Section-1 Introduction to Technical proposal

1.1 Background

Proposal is a plan or suggestion especially a formal or written one, put forward for consideration
by other.
Proposal is a request for support of sponsored or to get acknowledge by who is the owner of the
projects.
A proposal is not promise or commitment but if accepted by the other party, its proposer is
expected to follow through and negotiate for the creation of a binding contract. If submitted in
response to a request for proposal (RFP), it normally constitutes a bid.
In procurement of goods or services, the bid and proposal are often in official use of these two
terms “bid” suppose the limits two terms or scope of work is similar and usually the lowest bid is
awarded work.
Proposal mean the entity is fully aware the detail and scope of work may vary and the work is
awarded to the best plan. Quality and quantity are more of a consideration when proposal are
seriously as opposed to the lowest bid.

1.2 technical proposal structures

The entire Technical proposal should be no more than 12 pages.

Components of the Form of Technical Proposal.

 Cover Page
• Title of the Proposal.
• Duration of the Project in months
• Location of the Project (Sub Location, Location, Constituency and County).
• Amount Requested in ETHIOPIAN BIRR
• Level of Support (County, Grass root)
• Priority Area Covered by the proposal.

Executive Summary Page (Should not exceed one page). A good proposal should have an
executive summary, which gives a brief of the proposal indicating the problem, methods,
activities and expected outcomes.

Main Proposal

The main body of the proposal should contain the following:

INTRODUCTION AND BACKGROUND: This section should give detailed information on the
proposing organization and its activities, relevant previous and current activities. It should also
cover the management capacity, human resource capacity, organizational structure as well as the
collaborators and networks indicating the activities they supported.
PROBLEM STATEMENT AND JUSTIFICATION: This section should cover Current situation,
Problem statement and justification. The organization has to narrow down to the specific
problem faced by the local/target community and justify why this should be funded.

PROJECT DESIGN AND IMPLEMENTATION: This section should cover the methodology
and the approach to be applied and describe the geographical area, target population and /or
project beneficiaries, procedures and strategies of implementation. It should also have the goal,
objectives, activities, expected outputs and outcomes. The section should cover 2 -3 objectives of
the proposal. The objectives should be specific, Measurable, Attainable, Realistic and Time
bound.

Section-2 Company overview

2.1 General
As further described below, Technical Proposals shall address the technical elements of then
design and construction of the Project. The Proposer’s Technical Proposal shall be developed
using narratives, tables, charts, plots, drawings and sketches as appropriate. The purpose of the
Technical Proposal is to document the Proposer's understanding of the Project, demonstrate the
team’s capabilities to complete the Project, document the selection of appropriate design criteria,
and state an approach and schedule for completing all design and construction activities.

2.3 company scope of services

Our company has the following company scope of service when the project is in a process.
The Work shall include but is not limited to:

 Design Services – completion of construction plans.

 Permitting, Utility Relocation and Construction, and Right of Way Acquisition – all to
the Extent Denoted in the RFP (Volume II).
 Construction Services – construct and ensure workmanship of the designed facility.
 Toll Facilities - design and construction of support structures for toll technology
components (to be installed by others).
 Construction Engineering Inspection - provide qualified technical personnel, in
appropriate numbers and at the proper times, such that all contract administration
responsibilities are effectively carried out.

Section-3 Statement of qualification

Our company (UNITED Construction Company) is qualified by the government of the

countries. Our company is qualified all over the required measurements by the governments
which is our company is full fill of all necessary equipment’s, materials and also required
equipment’s that is required for the projects.

