Attached herewith is an Advisory from the DILG Office of the
Undersecretary for Operations dated September 11, 2020, relative to the
above-mentioned subject.
In view of the foregoing, kindly review all issuances and enjoin the
LCEs who have issued EOs that are not in accordance with the Omnibus
Guidelines to amend such and align the said policies with the national
directives of the IATF.

SUBJECT : _ REITERATION OF IATF GUIDELINES ON MOVEMENT OF
CARGOES THEIR DRIVERS AND HELPERS AND APOR
UNDER EXECUTIVE ORDER 112. 2020 ADOPTING THE
OMNIBUS GUIDELINES ON THE IMPLEMENTATION OF
COMMUNITY QUARANTINE IN THE PHILIPPINES

We have received reports that there are a number of local chief executives (LCEs) who
have issued executive orders (EOs) requiring helpers of cargoes and APORs to
undergo testing and quarantine when entering or passing thru their LGUs which are in
‘contravention with certain provisions of the Omnibus Guidelines on the Implementation
‘of Community Quarantine in the Philippines (wth amendments as of July 16 2020), as
adopted under EO No 112 s.2020, Adopting The Omnibus Guidelines on the
Implementation of Community Quarantine in the Philippines. We reiterate the related
provisions of the guidelines to wit;
SECTION 7, GUIDELINES FOR INTERZONAL AND INTRAZONAL
MOVEMENT!
1. The movement of all types of cargoes by land, air or sea within and
across areas placed under any form of community quarantine shall be
unhampered. Workers in the logistics sector, such as cargo, trucking
courier delivery and port operations shall likewise be allowed to transit
across areas placed under any form of community quarantine. All LGUs
are directed to strictly abide by the national policy. Provided, that only a
maximum of five (5) personnel may operate cargo aid delivery vehicles
by land, with or without load.
LGUs and local health units (LHUs) are hereby enjoined not to issue
orders contrary to or inconsistent with said directive, such as, but not
limited to, requiring asymptomatic drivers and crew of cargo or service
delivery vehicles to undergo mandatory fourteen (14) - day home
quarantine. Provided further, that strict social distancing measures
must be observed, which may include, if necessary, the putting up of
additional safe and humane seats or space in the vehicles. Provided
finally, that the PNP retains its authority to conduct inspection
procedures in checkpoints for the purpose of ensuring that on strict
home quarantine are observed

areas placed under any form of community quarantine shall be
Permitted: (1) health and emergency frontline services personnel. (2)
government officials and government frontine personnel, (3) duly-
authorized humanitarian assistance actors (HAs) (4) persons traveling
for medical or humanitarian reasons (5) persons going to the airport for
‘travel abroad (6) returning or repatrialed OFWs and other Overseas,
Filipinos (OF) returing to their places of residence (7) other persons
transported through the efforts of the national government upon
observance of the necessary quarantine protocols and with the
‘concurrence of the receiving LGUs and (8) anyone crossing zones for
work permitted in the zone of destination, and going back home.
‘Authorized shuttle services shall be allowed to travel within and across
areas placed under any form of community quarantine with priority
iven to persons rendering health and emergency frontine services.
Land, air or sea travel by uniformed personnel, government offcials and
‘employees for official business with the corresponding travel authority
and authorized HAAS especially those transporting medical supplies
and laboratory specimen related to COVID 19 and other relief
humanitarian assistance shall be alowed.
In this regard, we enjoin the LCEs who have issued EOs that are not in accordance with
the Omnibus Guidelines to amend such and align the said policies with the national
directives of the ATF.
Further, we request the DILG Regional Directors to review all issuances. by their
respective LCEs in relation to the movement of cargoes their drivers and helpers
inoluding APORs and to ensure that such issuances are aligned with the said Omnibus
Guidelines.
