ABSTRACT

Philippines is currently hit by the pandemic Corona Virus (COVID-19) tallying a total
number of 16,634 cases with 3,720 recoveries and 942 deaths as of May 29, 2020. The
government agencies and the local government unit take the initiative to carry out a plan to
prevent the virus from spreading. In connection with that, private institutions and individuals are
also stepping up to help the government flatten the curve. Research has shown data on how
Filipinos respond in today’s crisis. There are representations of individual who violated the
protocol and why such they do that, and also, who lend a helping hand to less fortunate people
that are being greatly hit by the crisis.

This study aims to determine the number of Filipinos who helped and lend their good
hearts amidst ECQ, to identify the ones who violated the protocols of the ECQ and to possibly
compare the relationship of the two cases. This study will show how ordinary individuals
extended their help and how our local celebrities used their platforms to share their blessings,
lastly, it shows how the public servants violate their own policy.

The result of the study was based on the criteria of the timeliness of the related article, its
reliability, quality, and relevance of the information gathered. The results show that the
Bayanihan’s culture of the country is greatly embodied in the Filipino spirit. Today’s technology
is also a great help as well as the social media spread news and stories about the pandemic.
Filipinos are attached and greatly influenced by the actors and actresses that is why celebrities
were able to connect and unite every Filipino around the world through donation drives.
Disappointing as it seems, government officials who supposed to be the role model of the
country were one of the violators of the ECQ protocols together with the ordinary citizen who
violated the rules due to unforeseen situations that follows the implementation of ECQ.

On the basis of the results, it is recommended to further study the rules and regulations as well as
the guidelines implemented based on the situation of every family residing in the country so that
the policies will be fair and just to every citizen. The researchers are also delimited by the data
that can be found on the internet as we abide by the protocol of social distancing and home
quarantine.

INTRODUCTION

December 2019, an unknown virus affected people living in Wuhan, China. At first,
doctors in China thought that it was pneumonia cases but on January 22, 2020, China issued a
statement that there was evidence of human-to-human transmission but they needed to
investigate it more to the extent that they can prove that the said virus is transmissible between
living things. Though the evidence is not yet solid, people are starting to panic a little and as
what the saying goes “Prevention is better than cure”, so people are starting to wear masks,
always wash their hands for at least 20 seconds, bring alcohol with them and to disinfect before
they get inside their own house. Before the end of the month, it was proven that the virus is
contagious because for the very first time Philippines’ Department of Health (DOH) reported the
very first case of COVID-19 (which at first called “NCOV”), a 38 years old female which is a
Chinese national, given this news, the government still doesn’t want to stop the Chinese people
in traveling here in the Philippines while the other countries are starting to lock down their
country including the establishments and their airports, for them to avoid having more COVID-
19 patients. On March 7, 2020, DOH confirmed the first local transmission of COVID-19 patient
who at that time is confined in one of the hospitals in manila which also alerts the government.
and as soon as it was confirmed, they suspend the classes in Metro Manila, and on the 14th day
of March this year, President Rodrigo Duterte announced the "lockdown" for a month starting
immediately – or what we called now as Enhanced Community Quarantine (ECQ).

In light of the ECQ, the government sends foods and financial assistance to its
constituents to provide help in response to the loss of employment and income, but it was never
not enough and because of these celebrities and other famous people started to help the people
through different fundraising events. And also, the ones who sacrifice should not be unnoticed-
our frontliners such as our doctors and nurses, polices, and our local officials. Their sacrifices to
heal our people who are sick while risking exposure to the virus and the local officials who
maintain the rules and orders of the ECQ must be commended. All of this to ensure that we are
safe and free from the virus. Even though many of us followed the government rule to stay inside
the house and practice social distancing some of us violated it and went against the rules
implemented, like the recent case of the PNP chief who celebrated his birthday despite the
warning to avoid mass gatherings. Some government officials like Koko Pimentel and Mocha

Uson did not just violate the rule but also risk the lives of many people. So, when will the
government will be a good role model for us, the citizen? How much will the frontliners sacrifice
for our country to be back to normal?

