It is becoming an issue that every individual should consider having a certain amount of

money to be allocated to assist those who are in need. It seems to be reasonable and important
that as a human being, people must have sense of altruism to maintain our society life, and
this essay would like to explain why.

First and foremost, the most underlying factor of this is that poverty becomes a major
problem faced by almost countries all around the world, and thus government as the legal
authority which has a full sovereignity of their people should ensure every citizens accessing
fairly all the rigths, such as food, education and freedom of participation in all national
agendas. By this way, it is possible for decreasing effectively the national poverty line rates.
Another signifiant reason is the social problem either national or international becomes a
general issue should be tackled not only by government itself but also all individuals, each
person are given the responsibility to have a contribution both financially, by allocating
amount of money to be spent on humanitarian issue, and physically, for instance, giving their
times by involving non-governmental organisation which concern on socials as a volunteer.
As a consequence, this leads people to be socially sensitive, thereby, the burden of
government would be decreased. Finally, the allocation amount of personal budget then
collected by the organisations or local authority before distributed to charity programs. This
program appear to have a large impact to diminish all social issues properly.

It is inevitably that many people would argue and reject this program due to it could be
prohibitive for those who still strugle for fulfilling their basic needs, such us living cost, food
and education. Despite this, the benefits of this program are by far outwheight the drawbacks.

In conclusion, the responsibility to solve social problems becomes a general issue needs the
combination response by all actors not only government but also individuals. This not to say
that it is a must, but this appears to be urgently needed to be implemented to solve the
problems.
The provided line graph illustrates the number of visitation to and from the UK between 1979
and 1999. At fisrt glance, it can be highlighted that the most significant visits was dominated
by the British people who went to abroad in each 5 years period, while there was only a little
proportion of foreigners arriving the UK over the time observed.

In the first year of 1979, both visits to and from the UK had initially similar level, to around
13 and 10 million respectively. While the former experienced a sligthly increase over the next
five years to reach 20 and then rose dramatically to hit a little over 50 which noticed as the
largest visit over the end of the survey. The share of latter was least than the previous one,
which rose steadily by around 5 in the following 7 years and increased gradually to only
finish at about under 30 in 1999.

The second chart shows top five contries among the visitors of british in the last year of the
previous survey. France was the most popular among the five remainings which was
responsible for a significant number of visits with over 10 million, and spain was the second
highest to reach a little under 10. However both Greece an USA hold a considerable number
