CHAPTER 8 – AVIATION ACTIVITIES REQUIRING APPROVAL
8.1 Requirement
No institute, club or other organisation shall engage in flying, flying instruction or training, or
perform any other aviation activity without approval from the Authority, and in accordance with the
terms thereof.
8.2 Flying Activities
8.2.1 Flying activities requiring approval include the use of manned and unmanned aircraft and
balloons in:
(a) commercial and aerial work operations
(b) private operations
(c) flying training
(d) flying club activities
(e) recreational activities
8.2.2 Application. Any organisation involved in the above aviation activities should apply to the
Authority for approval in accordance with the application provisions of CAR or CAAP as appropriate.

8.3 Non‐flying Activities
8.3.1 Non‐flying activities requiring approval include;
(a) maintenance of aircraft
(b) leasing of aircraft
(c) sale of aircraft
8.3.2 Application any organisation involved in the maintenance of aircraft or components should
apply to the Authority in accordance with the provisions of CAR Part V. Any organisation involved in
the leasing or sale of aircraft should apply to the Authority for a Dealership Certificate.
8.4 Training Activities
8.4.1 Training activities requiring approval include training programmes involving;
(a) flight crew
(b) cabin crew
(c) flight dispatchers
(d) aircraft engineers
(e) air traffic controllers
(f) personnel involved in dangerous goods
(g) personnel involved in aviation security
8.4.2 Application, Any operator/organisation responsible for a training programme required under
the Civil Aviation Regulations, should apply to the Authority in accordance with the provisions of the
relevant CAR Part.
8.4.3 Training Certificate. The approval shall be issued to the accountable post holder of the
training organisation as a Training Organisation Certificate with accompanying Training
Specifications.