Neither the greatest and most powerful country, nor the World Health Organization
(WHO) expected a coronavirus like this to become pandemic. The COVID19 virus spread like a
wildfire for the span of a month and devastated so many lives, businesses, and economies. But
one thing is for sure in this pandemic, we are all in this together and we are all the ones that can
provide a solution for this. It is not a one-person effort but a collective efficient effort to stop the
further spread of the virus – or what we could say as “Bayanihan”.

Assumptions

As our country faces many problems, especially now because of the threat of COVID-19,
it is good to see that even those ordinary Filipinos are finding their ways to help each other in the
midst of crisis. Most of the Filipinos are affected as a result of implementing Enhanced
Community Quarantine (ECQ) in the country, thus most of them, particularly those who are
underprivileged are problematic on how they will get money to buy for their foods and other
necessities for the reason that works are suspended due to ECQ. However, it is very
overwhelming to see that there are people who have good hearts that are willing to help those in
need during these times.

Data Analysis

Machu Escorpezo Sobrevega, a landlady, from Antipolo City, said that she feels bad to
demand rent fees from her tenants during this ECQ wherein works are suspended in whole

Luzon and some parts of the Philippines. She also added that instead of paying rent, they should
just use their money to buy foods.

Netizens expressed their amazement to what they did and some even followed the same
thing to give free rents to their tenants. However, there are some who experienced the opposite,
in spite of the fact that we are under ECQ there are landlords who kicked out their tenants
because of not paying the rent fees on time. This specific scenario happened to a woman from
Caloocan City, wherein she was not allowed into her apartment even if she has her newborn
child with her and she has nowhere to go.

On top of that, residents in Caloocan sewed and gave free face masks to help prevent the
spread of coronavirus. Jason De Vera, tailor, said that they already distributed more than a
thousand of face masks in their barangay. This is to help those who haven’t got the chance or
those who cannot afford to buy face masks because of the sudden increase in its price.

Moreover in Mandaluyong City, a group of friends’ deed trended on social media as they are
giving food packs to every hardworking delivery riders that pass by. By doing this small act, they
showed their appreciation to our delivery riders that are also considered frontliners as they keep
working in this time of community quarantine.

Despite the threat of the virus, ordinary citizens have been finding small and meaningful
ways to help their fellow citizens. All of them are told that “no man is an island”, they need each

other and during the coronavirus that statement just proved that no virus is strong enough to kill
our spirit of Bayanihan. The researchers hope that these good people continue helping others and
be the inspiration for many in making positive change.

Assumptions

This pandemic is like everyone is battling in a war without any weapons. No one can see
who is their enemy or opponent because coronavirus was spread all over the country and the
whole world. It is really a tough battle. Older people and who have a weak immune system are
far more likely to die. The virus most seriously affected older people with preexisting health
problems. And there are many Filipinos who have no choice but to face the consequences of the
virus head-on. On the brighter side, they're the ones that have their blessings overflowing
because of their booming careers, who willingly lend their hands to the poor ones. Several local
personalities have their own mediums to help their fellows amidst the crisis that they're facing.
Many of the Filipinos did not surprise because they already know that since day one, those
celebrities have that golden hearts that keep them shining until now.

Data Analysis

Angelica Locsin Colmenares, also known as Angel Locsin is a Filipina television, film
actress, commercial model, film producer, and fashion designer. Locsin is associated with

various NGOs. Angel Locsin got viral on Social media because she and her team raised about
P11 Million in donations from her recent "Unitent We Stand PH" drive that aimed to provide
temporary shelters for medical frontliners in different hospitals in Metro Manila. Not only in
Metro Manila but she goes to some province in Luzon to donate to the front liners. Angel
Locsin's team donates tents to hospitals in a continuing effort to help the frontliners against the
COVID-19 and their problem with overcrowding. Locsin’s team was able to reach out to 135
hospitals, setting up 246 tents (225 isolation tents and 21 sanitation tents with a misting
machine). The group was also able to raise P11.35 million in 19 days, as per Locsin’s Instagram
post.

