TENDER NOTICE REQUESTING FOR PROPOSALS

(THROUGH “e-Procurement” PORTAL ONLY)
On behalf of the Managing Director, KNNL, Bengaluru, the Executive Engineer,
KNNL, Shiggaon LI Division , Dharwad invites Request For Proposals(RFP) from the
aspiring eligible Consultants for the work of “EMPANELMENT OF CONSULTANCY
SERVICES FOR THIRD PARTY INSPECTION, TESTING AND QUALITY ASSURANCE OF
KNNL WORKS UNDER CHIEF ENGINEER , MALAPRABHA PROJECT ZONE , DHARWAD
COSTING MORE THAN RS. 2.00 CRORES” through e-procurement portal of Government
of Karnataka, on “ Least Cost Selection Method ” .
Approximate value of work :- All KNNL works under Malaprabha Project Zone ,
Dharwad costing more than 2 Crores such as Lift Irrigation works, Canal networks, Roads,
Cross Drainage works, Tank filling schemes, Bridge cum Barrages..etc. Number of works
which shall be assigned for consultancy services to a particular empanelled Third Party
Consultant is at the discretion of KNNL.
The scope of work is given in the Terms of References as below:-
1. The Consultants should be based in India and should have or open to offices in Karnataka with
fully equipped laboratory with all testing facilities and team of experts in the field of activity
required 24/7 and should provide the following facilities.
a. A office at the zonal level with technical staff as directed by the KNNL till the
stipulated period of contract or its completion.
b. Laboratory with fully equipped latest testing equipment’s at the zonal level with
required staff and mobile vans for conducting the various tests as required till the
stipulated period of contractor its completion.
2. The aspiring Consultants are required to submit and upload two separate sealed covers. The
First cover containing the Technical Bid requirements as mentioned under instructions to the
Bidders and the Second cover containing Financial Bid details. The second cover containing
the financial bid which will be opened only if the bidder qualifies in the Technical Bid
proposal. The bidders are advised to note that the minimum qualification criteria specified in
Clause 3.1.2 of the instructions to tenders to qualify for the Award of the consultancy work
will be considered.

3. INSTRUCTION TO TENDERERS

TECHNICAL BID Requirement

1) The Technical proposal shall be submitted in formats given in Section – V

2) The Financial proposal shall be submitted in formats given in Section – VI

3.1.1 Opening of the Technical proposals:

Technical proposals/Bids of all bid Consultants who have remitted the requisite EMD in
e-cash shall be opened on the prescribed date and time. The Technical proposals are evaluated
on the basis of the responsiveness to the Terms of Reference. Each responsive Proposal will
be given a technical score for each of the Technical requirement as in Section II.

3.1.2 Minimum Technical score:

A proposal scoring minimum technical score of 75 Marks out of 100 Marks will be considered
to be technically responsive. For below 75 marks scoring will be rejected and their Financial
Bids will not be opened.

3.1.3 Joint Venture:

i. The joint venture shall have been formed prior to the bidding. The JV agreement should
be made on Rs.200/- stamp paper in the prescribed format. The lead partner shall
purchase the blank bid document after forming the Joint Venture.
ii. The lead partner of JV shall be duly authorized with a legal binding power of attorney
to apply for tender forms, to sign the tender, to make further correspondences and deal
with KNNL on behalf of JV.
iii. Any one of the JV individuals/firms will not enter into JV agreement with other
individuals/firms.
iv. Once JV agreement is concluded , any one of the JV individual/firms will not submit
the bid as individual.
v. In case of JV all the partners are jointly and severely responsible for successful
performance of the contract.
vi. The maximum numbers of Joint Venture partners shall not exceed more than
two individuals/firms.
vii. In case of Joint Venture, the eligibility criteria will be considered on the basis of
combined resources. The individual firms, agencies, and joint ventures who meet the
above eligibility requirements are here referred to as “Bidder / Firm/ Company /Joint
Venture”.

3.2 Opening of Financial proposals:
Financial proposals of all the Technically responsive Bids determined as per Para 3.1.2 will be
opened for evaluation on Competent Authority Approval.

Evaluation of Financial Bids:

4.1.1. The Financial Bids of only those Consultants who have scored minimum marks of
75 Marks out of 100 Marks as per para 3.1.2 above will be opened. The L1 Consultant for
each type of quality tests indicated in the schedule-B1 & B2 will be Empanelled at the first
instance and the Empanelled Consultants will be called for negotiations(if necessary), before
finalizing the Empanelment with a common rate per unit. KNNL reserves the right to Empanel
as many Consultants at its sole discretion who agrees to the negotiated rate per sample or unit.

