TERMS OF REFERENCE

FOR THE CONSULTING SERVICES FOR THE

"Preparation of Master Plan of


River Training Works of Khairana, Khutiya and Godawari River”

1. Rationale:
Nepal’s mountainous region that constitutes 70% of the total area of the country comprises
a geologically active zone where instability due to tectonic activity and steep slope erosion
is predominant throughout the country. Approximately 80% of rainfall occurs during the
monsoon period from June to September and during this period river systems become
more hostile in cutting river banks and inundating nearby agricultural lands and
settlements and thereby damaging numerous lives and properties each year. In addition to
these natural processes, infrastructural development activities and increasing population
have triggered further destabilization of the land surface. This continuous man-made
destabilization stems from activities such as deforestation, road building and
encroachment towards the flood plain.

Primary victims from these water induced hazards are always the marginalised poor of the
country living densely along the flood plains of the river bank in the Terai region and
along the steep slopes of the rugged fragile terrain within the mountain area. More than
70% of the people in the country live in absolute poverty and out of this, more than 60%
of the people are living in a vulnerable situation fighting continuously with these water
induced disasters.

The "Water Resources Strategy of Nepal" and “National Water Plan” have spelled out this
Department as a lead agency in water induced disasters prevention and mitigation sector.
However, as one of the vital project of this Department, the DMSP is in the verge of
completion and as the Department of Water Induced Disaster Management is in its infant
stage, it now seeks to keep up projects in the pipeline and has already made some
groundwork exercises for seeking national and international donor assistances to take up
new future projects in this sector.

After implementation of the federal system of Governance in Nepal; the local bodies and
authorities have right to control the disaster at local level including water sector disaster.
For the preservation of the land and the property and peoples the river should be controlled
and flow in such a way that there is no any damages and problems created by the river.

2. River and Basin Condition of River
Godawari Municipality has three river of class III which originates from the chure region
and carries the flash flood during monsoon season have always creates the problem during
monsoon season. The river are Khairana (14 km), Khutiya(18 km) and Godawari River
(8km) lies within the area of the Godawari Municipality. The river also have minor
tributaries and carries the flow from them. Since, the municipality has recently established
so, it has not any other detailed information regarding the river length these are only
approximate length. The consultant should also determined the length of river within the
Godawari Municipality and requirements of river training structures.

2. Objectives:
The broad objective of the activity is to prepare concise bankable project proposal that is
acceptable to national and international donors and also from which the proposed activities
could be started right away through the available GON’s resources. The specific objectives
are:

 To analyze, elaborate and incorporate all the necessary parameters/context for


preparing the detail project proposals based on the available concept papers (if
any);

 To incorporate the Technical, Social and Financial aspects as the basic three
paradigm for preparing the project proposal of the given theme.

 To assess the social, physical and environmental damages and implication of


master plan on the environment.

 To assess river training works and reclamation area, and update the efforts made
to mitigate floods.

3. Scope of works:
The scope of works under the above specified objectives include but are not limited
to the following:
INVESTIGATION AND STUDY

1. Investigation of river facilities: Existing river facilities such as dikes, bank


protection works, drainage sluices, weirs/ barrages and diversion capacity, intake
gates and discharge, bridges and other flood mitigation and existing as well as
identified water use facilities/ projects with location, function etc.
2. Collection of Meteo-Hydrological data and analysis: Precipitation, temperature,
humidity, evaporation, Rainfall analysis: Probable daily rainfall, 24 hr- rainfall,

Runoff analysis: Peak discharge and daily discharge, relationship between
discharge and basin area, appropriate probable design discharges, runoff
calculation by roughness coefficient method and empirical formulae.
3. Run HEC-RAS software for simulating the flow derived for different return
periods by inputting the X-sectional and L-sectional survey data obtained from the
field survey so as to determine the embankment height and other parameters and
interpret the result in GIS based module.
4. Investigation of river bed materials: Sampling of river bed materials at site, grain
size analysis, specific gravity test etc.
5. Topographic mapping and river survey: Preparation of river plan in 1:10000 scale
with contour interval of 1.0 m covering river inundated areas, X-Section at 200 m
intervals in 1:2000 horizontal, 1:100 vertical scale, L- Section in 1:50 in vertical
and 1:500 horizontal scale, flood mark surveying along the river and establishment
of benchmark on both banks at an interval of 3 km.
6. Flood flow and debris flow investigation and : Collect information on flood flow
condition by adopting RRA and PRA methodology, delineate places and extent of
flooding, sediment cover and bank erosion, changes in the river regime over time
due to natural process and also due to human intervention and encroachment,
changes in river course, prepare flood and sediment hazard map.
7. Environmental study as per the requirement of environmental protection act and
regulation.
8. General condition of water shed: Forest, reserve, land-use, erosion, landslide etc.
9. Socioeconomic study: Affected household, population, ethnic groups, indigenous
people, land holding pattern, cropping pattern and yield, source of income,
economic status, education, health, communication and other infrastructure in the
flood affected or likely to be affected area etc.
10. Identify the areas that would be reclaimed after the implementation of the proposed
works and suggest in what ways such reclaimed land area could be utilized.