Another Filipino who showed the spirit of bayanihan is the Filipino professional boxer
and politician currently serving as a senator of the Philippines since 2016, Sen. Emmanuel
Dapidran "Manny" Pacquiao. He was born in poverty so he keeps dreaming for himself and his
family. Now that he can help, Pacquiao did not think twice to help his countrymen especially the
frontliners who face the shortage of medical supply. He was viral on the news for donating five
buses to the Metropolitan Manila Development Authority (MMDA) to be used for transporting
health workers and frontliners fighting the spread of the COVID-19. Aside from the buses,
Pacquiao donated 600,000 face masks for the use of frontliners, and partnered with the
foundation of Alibaba founder Jack Ma for another donation of 50,000 COVID-19 test kits.

The third example is Mayor Emerson ‘’Emeng’’ Pascual of Gapan, Nueva Ecija who
donated 4.5 million pesos from his 45 months of salary as the Mayor of the city and he added 1.5
to the 4.5 million so that the total will be 6 million to help these households cope with the health
crisis. The city is short of funds 16 million. His donation will be added to the 34 Million funds of
the Gapan government, which needs 16 million pesos to give 50 kilos of rice to 34,000 houses in
the city. The other 10 million pesos are from Captain Boy Pascual and Bokal Joy Pascual. He
also bought the vegetables produce of their farmers to add some income in his people and
making sure that their products don’t go to waste and distribute as part of the relief goods.

Next is Anne Curtis Smith-Heussaff, a Filipino-Australian actress, model, television host,


VJ, and recording artist in the Philippines. Anne Curtis was currently in Australia with her
family but she still gave help to some of the hospitals in Metro Manila. She donated 50 gallons
of Alcohol and 3,000 pieces of gloves to each of these four hospitals, which was Dr. Jose

Rodriguez Memorial Hospital, Lung Center of the Philippines, San Lazaro Hospital, and
Research Institute of Tropical Medicine. It was a big help to the frontliners of the hospitals, there
is a shortage of medical supplies up until now because of the highest cases of Covid-19 in Metro
Manila. Anne Curtis and her Dream Machine team, the foundation that the actress put up, also
added some face masks for the second batch.

On the other hand, ABS-CBN's almost 100 stars will be starring in a digital concert
straight from their respective homes to raise funds for families whose incomes were affected by
the lockdown in the whole of Luzon. It is Pantawid ng Pag-Ibig: At-Home Together Concert.
Different artists have been performed for the fundraising activity, which was staged in
partnership with local government units in Metro Manila and private companies. The “at-home”
concert aims to “provide food and necessities to Filipinos who are unable to make a living.”
They used the funds to buy food and other necessities, primarily for local governments in Metro
Manila. According to Rappler, The Lopez Group, which owns ABS-CBN, donated P100 million
to the fund.

Justification/Predicted Outcomes/Recommendation

After analyzing the information gathered, the researchers concluded that the Filipino
bayanihan were visible in this time of world health crisis. No matter what challenges Filipinos
faced, the culture of helping one another and the culture of unity during the pressing times were
still and will always be present. The information gathered justified the key issue of whether the
known personalities within the country were showing this one of the Filipino traits.

With this, the researchers recommended that the Filipino personalities, in general, were
showing the spirit of bayanihan during the time of pandemic. No matter how big or small, they
showed that Filipinos were one in fighting and overcoming this COVID-19 and the challenges it
brought. However, this information was limited only to known personalities as the key issue only
pertained to this group of people. To further strengthen this justification and recommendation,
please read the other key issues of the case study.

Public Servants as the ECQ Violators

 Koko Pimentel as one of the Senators violated the law they made, altered, and repealed
which is the Republic Act. No. 11332, also known as the Mandatory Reporting of
Notifiable Diseases Act.

 OWWA Deputy Administrator Mocha Uson gathered 322 OFWs at Batangas amidst of
the strict ECQ rules that currently implementing today

 The regional police chief of Metro Manila celebrated his birthday as he is the Police Maj.
Gen. Debold Sinas surprised by his subordinates violating the quarantine rules together

