First Contact Meeting Initiation

At initiation of a FCM contact shall be made with the appropriate PTE/V Project Assurance
Manager. This to discuss the appropriate facilitation (/attendance) of the FCM. Facilitation shall
be done by an approved facilitator who can be from PT or the Region.

Facilitators
Depending the project opportunity (headline size, complexity, status of project, setting, etc.)
facilitation is split between a FCM Facilitator and a TQPD expert.
For smaller more straightforward projects FCM can be done by FCM facilitator alone, but this will
strongly depend on the experience of the FCM Facilitator. Virtual facilitation (preferably video
conferencing) is an option especially for the second facilitator.
Facilitators have to be approved by the PTE/V Project Assurance Managers. In principle the
approval is based on ‘see one, do one, lead one’. Formal training (2-4 hours) is also available.
Attachment 1 provides is a list of approved facilitators.

Approval
According PS02 the OAP has to be approved by the DE.
PS02 states: “The proposal on Assurance level, Project Classification and Execution model by has
to be endorsed by OE VP Technical, the P&T VP Projects and the P&T VP Assurance.”
PS02 states: “For Major Projects formal approval of the accountable EVP is required in case the
Assurance Level deviates from the Assurance Level recommended by the Project Assurance
Manager.”
Attachment 2 provides a template email to be send to the OE VP Technical, the P&T VP Projects
and the P&T VP Assurance requesting endorsement. The replies have to be filed by the project.
Attachment 3 provides a template email for EVP approval if required. Note that this approval is
only required in case of disagreement.
Filing OAP
The OAP shall be filed by the project including the approval(s).

Self/Focussed/Premium Assurance.
