Appendix III-B
Learning and Development Needs Assessment Plan

Background and Rationale

As always, the primary intended outcome of DepEd trainings in any level would be to provide relevant learning and
develop equal opportunities to all teachers in order to improve the quality of teacher education and development of
their needed teaching competencies. Hence, the region has instituted Regional Memorandum No. 11 s. 2015 which
encourages the field to peruse the guide, composed of several strategies on the five pedagogical approaches pointed
out in RA 10533 (EBEC), designed to assist all teachers in facilitating learner-centered instruction that would improve
performance in terms of teaching learning process particularly in the application of different strategies to develop
Higher Order Thinking Skills (HOTS).

Based from the consolidated COT, RPMS and Development Plan, it was found out that teachers encountered difficulty
in KRA 1.3 which is facilitating learning in the assigned subject area focusing on the different teaching approaches
(2C2I1R) in whole year round where 180 teachers or 79% of the Teachers I to III were rated satisfactory. With this
scenario, the Learning and Development Needs Assessment serves as an avenue to reflect on their practices from
their experiences that would improve their teaching learning process using different strategies.

LNA Objective/s:
● The main purpose of the learning and development needs assessment is to assess the performance of the
teachers in the delivery of the KRA particularly on KRA 1.3 which is facilitating learning in the assigned subject
area focusing on the different teaching approaches (2C2I1R) as basis for the development of a program that will
address the gap to achieve the standard, thus it prompted with the following objectives:
1. Assess the teachers’ performance in the delivery of Key Result Areas (KRA);
2. Plan activities to address the competency gap obtained from the assessment result;
3. Actuate the activities to intensify the program