Assumptions

Before those politicians seat on their respective positions, our country witnessed how
they oath in front of the Filipinos’ faces to protect and serve them at all costs. However, here
comes the days that will challenge everyone to test them on how extent they can sacrifice for the
safety of the majority. Some public servants surprise the taxpayers of their platforms that slowly
progressing and will be turned into a reality that can surely help most of their people amidst the
pandemic. But, they are also the ones who suddenly forget who they are now, by simply
violating the ECQ rules they made. Those foolish politicians did that because they think that they
have enough power and authority to just simply do anything that they want because they also
have enough money to not have their case be seriously tackled at the Supreme Court. Even they
are politicians or public servants they must be summoned fairly and have the due process like the
ordinary people. All of their folks are expecting them to be the model of Filipinos’ Bayanihan
nowadays and yet, they always keep choosing to stand upright at their positions while stabbing
all of their voters back by doing illegal acts. Funny thing is, it is not only the Filipinos they’re
deceiving by breaching their own rules, little did they know, it was also themselves and their
family who continuously asking why do they deserve such position.

Data Analysis

Senator Koko Pimentel reported went to the Makati Medical Center with his wife
Kathryna – who was due to deliver their child. But little did the doctors, nurses, and hospital
staffs know, Pimentel was tested for the COVID-19 virus because he had flu symptoms since
March 14 of this year. March 20, he was tested for coronavirus and should have been
quarantined until March 28. However, instead of staying at home safely, he went to the Makati

Medical Center with his wife to give birth to his child on March 25. On the same day, he got the
results of his test and it was positive. That reckless and irresponsible move of him makes the
Filipinos flared up by their annoyance because Pimentel can be one of the reasons why we got
almost 14,000 positive cases of the aforementioned virus today.

On April 25 at Lian, Batangas, OWWA Deputy Administrator Mocha Uson gathered the
said Overseas Filipino Workers (OFWs) repatriated from different countries. She justified that
the assembly is for distributing hygiene kits from OWWA as the OFWs were bound to do their
14-day quarantine. Still, as seen with the pictures publicly posted, it was very clear that there’s
no social distancing that happened that day and some other quarantine protocols were violated.

Birthday bashed Police Major General Sinas blew his cake happily together with his co-
workers on May 8. As per the article informed, “Mañanita,” is the term they called for
celebrating his 55th birthday at the National Capital Region Police Office (NCRPO)
headquarters in Taguig City. Mañanita is the traditional dawn birthday serenade for senior police
officials on their birthdays. That’s why for them, it is hard not to celebrate that event even there
are currently existing ECQ rules and laws because it’s their tradition. Some pictures were
uploaded in the media and the 50 policemen attendees were enjoying Sinas’ birthday foods just
like no virus was present in the air they were breathing in.

Of course, the researchers had the same reactions as the Filipinos who burned up with
hatred for Pimentel. Ironically, a lawmaker is one of the initial violators of the Mandatory
Reporting of Notifiable Diseases Act which they altered and repealed days ago before he
breached it. His deed made the hospital sanitized and disinfects the ward visited by Pimentel,
further affecting already limited hospital resources. The politicians always reminding their
fellowmen to stay at home safely and frequently wash their hands, yet, how the Filipinos will
respond to this pandemic if their advisors themselves can’t follow those simple rules they
implemented? The researchers just want to recommend that the politicians especially the senators
must perform their roles in the society well and correct enough to be a good model to the ones
who put them to their seats in the government.

As soon as Uson had the spot in one of the branches in our government, the Filipinos
immediately disagreed with the President’s decision. That’s the reason why the researchers also
did not surprise by what she did. They appreciate her concern to those OFWs as she is their
Deputy Commissioner who just wants their safety and health to be secured at all times. However,
despite how genuine her concern is, she already made the wrong move. She made an action to
help the repatriated ones but at the same time she risked their lives in just one gathering she
organized. They recommend that the next she made a move to prove herself that she truly
deserves to her spot, she must be extra careful to her decisions and action next time.

Filipinos felt disgusted with the “Mañanita” event that happened a few days ago because
their protectors who promised to serve and protect the country breached the simple ECQ rules in
front of their faces. The researchers had the same feeling about this because they suddenly
realized that they’re looking up at the wrong persons respectfully. They also justify that, for the
policemen can have the peace and order they want for the society amidst the pandemic today,
they must set a good example first before they capture the naughty ones. Therefore, Filipino
people will not get disappointed in having their protectors as the violators themselves.