3.1 legal statuses

Our company is established since 2002 E.C with having grade 6 and it is with having initial
capital of 2,000,000(two million) for the construction way. When our company is established the
government of Ethiopia is giving the legal status of the contractors.
The government of Ethiopia is giving the license for the contractors with regards to Ethiopian
constitutions what it orders for the contractors.
3.1.1 Constitution or legal status of company
Our company is full of legal regarding of the constitution of Ethiopia because our company is
paying the correct tax yearly and also it is possible to see our legal license and our company is
registered for VAT.
Our company is responsible for paying the required tax for the government not only this
company is responsible for paying VAT Tax monthly.
It is also responsible for renewed of the license with the yearly with the required [payment for
the renewed of license.
United Construction Company has renewed license until present time, it is o ready attached in to
our bid response
Our company is responsible for any constitutional aspects or that is required by the constitution
of the Ethiopian governments.
3.2 power of Attorney of signatory of bid
1. The mode of execution of the Power of Attorney should be in accordance with the procedure,
if any, laid down by the applicable law and the charter documents of the executant(s) and when it
is so required the same should be under common seal affixed in accordance with the required
procedure.
2. Also, where required, the executants(s) should submit for verification the extract of the charter
documents and documents such as a resolution / power of attorney in favor of the Person
executing this Power of Attorney for the delegation of power hereunder on behalf of the Firm.
3. In case the Proposal is signed by an authorized Director of the Firm, a certified copy of the
appropriate resolution / document conveying such authority may be enclosed in lieu of the Power
of Attorney.
 To be executed by the single Applicant or the Lead Member in case of a Consortium.
 The mode of execution of Power of Attorney should be in accordance with the procedure,
if any, laid down by the applicable law and the charter documents of the executant(s) and
when it is so required the same should be under common seal affixed in accordance with
the required procedure.
 Also, wherever required, the executant(s) should submit for verification the extract of the
charter documents and documents such as a resolution / Power of attorney in favor of the
Person executing this Power of Attorney for the delegation of power hereunder on behalf
of the executant(s).
Section-4 General experience of the company
United Construction P.L.C is established in 2002EC with an initial capital of Birr 2 million as a
G6 Contractor -

Since its establishment, united has accomplished more than 5 building projects and 3 road
projects and also carry out water utility construction as well as construction of waste disposal
systems in different cities of the country. The total worth of those projects to date is more than
Birr 80,000,000 Million with vast experience in building projects.

Moreover, united is also the owner of about 10 heavy & light duty construction machinery and
plants with over 50 permanent and contract employees and about 150 daily laborers.

United has its own three story head office building in Addis Ababa and a modern workshop and
training center at the branch office in Mikelle.

Currently, united is executing 2 project worth of around Birr 15 million and has achieved an
annual turnover of more than Birr 1 million.

Sectio-5 Declaration of site visit & understanding the work

Our company is declared for the site visit to execute the work as a whole so that it is easily
understandable for executing of the works that’s why UNITED Construction Company is declare
for site visit at any time.
5.1 understanding of the project
Since our company is declared for the site visit for the execution of the work. UNITED
Construction Company has good attitudes towards of the project. That’s why our company
knows of all activities of the project which means it is easily understandable by our company to
execute the whole projects. So that we are responsible for any risk that comes from the project
because we declare that site and also we are understood the activities on the project.
5.2 mobilizing of the contractor & work methodology
Mobilization

Upon award of the Contract and authorization to proceed, mobilization activities will commence.

Mobilization will consist of the following:

1. Mobilization of necessary labor, materials, equipment, tools, and supervision to commence

work on the project.

2. Continued processing of the required submittals which includes administrative and procedural
requirements for submitting project work plans, product data, samples and any other submittals
required in the Project Specifications.

3. Performance of pre-construction activities, previously detailed, on a continual basis, to ensure

that as one phase of remediation is completed the next phase of remediation can commence.

4. The Contractor personnel, taking part in the active remediation activities, will receive the
required medical surveillance (initial entrance physicals) prior to any hazardous or intrusive site
work being performed. Also during the mobilization phase, the construction and set-up of the
primary support/staging area for the Project will take place. If approved by the Town of Hamden,
Mill Rock Park will be utilized as the primary support/staging area.
Besides our company is follow for our work methodology for execution of the whole project as
you give full responsibilities for the execution of the project and we are the responsible one for
following the whole work methodology until the activities going to be finished.
As we express our vision and mission of the company we are very responsible for any risk that
comes from the project.