4.1.2. Similarly in respect of third party inspection of quantities/inspection and certification of

additional quantities and extra quantities, The third party consultant will be required to conduct
necessary tests as per directions of Competent Authority and will be paid as per approved rates.

4.1.3 The value of work shall be more or less as finalized by KNNL Authorities.

5. For Issue and submission of E-Tender documents :

All the Consultants/firms will have to furnish email ID which shall be considered as
primary means of communication. Any communication sent by email from authorized KNNL
officer for this purpose shall be considered as official valid communication made. Tenders and
other verifications needs to be uploaded on the KNNL/GOK website.
E-Tendering:

5.1 The Bidder can view and download Tender Document till last date and time of receipt of
tenders fixed, free of cost. Transaction fees as mentioned in e-procurement portal shall be paid
through any of the e-payment modes on or before the last date and well before time of receipt
of Tenders.

5.2 The consultants can request for e-Tendering document from 12-08-2020 @ 10.30 AM to
14-09-2020 up to 4.00 PM in the website http://eproc.Karnataka.Gov.in/e-portal/index seam
link e-Tender document on payment (non-refundable) of towards transaction fees. While
applying, the Consultants can pay the transaction fee on the e -procurement portal using
payment modes such as, Credit cards/direct debit/National Electronic Fund Transfer (NEFT)/
over the counter (OTC)/RTGS/e-money as acceptable.

5.3 e-Tendering documents can be accessed and completed e-tendering documents submitted
in www.eproc.karnataka.gov.in from 12-08-2020 @ 10.30 AM to 14-09-2020 up to
4.00 PM
5.4 Pre Bid Conference will be held at Office of the Chief Engineer, KNNL, Malaprabha
Project Zone , Dharwad on 24-08-2020 at 11.00 AM to 1.00 PM

5.5 Opening of Technical bid on 15-09-2020 at 4-30 PM at Office of the Executive Engineer ,
KNNL, Shiggaon LI Division, Dharwad
5.6 Opening of Financial bid on 19-09-2020 at 11-00 AM (or after obtaining approval to the
Technical Bid) at Office of the Executive Engineer, KNNL, Shiggaon LI Division , Dharwad.

5.7 The Consultants should pay 5.00 Lakhs as Earnest Money Deposit (EMD) on
e-procurement portal in any of payment modes such as a Credit Card/Direct debit/National
electronic fund transfer (NEFT), over the counter (OTC), RTGS/e-money as acceptable. The
EMD amount accepted in the form of electronic cash only (and not through Demand Draft or
Bank Guarantee) submitted by the contractor shall be maintained in the Nigam’s Account until
the contract is closed.
5.8 The entire EMD amount of a particular Tender is to be paid in a single transaction. For
more details on e-payment services refer to e-procurement portal.
5.9 The necessary certificate/documents in support of pre-qualification criteria fulfilled as
stipulated shall be scanned and attached to e-Tender documents.
5.10 Further information about electronic tendering can be had from

5.11 During the time of Technical Evaluation, if KNNL finds that any certification/information
furnished by Consultant is false, fraudulent, forged, such bidders will be disqualified and
barred to participate in the bidding process.
5.12 The necessary certificate/documents in support of Employees Provident Fund,
Registration Certificate to be enclosed/attached to the document.
5.13 If any Bidder fails to satisfy any conditions mentioned above, such bids of the Bidder
shall be rejected.
6. NOTES.
6.1 Conditions: Bidders will have to quote their rates for each tests to be conducted for works
as per relevant Standards. Bidders will be selected on the basis of the rate payable per test
based on which the KNNL will pay the consultants charges for the actual number of tests as
certified by the Engineer-in-charge of works for the concerned work. Once the Consultant is
empanelled, as and when the services of the Consultants are required, KNNL will issue an
Indent only to those Consultants Empanelled individually or to all the Empanelled Consultants

at KNNL’s discretion, depending on the nature of the services required. The Indent shall
outline the scope and extent of the third party inspection required and the services of the
specific expert required to inspect the work and the selected Consultant has to take up the
assignment immediately thereafter and submit his report within the specified time to the
concerned Chief Engineer , KNNL through Concerned Executive Engineer, KNNL.
6.2 The Consultants/authorized Signatory should attach his/her signature to the Schedule -B
before uploading the documents.
6.3 If any of the dates mentioned above happens to be a general holiday, the next working day
holds good.

6.5 Conditional Tenders are liable to be rejected. The officer Competent to Accept the Tender
shall have the right to reject any or all the Tenders without assigning any reason whatsoever.
6.6 Any Addendum/Corrigendum shall be published in the e-Procurement portal only.