Individual Violators of the Community Quarantine Measures Amidst the Pandemic

Assumptions

Many individuals have broken the community quarantine protocols the authority imposed
concerning the current COVID-19. The possible reasons as to why the people violate the laws
are lack of food and financial support from the local and national government, boredom, and that
people aren't fully aware of the danger or risk that the virus can cause and of the penalty imposed
to the person who will violate the protocols. Because of this, the researchers assumed that the
number of violators within the Philippines is huge and will continue to increase if not solved by
the authorities immediately.

Data Analysis

The Philippine government started to put Metro Manila under community quarantine on
March 15, 2020, after the first local COVID-19 positive case was recorded. This led to the
imposition of curfews in the cities. Then, on March 17, 2020, the entire Luzon (including its
associated islands) is placed under enhanced community quarantine that limits the movement of
people. It is due to the increase of COVID-19 cases within the country and to serve as a
countermeasure to prevent the spread of the virus. It restricted the movement of the people. Only
workers and establishments in critical sectors (hospitals, markets, food production and
preparation, banks, media) are allowed to operate. The imposed ECQ included checkpoints for
checking the motivation for travels, banning of public events and public transportation, closure
of commercial and retail businesses, closure of schools and universities, social distancing, and

other prohibitions. Violation of such measures is punishable under Republic Acts (RA Nos.
11332 and 11469), Executive Orders (EO No. 112), and local ordinances.

This unforeseen event pushed the people to adjust to the situation. But as many follow the
implemented rules, there are still people who violated the said quarantine measures. The
Philippine National Police (PNP) reported more than 125,000 violators of the enhanced
community quarantine. The ECQ violators were either arrested, fined, or warned. Furthermore,
the PNP arrested 713 individuals for hoarding and profiteering on essential items and medical
products. Over 9,000 violators were likewise apprehended for violating the suspension of public
transport services during the enhanced community quarantine. Meanwhile, the PNP-Highway
Patrol Group and the Metropolitan Manila Development Authority (MMDA) issued 98 citation
tickets to private motorists and vehicles who violated road traffic and quarantine protocols.
These numbers were reported for April and despite the penalties imposed, these numbers are
rising especially when the ECQ was lifted and changed to Modified ECQ and General
Community Quarantine (GCQ) this May for most of the cities and provinces within the country.

Out of these violators, there are reported known personalities and ordinary individuals
who became trending for being aggressive toward the law enforcement authorities. One of the
known personalities was Senator Aquilino Pimentel III who 'allegedly' violated the RA 11469 or
the Bayanihan to Heal as One-Act. Pimentel had undergone testing for COVID-19 and was
informed that he was positive for the disease while he was at the Makati Medical Center,
accompanying his pregnant wife who was then scheduled to give birth. Another personality was
the National Capital Region Police Office (NCRPO) Chief Maj. Gen. Debold Sinas. He
celebrated his 55th birthday on May 8 with at least 50 mostly NCRPO personnel before visiting
as many as 6,000 families around the metropolis to distribute food aid. It was said that the
celebration was a mañanita (early morning birthday serenade by the police) but pictures shown
showed that the said celebration didn't follow the social or physical distancing. Sen. Pimentel
was summoned to explain while NCRPO Chief Sinas and his men were charged with criminal
and administrative charges but weren't relieved from their posts.

Aside from these personalities, some individuals or groups became trending for violating
the community quarantine policy. One of these is the group of people, around 21 people, that

held a lightning rally to demand relief aid in Quezon City. The Quezon City Police District
(QCPD) dispersed the rallyists and arrested them. Another individual who became viral was a
fish vendor named Joseph Jimeda who was arrested at once for violating enhanced community
quarantine rules. His family thought that he was missing until after a week or two, they
discovered his arrest. His violation became viral as netizens compared his case with NCRPO
Chief Sinas and his men, Sen. Pimentel and Overseas Workers Welfare Administration
(OWWA) deputy administrator Mocha Uson who were also criticized for violating ECQ rules. A
foreigner who resided in an exclusive village in Makati City also became trending online after he
yelled and cursed a policeman who tried to take down and arrest him. A video of a woman who
has no mask also got viral after cursing the policemen.

