grants landscape, More importantly, this. will ‘support the professionalization of research administration in recognition of thelr valuable role in the success of research 2. CPE on Land Use and Development Planning Republic Act No. 11396 mandates state universities and colleges to prepare and implement a land use development and infrastructure plan (LUDIP). LUDIPs will be required in the approval of infrastructure projects in SUCs. In compliance with the provision mandating CHED to design capacity building programs, support will be given Higher Education Development Center Bullding, C.. The proposal must aim to capacitate personnel mostly from other SUCs. It must not be an internal organizational capacity building of a single SUC. Trainers must preferably have the appropriate licenses in environmental planning and the relevant engineering field 3. CPE Program on Statistics and Data Science A report of the APEC Human Resource Development Working Group projected that the Philippines will need 340,880 data scientists and analytics work force in 2022. One of the programs that produces future data scientists is the BS Statistics program. However, the number of BS Statistics graduates and practicing professionals does not meet the present and emerging demands in the industry. In a JobsFit 2022 Report ‘of the Department of Labor and Employment (DOLE), Statisticians and Data Scientists are two of the emerging and in demand occupations that are hard to fil. However, only 20 Higher Education Institutions (HEIs) offer bachelor’s degree programs in Statistics in the country. Five or a quarter of these HEIs are in the National Capital Region (NCR). In AY 2016-2017, before the implementation of the Kto12 program, there were only 441 graduates of baccalaureate Statistics programs. Proposals on CPE programs that aim to capacitate higher education faculty in offering programs on data science and statistics will be supported to ensure that the country femains competitive. Given the dearth of faculty, preference willbe given to proposals that can provide CPE programs through distance mode. 4, CPE on the Development of Materials and Programs for Teaching Mother Tongue Based Multilingual Language Education in Teacher Education Institutions ‘Section 5 of Republic Act No. 10533 mandates that curriculum of basic education shall adhere to the principle and framework of Mother Tongue-Based. Mutiingual Education. To support teacher education institutions in their initiative to capacitate education students and teachers undertaking continuing professional education, priority will be given to proposals that will aim to to develop courses and training Programs in MTB-MLE Teaching especially those that will also enhance the Proficiency of teachers in the mother tongue of their place. This is to ensure that teacher education graduates are prepared to fully implement MTB-MLE once they start teaching in basic education Details on the eligibility criteria, grant terms, application requirements, and instructions fon the process of submission are available at chedk’2.comicpe.