FLOOD MITIGATION MASTER PLAN

11. Measures of water shed management for erosion and sediment control with
specified location.
12. Smooth transport of flood water and sediment: construction of dike with specified
location, design and type of dyke, diversion channel with design of section and
revetment works along river bank with location, spurs/studs with type and design,
preventive bank protection works like grass and forest belt, bio-engineering
technology and other suitable structure as well as suitable technology according to
local condition.
13. Community development component: Procedural plan for community mobilization
during construction maintenance and flood fighting, awareness raising, and
capacity building of the communities.

PROJECT COST AND ECONOMICS


14. Quantity and cost estimate of project, slicing of works, sequence of works, action
plan, etc.
15. Economic evaluation of project: The potential benefit and effects expected from
the project are:
 Reduction of damage due to flood and debris and sediment

 Protection of river bank from erosion
 Land enhancement
 Land reclamation
 Flood free embankment
 Income generation
 Stabilization of residents livelihood
 Community development

FIXATION OF RIVER BOUNDARY LINE FOR REFERENCE PURPOSE

18. As a reference datum for the river course stabilization, the river boundary line
(RBL) should be first determined. This reference datum will act as the best
possible boundary of the river flow and will also help in designating human
settlement and agricultural land that may be vulnerable to erosion and disaster and
therefore suitable for the flood mitigation activities, identifying the lands and
objects to be protected. The RBL should be fixed at both river banks and should
satisfy the following requirements.
 Protection of properties
 Enough channel capacity
 Free from erosion

19. The river boundary line should be determined in consultation with local
communities as well as VDC, and if it is different from cadastral map, detailed
reason and description should be given in the Report.

 Investigate the site, prepare a history, prepare an index map of the problem area,
and identify the problems, analyze and recommend the preventing measures. If
necessary field measurements are to be undertaken mainly at reconnaissance
level.

 Assess socioeconomic settings of the project area and document historical


damages from the secondary sources.

 Prepare technical proposal for disaster mitigation in the project area with
reasonable accuracy.

 Prepare tentative cost estimates of the technical proposal and carry out the
financial/economic analysis wherever possible.

 Incorporate other necessary contexts/thoughts as felt necessary by the


consultants.

4. Duration of the work:
The work shall be completed within the period of 7 months from the date of signing of the
contract and within this time frame the consultant will submit Inception, Draft and Final
Reports. The work schedule shall be as follows:
a) Submission of Inception Report — 0.5 Months
b) Submission of Field Report /Draft Report — 1.5 Months
c) Submission of the Final Report —2.5 Months

5. Location of the Study Area:


Name of the Work: Preparation of Master Plan of River Training Works of Khairana,
Khutiya and Godawari River.
Location: Kailali District, Godawari Municipality

6. Personnel Requirements:
The following personnel will be required for the satisfactory completion of the work:
a) Team Leader: Master with five years of working experience in relevant field
b) River/Hydraulic Engineer/Hydrologist: Master with at least three years of
working experience in relevant field
c) RS/ GIS Expert: Master with at least three years of working experience in
relevant field.
d) Surveyor: Bachelor with at least three years of working experience in relevant
field.
e) Socio-economist: Bachelor with at least three years of working experience in
relevant field.
f) Other support staffs

7. Expected Deliverables:
After completion of the work, the consultant shall submit the Final Report in the electronic
copy (CD) along with the hard copies of the reports as follows:
i) Inception Report: Review of literatures and relevant information relevant of the
river training works. Review of policy, act and guidelines. Secondary
information collection and consultant planning to work and methodology how
field work should be carried out.
ii) Draft Final Report (1copy) – Should include all field data and findings, Existing
river condition , L-Section, X-Section (at 200 m interval), River Plan Layout,
Grain size distribution of river bed materials, demography and socio-economic
condition of affected VDC, Existing river training works and their effectiveness,
Hydrological information Watershed condition etc. The report shall comprise of

all the results and findings of work presented as per the TOC prepared during the
Inception Phase.
iii) Final Report (5 copies) – The report shall incorporate all the necessary comments
and suggestions made by the office of Godawari Municipality and shall be in the
form of final acceptable Project Proposal.
8. The payments shall be made in three instalments as follows:
i) After submission and acceptance of the Inception Report ………….. 40 %
ii) After submission and acceptance of the Field/Draft Final Report…….40 %
iii) After submission and acceptance of the Final Report …………....20 %

9. Property Right:
The processed data and information, original sets of drawing, reports in the form of hard
copy and soft copy will be the property of Office of Godawari Municipality and must be
submitted to the employer together with the submission of Final Report. The data and
information should not be used elsewhere without the prior written consent of Office of
Godawari Municipality.

10. Acceptance of the Proposal:


The Client reserves the right to accept or reject the Final Project Proposal submitted by the
consultant.
