Development  should  be  a  group  effort,  involving

• The  Project  Manager.

• The  stakeholders.

             Workshops  are  recommended  to  obtain  input.

Who  approves  it?

• The  Steering  Group.

You  should  have  circulated  to  the  project  team  


and  other  key  stakeholders  for  review  /  feedback  
 prior  to  final  submission  for  Steering  Group  approval.

What  happens  to  it,  once  approved?

• It’s  used  as  a  working  document,  maintained  by  the  Project  


Manager  throughout  the  remainder  of  the  project.

• It  is  the  first  document  referenced  when  any  changes  to  the  
project  are  requested  (e.g.  scope,  schedule,  cost),  and  is  
updated  as  required.

• It  defines  the  project’s  baseline  at  any  point  in  1me.

• It’s  used  to  determine  whether  the  delivered  project  has  


met  its  objec1ves.
