The work is in progress. An administrative approval to use Fly ash bricks in place of common
burnt caly bricks was taken previously and work started accordingly (Copy enclosed at Page –
22 to 25) due to its problem in easy availability.

The analysis of brick works with Fly Ash bricks has been done based on market rates of fly ash
bricks using minimum labour wages as circulated by HQ vide no. ECL/CMD/C-D/IL/16/374 dt-
16.04.16 (copy enclosed- Page – 33, 34). The analyzed rates of fly ash brick work are higher
than that for mud bricks (Comparison of rates enclosed at Page- 39 ). The quotations collected
from market and analysis is enclosed (Page – 27 to 38).

However, the agency CMAT Pvt. Ltd. confirmed to do the work of fly ash bricks at the rate for
CD-7.5 bricks (clay bricks) as quoted by them in the tender vide their letter no. CMATPL/JNR-
School/16-17/1788 dt-05.09.16 (enclosed at page- 26 ).

As per MCEW clause no – 5.08.1 (iii) :-

Quote ”Payment for such deviated/Extra items of works may be made in the running account
bills of the contractor provisionally with the approval of GM, HOD© of the company for works
awarded with the approval of HQ & staff officer © of the area for works awarded from area,
which have been agreed in principle by the Manager©/Dy. Manager©/in-charge of the work but
not approved by the competent authority as per rates given below. The provisional rate to be
paid should not exceed provisions incorporated at clause no. 6.07 and the following:

a) 75% of the rate recommended to the competent authority by the Engineer-in-Charge, if

the rate is directly available in the SOR of the company/ derived from rates available
from the BOQ of awarded work.
 b) 50% of the rate recommended to the competent authority by the Engineer-in-Charge,
if it is analyzed item rate based on prevalent market rates.“ - Unquote.

Put up to G. M. (Civil), ECL HQ for enabling payment as per above clause in R/A bills pending
approval of DE. The total gross payment shall be within the work order value.

Put up for kind perusal & approval of the deviation estimate for the above subject work.
