On the basis of the list of HV/MV circuit - breakers, every CO, once a month, draws up the list of circuit breakers
that have not undergone any movement within the threshold period, the value of which is established in the
following paragraphs.
The CO performs the movement, carried out by remote control, in conditions of re-energizing the line upright,
in the shortest possible time and in full autonomy. If the operating needs do not allow it (non-power supply line,
unavailability due to breakdown or work in progress along the unavailable routes or OdMs, manual counter-
maneuvering operation), the CO must reprogram and plan the movement involving the competent operating
structures, such as the assigned unit network maneuvers and the maintenance unit.
The Operating Centers that perform the manouvers immediately notify the opening / closing tests with a
negative result to the technicians of the maintenance unit, who perform the necessary intervention in relation
to the anomaly. The anomaly detected must be recorded on the maintenance application of the MARE HV
plants or equivalent, as level 1 criticalities. If the CO does not have the application, it is allowed to use a list,
which allows to record and have at least of the following minimum information:

Must carried out by remote control system an opening/closing test of all MV circuit-breakers which in the last
period, at least three months, not be moved to ensure that the period of absence of movement is still less than
six months. It is established that all countries will normally have to ensure a maximum period of non-movement
of the MV circuit-breakers chosen within the limits indicated above and on the basis of maintenance frequency,
age and their strategic importance in network management.
For auxiliary service switches, a movement must be performed on each efficiency check of the energy station
or on-site maintenance personnel.
Must carried out by remote control system an opening/closing test of all HV circuit-breakers which in the last
period, at least five months, not be moved to ensure that the period of absence of movement is still less than
one year. It is established that all countries will normally have to ensure a maximum period of non-movement
of the HV circuit-breakers chosen within the limits indicated above and on the basis of maintenance frequency,
age and their strategic importance in network management.
Every month the list of circuit - breakers that have not been moved during the defined deadlines must be
extracted. The list of circuit - breakers must be extracted by the CO and must be obtained by considering the
data of all the circuit - breakers in operation and the list of the maneuvers performed.

On the basis of this list the CO programs and plans the maneuvers ensuring that the movement is performed
within the maximum time set for 6 months for the MV circuit-breakers and 12 months for the HV circuit-
breakers.
If the CO is equipped with the STUx / STM system, a possible procedure for extracting the required list is
described in Annex B.
Based on the results of the planning and the tests carried out, the CO will complete the extracted monthly list
(as an example shown as Annex C) integrating it with the following information:

Switches of AT / MT Transformer and MV connectors in systems with at least two transformers but
which are not able to supply all the load: evaluate the measure of the counter-supply, eventually lighten
the load with MT counter-power from other primary plants. During working hours, the presence of
operating personnel in the primary plant is necessary.
AT / MT Transformer circuit-breakers in systems with a single transformer and in any case fully re-
energizing only with recourse from neighboring CPs through the MV network: during working hours,
in agreement with the units involved in network maneuvers and maintenance. The presence of
operating personnel in the primary plant is necessary.
MT and AT lines that can not be re-moved: as a rule, their movement is scheduled by making the
announcement and the presence of the maintenance unit personnel is required and, if necessary, the
availability of a spare switch.
MT or AT users on the antenna: given the difficulty in having the upright availability within a month, it
is necessary to take advantage of the availability on request by the same customer, or for other
reasons such as line maintenance, or interference, ensuring a check of the amount to service the
customer at least once every two years.
In cases where the presence of maintenance personnel is required in the primary system, it is advisable to
carry out the remote control operations of all the MV circuit-breakers.
Based on the results of the movements carried out, the CO will calculate the following indicators for the
previous month:

2. LINMT_non_rial: number of circuit breakers that can not be re- energized, therefore, can not be moved from
the CO (unless an interruption has been programmed with the customers).
It is then appropriate, for each type of circuit breaker, to evaluate the following indices:
Index of immobility Ko, represents the ratio between the number of circuit breakers not manouvered in the
month and the total number of the consistency:

Index of application of the movement, K1, which represents the ratio between the number of circuit breakers
manouvered and the number of circuit breakers of re-energized lines:

It should be noted that there may be circuit-breakers that it’s possible to re-energize in standard configuration
of the grid, but which can not be manouvered for various reasons such as temporary changes in the structure,
work in progress, maintenance on circuit-breakers.
Movement anomaly index, Kx, ratio between the number of movements with anomaly and the number of
movements performed by the CO.

12. ANNEXS
The STUx / STM System allows the automatic generation of alarms that indicate the exceeding of the time
thresholds beyond which the circuit breaker must be moved. The non-handling limit values can only be
configured for the HV and MV type at the general PS level and it is not possible to differentiate them by type
of circuit-breaker. Once the configured limit is exceeded, the alarms are highlighted:
Normally, the 1st threshold represents an alert for the operator and therefore must be activated to program its
movement and the 2nd threshold represents the maximum non-movement limit. At the end of every midnight,
STUx / STM generates a list of the circuit breakers on the maneuver list that have exceeded the thresholds on
the same day and it’s necessary to be moved.
The alarm persists in STM, visible in the alarms list and status changes, until there is a subsequent movement
(automatic, remote control or manual). If in the following days there is a movement of a circuit breaker, STM
resets the alarm with the acronym "RETURN THRESHOLD DD NOT MANOUVERED " and reset to zero the
count of days for the next alarm.
The list updated in real time of the switches to be moved can be displayed on STUx / STM using the "Alarm
list and status changes" function.

When the ALARMS list is activated, a screen appears where you have to highlight with the yellow flags the HV
and MV network ALARMS option and evaluate the fields with the start and end month observation dates and
times. Then click on the file button. This command creates a file in a directory.