These are just some of the hundreds of thousands of ECQ/MECQ/GCQ violators in the
Philippines. According to the news, the most common reason for such acts was the need to work
to provide food for their families. While the national and local governments are providing
financial aid and/or food packs to the less fortunate families, there are still families who didn't
receive help or some received but not enough for a long period. Because of these, many Filipinos
were forced or have no choice but to violate the policy for their families. Another common
reason was the violators have no quarantine passes with them or have no masks while going
outside.

Justification/Predicted Outcome or Recommendations

From the related article and information gathered by the researchers, it was confirmed the
assumption that many individual have broken the community quarantine policy that the
Philippine government imposed to contain the spread of COVID-19. Among the violators, there
are known personalities and government officials and executives. These violators were either
arrested, fined, or warned by the authorities. However, many criticized the unfair treatment and
enforcement of the laws. Furthermore, the second assumption was also confirmed. Based on the
gathered data, the main reason of such violations was the lack of enough financial and food
support from the government but there was no gathered information regarding the other reasons
stated in the assumptions part such as the boredom and lack of awareness to the risk of
disregarding the imposed ECQ rules.

With this, the researchers recommended to the users of this study that the guidelines and
policies regarding the community quarantine are implemented for the safety of the Filipinos and
other individuals living within the Philippines and therefore should be justly enforced by the
authorities and abide by the people. The researchers also suggested to the users or readers of this
study to further search for more related information that would fill in the limitations of the study.

The researchers gathered enough data to estimate the percentage of the Filipinos that still have
that bayanihan spirit versus the violators. As they presumed a total number of 50 people, the
researchers found an article which states the specific heroes for today’s crisis including some
institutions, celebrities and business tycoons. Nonetheless, they also have a data from the
Philippine National Police which totaled the number of violators of the ECQ rules. Henceforth,
they come up into a graph that compares and concludes if the researchers’ fellowmen still have
their bayanihan souls within them amidst of the pandemic. As the graph visually states, the
Golden Hearts prevail than the Violators. That’s why no matter how this pandemic challenge
their folks, at the end of the day, they still manage to help themselves and heal as one proud
Filipinos.

CONCLUSION

Despite being in crisis, Filipino’s does not forget the essence of Bayanihan. May you be
an ordinary people, a celebrity, a businessman, and even if you belong to other races. It started
when the Coronavirus or also known as COVID19 hit the Philippines in January of this year and
began the total lockdown on the 14th of March. COVID19 a newly discovered disease that is
contagious. It was first reported in Wuhan, China in December of 2019 and after 6 months these
viruses infect almost all of the countries in the world. Destructing the countries’ economies,
health, and people. Until this day vaccines are still not yet discovered so the only way to stop the
virus from spreading is prevention and precaution. While undergoing Enhanced Community
Quarantine (ECQ) government sends foods and financial assistance to those people who lost
their jobs and has no financial income but, it was not enough. Even though the Philippines is
facing one of the biggest health problems in the world there are still lots of Filipino who violate
the protocols that the government implemented. As of today, more than 125,000 ECQ violators
are arrested, fined and warned by the officials. These violators are not only composed of
ordinary people, some of them are high ranking official in the government. These are Senator
Aquilino “Koko’ Pimentel III, a positive COVID patient but still roams around the city and
St.Lukes Hospital, the National Capital Region Police Office (NCRPO) Chief Maj. Gen. Debold

Sinas who celebrated his birthday together with his 50 NCRPO personnel and OWWA deputy
administrator Mocha Uson, who gathered OFWs that came from different countries. The main
reasons for these violations are the lack of financial assistance and relief goods from the
government. Being in this time of catastrophe some people may only think about themselves or
their families, how will they survive this whole crisis? But that didn’t hinder our fellow
Filipino’s to lend their hand to those who are in need. So our fellow Filipino’s start to step up
and help those who are in need in their ways. Like these ordinary Filipinos who gave free
reusable masks to those who can’t afford to buy it, free rent for their tenants, relief goods, foods,
and medical supplies to our frontliners. Same goes with the Filipinos celebrities including Angel
Locsin, Anne Curtis Smith-Heussaf, ABS-CBN, Manny Pacquiao, and some government
officials- Mayor Emerson ‘’Emeng’’ Pascual. These only show that no matter how the dark is
slowly conquering this world, the Bayanihan spirit among the Filipinos will always remain intact
in their souls.
