FINAL MATHEMATICAL CUP "Pita Go Ra"

REGULATIONS

1. GENERAL

1.1. Name of the event: mathematical competition with international character - Final
Mathematical Cup "Pita Go Ra" or short FMC.
1.2. This document governs the general regulations of FMC.
1.3. Every year, this document is followed with an annex which regulates details of the
competition that are related to the current year.
1.4. The competition is held once a year in September (beginning of October), in duration of 5
days. Organizer and host of the competition in the first 4 (four) years is the Association
Armaganka, and the host country - Republic of North Macedonia. After the first four years, the
FMC Board may also approve another country to host the competition.
1.5. The main goal of this event is to be the final manifestation of a one-year cycle of
competitions as The Iranian Geometry Olympiad, The European Mathematical Cup, The Asia-
Pacific Olympiad, The Mediterranean Mathematical Olympiad and other regional Olympiads of
that type in the world.
1.6. The aims of the FMC are:
- to promote mathematics generally;
- to discover, encourage and challenge mathematically gifted young people in all countries;
- to foster friendly international relationships among mathematicians of all countries;
- to create an opportunity for the exchange of mathematical experiences of the people throughout
the world.
1.7. The FMC's Board consists of a President and one representative of the Association
Armaganka and one representative from regional Olympiads such as: The Iranian Geometry
Olympiad, The European Mathematical Cup, The Asia-Pacific Olympiad, The Mediterranean
Mathematical Olympiad and other Olympiads of that type. The Board meets at least once in the
period when the competition is held, and, if necessary, it can be repeated as many times as there
is a need for it. The Board makes its decisions by a simple majority of votes. In the case of the
same number of votes, the President decides. The Board must approve all decisions needed to
implement and promote the competition. The annual rules that are an integral part of the annex to
this Regulations, and are updated every year, must be approved by the Board.
1.8. Official language of FMC is the English language.

2. PARTICIPATION

2.1. The participation in FMC can be in two categories in which competitors can apply: Junior
and Senior. In both categories, participants can apply both team and individual.
2.2. For a competitor to participate in the FMC, the basic requirement is to prove that he has
participated in one of the following events: The Iranian Geometry Olympiad, The European
Mathematical Cup, The Asia-Pacific Olympiad, The Mediterranean Mathematical Olympiad or
in all other Olympiads of this kind, for which this competition is a final manifestation. Each
participant proves his previous participations by submitting a certificate of participation or by
indicating a web site showing that this condition is met. In addition, we encourage participants in
any other international competition such as: any international Olympiad that has already been
held in its period, and is of the type of the basic above-mentioned Olympiads, then from the
Balkan Mathematical Olympiad, the Junior Balkan Mathematical Olympiad, the International
Mathematical Olympiad, Iberian Mathematical Olympiad and others, to apply for and participate
in FMC under the same conditions.
2.3. To participate in the FMC, for the Junior category, the student can not be older than 15.5
years on the day of the competition, and for the Senior category, contestants must have been born
less than twenty years before the day of the competition. In the Senior category, contestants must
have been normally enrolled in fulltime primary or secondary education, that is, he/she can not
be a student who has passed at least one day at any Faculty, College or University in the first or
preparatory year, that is, it must not have a status of a student who has attended university
lectures.
2.4 When registering, if it is as a team, each team must have a Team Leader, and may also have a Deputy
Leader and/or Observer(s). If the application is individual, every juvenile competitor must have an
accompanying person who, if he wants, he can, but not obligatory, can be in the role of a Leader.
The observer may be in category A, B or C, depending on whether it accompanies the Leader,
the Deputy Leader or the competitors, respectively.
2.5. The application is made by the person in charge, the Leader or the accompanying person or
the competitor himself if he is more than 18 years old in a manner that is published on the
competition website and approved by the FMC Board.
2.6. The leader or the accompanying person or the competitor himself, if he is over 18, is
responsible for the correct behavior of all competitors from his team, that is, the individual,
during the official period of the competition.
2.7. If the team or the individual has an official Leader, he participates in the Competitions Jury
and has all the rights and obligations that follow this function, referring to contact with the
organizer, responsibility for the team, fulfilling the obligations in terms of payment, problem
selection and coordination for its competitors. If the application is individual and the participant
does not have a Leader, then the role of the Leader can be taken by the accompanying person if
the competitor is underage. If the accompanying person is not a Leader, then for the problem
selection part, this participant does not have a representative in the Jury, and for the coordination
part, he can do it by himself or with his accompanying person. All other obligations are with the
accompanying person, that is, the competitor if he is an adult.
2.8. The organizer of the competition in the current year is obliged to make contact, organize and
provide all the participants with the necessary information and an official program before the
beginning of the competition.

