EXECUTIVE ORDER
OFFICE OF THE TOWN MANAGER
‘AN EXECUTIVE ORDER OF THE TOWN OF LONGBOAT KEY TOWN
MANAGER RESTATING AND EXTENDING CERTAIN CLOSURES,
SUSPENSIONS AND CANCELLATIONS WITHIN THE TOWN OF
LONGBOAT KEY DUE TO THE ONGOING THREAT FROM THE
COVID-19 VIRUS; PROVIDING AN EXPIRATION DATE.
WHEREAS, since March 1, 2020, the State of Florida, and the United States of America,
and Sarasota County have declared a "State of Emergency" due to the onset of the Coronavirus
(*COVID-19") pandemic; and
WHEREAS, since March 1, 2020, there have been multiple Executive Orders issued by
Florida Governor DeSantis to prevent, and respond to the spread of COVID-19 throughout the
State of Florida; and
WHEREAS, on March 23, 2020, the Town Commission of the Town of Longboat Key
(Town) adopted Resolution 2020-06, affiming the local State of Emergency within the Town
arising from the COVID-19 pandemic; and
WHEREAS, the Town Charter, Town Code of Ordinances, and Resolution 2020-06,
delegates to the Town Manager certain emergency administrative and operational authority to
safeguard the lives and progerty of the Town's residents and visitors during the COVID-19
pandemic; and
WHEREAS, the Town's population is composed of approximately 7,000 ful time residents
and 69% of those residents are individuals over the age of 65; and
WHEREAS, the Town's population demographic is considered one of the populations most,
‘susceptible to severe liness and death from the COVID-19 virus; and
WHEREAS, on Apri 4,2020, Governor DeSantis issued Executive Order 20-01, known as
‘a"Safer at Home" order that drected Floridians to limit their movements and personal interactions
outside oftheir homes and only engage in activities deemed “essential” in an effort to slow the
spread of COVID-19; and
WHEREAS, on April 9, 2020, Governor DeSantis Issued Executive Order 20-112 known
as Phase 1: Safe, Smart, Step-by-Step Plan for Florida's Recovery extending and modifying
restrictions regarding individuel activity and business services and continues to reinforce the need
to limit personal interactions outside the home; and
WHEREAS, on June 3, 2020, Governor DeSantis issued Executive Order 20-139, known
‘as Phase 2 Safe, Smart, Step-by-Step Plan for Florida's Recovery extending and modifying
restrictions regarding individual activity and business services and continues to reinforce
precautions for senior citizens and individuals with underlying medical conaitions; and
WHEREAS, the COVID-19 pandemic is @ condition that continues to pose a potential life
threatening situation for the citizens and visitors within the Town and precautionary measures
intended to limit its spread are expected to continue until at least October 6, 2020; and
WHEREAS, on August 31, 2020, at an Emergency Special Meeting called to discuss the
current status of the COVID-19 pandemic and recent CDC recommendations, the Town
Commission adopted Emergency Ordinance 2020-13 to require face coverings for every person
living, working, visiting, or dong business in the Town of Longboat Key in any indoor location,
‘ther than home or residence, through November 30, 2020, subject to the exceptions outlined in
Emergency Ordinance 2020-13; and

"Revised 922-2020WHEREAS, the purpose of this locally issued Executive Order by the Town Manager is to
affim and extend certain closures, suspensions, and cancellation orders issued by the Town
Manager due to the COVID-19 threat, and extend the duration of the previously issued order(s)
ntl October 6, 2020, unless otherwise repealed or extended by the Manager or Commission.
NOW, THEREFORE BEIT RESOLVED BY THE TOWN MANAGER FOR THE TOWN OF
LONGBOAT KEY, THAT:

All Public Beach Access parking locations are scheduled to re-open on October 1, 2020.
‘The Quick Point and Overlook Parking access will re-open on October 1, 2020.
Public restrooms at Bayfront Park and Joan Durante Park will e-open on October 1, 2020.
‘The Town's Tennis Center is open subject to hours of operation, use of courts, and
restrictions on the typeof play with doubles play available on designated courts.
The Town's Recreation Center at Bayfront Park and all classes scheduled within that
{aclty shall remain closed to the public until further notice.
The children’s playgrounds at Bayfront and Durante Park are open. The basketball,
pickleball,and tennis courts at Bayfront Park are open with restrictions limiting the number
of courts in play.
The issuance of Temporary Use Permits/Public Forum Permits for rentals on Town
property will be considered on a case by case basis.
‘Scheduling of certain building permit inspections in interior confined spaces shall be
‘suspended until further noticed. Altemative methods to provide assurance of Code
‘compliance shall be provided on a case by case basis
During the time perioc the declared State of Emergency by the Governor is in effect,
building permit expiraions are tolled. Within 90 days after the termination of the
‘emergency declaration, holders of building permits are eligible to request further expiration
‘extensions, up to a perod of an additional 6 months,
‘All Town Facilties (including Town Hall) shall remain closed to the public until further
notice. Town staff shallremain available and accessible to the public by phone, e-mail, and
appointment, as appropriate,
All in-person Town Comission Meetings and Advisory Board Mestings/public hearings
‘and Special Magistrate hearings held at Town Hall are temporarily suspended. Unti further
raotice, any upcoming Town Commission Meetings and Advisory Board Meetings/public
hearings in September will be scheduled and publicly noticed on an as needed basis, and
will be conducted ushg remotelvirtual meeting technology. Pending the Govemor's
‘extension of the virtual meeting/quorum Executive Order, the October Town Commission
‘and Advisory Board meetings will continue in a virtual format. Ifthe Order is not extended,
those meetings will be held in a hybrid format. The public is encouraged to view and
participate in all remotelvrtual workshops, meetings, and public hearings.
The above listed closures, cancellations and suspensions may be amended based upon
additional directives ard Fxecutive Orders from Florida's Governor, Sarasota County, the
Department of Health, andior the Center for Disease Control
This Order will be re-evaluated on or before October 6, 2020 and shall only apply during
the period of declared bal, State, and National emergency caused by COVID-19.
