Background of the Study

Natural disaster is a major adverse event resulting from earth natural

hazards like flooding, scouring, storm surges, draughts, earthquakes, tsunamis,

volcanic eruption and landslides. This has been an unsolved problem around the

globe since most of the natural disaster are beyond human control and cannot

be predicted accurately when it occurs.

Riverbank erosion is a natural process, but often human activities can

have a significant impact on the rates of morphological change. (Quanternary

International, 2008). Processes of riverbank erosion involve fluvial entrainment,

mass failure and sub aerial erosion. The sub aerial erosion, which occurs

uniformly along the riverbank and recurs every year, contributes to progressive

deepening of a notch developed above the water level as both preparatory and

erosive processes. The overdeepening of the notch decreases bank stability,

followed by occasional mass failure. (Permafrost and Periglacial, 2006).

Riverbank erosion, associated sedimentation and land loss hazards are a

land management problem of global significance and many attempts to predict

the onset of riverbank instability have been made. Recently, Osman and Thorne

(1988) have presented a Culmann-type analysis of the stability of steep, cohesive

riverbanks; this has the potential to be a considerable improvement over


previous bank stability theories, which do not account for bank geometry

changes due to toe scour and lateral erosion.

Flooding is a single most destructive type of natural disaster that strikes

humans and their livelihood around the world (UNISDR, 2014). A more

disastrous type of flooding is called flash flood. The Nation Weather Service

(NWS) defines a flashflood event as a flood which occurs within six hours or less

of the causative event (Dobur, 2016).

In connection with this Scouring and Flooding during heavy rainfall or

typhoons is being experienced in Barangay Bagong Silang especially the people

residing near the River (Bagahupi River)

A proposed river protection of Bagahupi River. The project is located at

Barangay Bagong Silang, Babatngon, Leyte at approximately 11.3619, 124.9287

in the island of Leyte. Elevation of this coordinate is estimated at 13.7 meters or

44.9 feet about mean sea level. The scouring of the riverbank and devastating

flood during rainy season and typhoon is one of the greatest problem of the

residents in Brgy. Bagong Silang especially the farmers and the people residing

near the Bagahupi River. It is expected that after a heavy rainfall or a typhoon

properties and agricultures will be destroyed by the water from Baghupi River.
Huge quantity of water flow during heavy rain coming from the upper

catchments making its way towards the Bagahupi River in Barangay Bagong

Silang.

Continuous heavy rainfall brought by typhoons leads to a great amount of

water running through the Bagahupi River. The current flow of water is so strong

that it flows faster and causes erosion. When Typhoon Yolanda struck Region 8,

it brought an enormous amount of rain causing massive floods in most areas. In

Barangay Bagong Silang for instance, where the flood reaches to approximately

3 feet. Some of the houses near the river was in danger because the soil in the

banks of the river was scouring and in the further future it could reach to the

houses.

In addition, large number of people residing near the river which makes

the settlers susceptible to hazard brought by the water in the river and the risk

of flooding during and the properties due to scouring during rainy season and

Typhoon months.
Objective of the study

The objective of this project is to address the problem of flooding

especially the Scouring of the River in Barangay Bagong Silang, Babatngon,

Leyte and protect the lives and properties from the risk brought by the strong

current of water in the river during heavy rainfall and typhoons. Specifically, this

study aims:

1. To mitigate further scouring of soil located along the riverbank of

Barangay Bagong Silang.

2. To provide safety and protection to nearby residencies against flooding

during calamities.

3. To control the flow of water during heavy rainfall.

4. To maintain the river’s varied uses.


Highlights of the Study

Market Feasibility

The total population of Barangay Bagong Silang is 1112 (one thousand

one hundred two) The beneficiary of the project is almost all the residents in

Barangay Bagong Silang, specifically the houses near the River, School and the

rice field in the area. To proposed construction of river protection would be the

infrastructure that is suitable in the kind of field condition in Barangay Bagong

Silang, Babatngon, Leyte. The river protection would be a good significant to this

study not only to the residents but to the community as well. It protects the

properties of the people from soil erosion and to protect the lives or the

residence from the water during rainy season and typhoons.

Technical Feasibility

The construction of the concrete embankment involved in the development

plan will cover a period of time starting with the site investigation, once the

project is approved extensive investigation will be conducted for further

evaluation. During the construction phase, an engineer is employed for the

design of the works, supplying specifications, drawings, and legal documents.


Maintenance is carried out by the constructor as part of the agreement. This

whole project consists of project engineer, materials engineer, construction

foreman, laborer and surveyor.

Financial Feasibility

The proposed project will be funded by the government from the

Department of Public Works and Highways (DPWH) Leyte First District.

Management Feasibility

Project monitoring and evaluation during the entire duration of the project

implementation shall be the responsibility of the DPWH through the engineering

office. Likewise, the whole project operation will be monitored by the same office

with the cooperation of DPWH with its working force under the general services

and Engineering Department as to utilize properly its workforce in the

municipality and to ensure exact and proper implementation of every minute’s

detail calculated in the project estimates and specification where the proponents

will take change as the project consultant. The Project Manager will be manned

by the Municipal Planning and Development Coordinator (MPDC) its Project

Manager will be the Municipal Engineer accompanied with the Municipal Engineer

Assistant as the Material Engineer in the Region. The main function of the project

will be to oversee the overall conduct of the different phases of the project; take
charge of all project financial needs and make progress report of the different

phases of the work to the Local Chief Executive in the Municipality of Babatngon.

The Project Engineer shall be responsible in the monitoring of the structural and

the physical durability of the project, adheres to the project specification and

standards, and responsible in the flow of construction method and its place

behind schedule. The Material Engineer shall be responsible in the monitoring of

the flow of materials and supplies as well as to ensure the quality of materials

and of work. He is even required to test materials to be used to ensure

durability. Other skilled and component workers within the Municipality shall also

be hired through the conduct of screening processes such as foreman,

timekeeper, skilled heavy drivers/operators, mason, laborer and other required

laborer force.

Socio-Economic Aspect.

Socio-Economic study refers to the socio-economic condition within the

community that will affect the project. In return, this will also appraise the

proposed projects inference to the community. Specifically, this proposed project

affects directly to the beneficiary and proprietor of Barangay Bagong Silang.

Contingent beneficiaries may incorporate surrounding communities, performance

of official functions of the proposed project will be benefited to the contiguous

barangays.
Environmental Aspect.

Environmental impacts have the capacity to be effectuated during the

construction and operation of the proposed project. The result of the actual

construction of the said proposed project must address all direct impact on the

community. Some of these are excessive use of water resources or water

pollution (caused by leakages, insufficient treatment of sewage etc.), potential

impacts on water quality, and noise impacts due to construction and operation

activities. This will not be avoided during operation of construction, but if this

proposed project flood control program will be established, an efficient and long-

term flood mitigated the measure and design of flood control structures.