3. ACCOMODATION AND EXPENCES

3.1. The official period for holding the competition for the current year is contained in the annex
of the current year, which is an accompanying document to this and has been previously
approved by the FMC Board.
3.2. Each participant: a team or an individual, pays the cost of travel and accommodation during the
official period of the competition.
3.3. The participation fee for each participant, irrespective of its status, is a fee of EUR 333 per
person, of which EUR 33 are for the FMC Board and the rest is for the local organizer (300 EUR
are transferred to the local organizers account and EUR 33 are transferred to the account of the
FMC Board). With these funds (EUR 300), the organizer should provide 5 full board in double
and/or triple rooms. If the participant has a desire for a single room, one extra fee of EUR 100 is
paid per person, or as much as it costs in the host country. Within the fee, there are also working
materials, and the details regarding this issue are an integral part of the annex to this document
for the current year.
3.4. The registration fee does not cover:
- travel costs to the hosts place. The organizer can offer transport assistance from the
airport to the hosting place with an additional fee. The conditions regarding this are published in
the annual annex to this document.
- travel insurance,
- additional costs arising from arriving ahead of time or leaving later than the official
period of the competition,
- personal costs of individuals,
- costs arising from possible injuries or use of health services for any reason,
- intentional or unintended material damages.
3.5. Each participant of this manifestation is responsible for his/her correct behavior, as well as
for everything that would result from unwanted accidents or endangering the health of the
individual. 

4. PROBLEM PROPOSAL AND SELECTION OF THE SHORT LISTED PROBLEMS

4.1. In the first four years of holding this Olympiad, the Boards from The Iranian Geometry
Olympiad, The European Mathematical Cup, The Asia-Pacific Olympiad and The Mediterranean
Mathematical Olympiad may submit up to 4 problems (by category) with a solution to the
organizer of the competition.
4.2. Any other country that comes with a team with a Leader, can propose problems.
4.3. The deadline for submission of the problems is: 10 days before the competition in the
current year. The date of the deadline will be announced in the annual regulations.
4.4. From the arrived problems, a Short list is created that the local organizer has to multiply in
paper form in at least as many copies as there are leaders who are part of the jury for the
selection of the problems for the competition.
4.5. Problems should be original and unpublished before or not used at other events.
4.6. Problems should be from the following 4 areas: Algebra, Number Theory, Combinatorics
and Geometry. They should be in two combinations of different problems, one for junior and one
for senior category, adapted for both categories of competitors.
4.7. Problems with complete solutions should be written in English and in an appropriate
document format that will be posted on the competition website, should be submitted
electronically to the organizer through a secure connection provided by the organizer.
4.8. The originality of the problems is checked by the Selection problem committee, which
participates in the work of the Jury and the Coordinators, without the right to vote. This
committee is obliged to prepare a marking scheme for the solutions, which is then approved by
the Jury of the competition.
4.9.  The problems for the corresponding category and the corresponding year are selected by a
simple majority of votes from the Jury. If during the voting there is an equal number of votes for
and against, the vote of the Jury Chair will decide. The combination for each category should
have 4 problems, preferably (but not necessarily) one of each of the specified areas in 4.4.
4.10. The selected problems must be publicly announced, in paper form, before the jury. Each
member of the jury is obliged to look at the proposed version of problems from other countries.
Each leader is obliged to notify the jury if he has seen any of the problems from a shortlist or a
problem very similar to them, seen somewhere, in a competition, in printed publications or
published on a website, and then to prove it. In this case, the organizer should provide one-time,
short-term and supervised Internet access to these members of the Jury. If such a claim is proven,
the corresponding problem is removed from the subsequent selection.
4.11. Each Leader has the right to translate the problems in his own language, otherwise the competitor
receives only an English version of the problems. The Jury must approve combinations and their
translations by voting.
4.12. Any contact of the Leader and any other member of his team is prohibited until the end of
the competition. The organizer is obligated to provide appropriate conditions for isolation for
continuous work of the Jury until the end of the competition.
4.13. Problems from the short list that were not problems on this competition are not publicly
announced.

5. CONTEST REGULATIONS

5.1. The competition is in one day and lasts 4.5 hours. Each contestant receives work sheets and
folders, as well as a formulation of the problems in English and/or in his/her mother tongue.
5.2. Each problem has a maximum of 10 points.
5.3. The competitor must work independently and can write the solutions in his native language
or in English.
5.4. For the competitors, it is only allowed for them to use writing and drawing accessories, i.e. a
pencil, a pen, a rubber, a sharpener, a ruler, a triangle and a compass. Apart from them,
everything else is not allowed, especially any calculators and electronic computers and devices,
including telephones.
5.5. During the first half-hour only of the examination period, each student contestant may
submit, on special notepaper provided, written questions for considerations by the Jury. Each
paper with such questions shall be given, first to the Chairman of the Jury, and then to the team
leader of the country from which the student comes. The leader will translate the question into
English and will propose an answer. If the Jury approves the answer, the leader will write the
answer on the paper with the student contestant question. This paper shall be given to the
Chairman of the Jury for verification before it is returned to the student contestant who submitted
the question.
5.6. After the competition, the coordination of the problems is carried out the next day. The
coordination determines the number of points received for each problem separately for each
competitor.
5.7. Any problem related to the solutions of the problems and which will not be resolved at the
coordination itself, must go to the Jury. The Jury determines the number of points for the
proposed problem. The decision of the Jury is made by a simple majority and it is final. If during
the voting there is an equal number of votes for and against, the vote of the Jury Chair will
decide.
5.8. After the finish of the coordination, the Jury approves the final ranking of the participants
and the awards by public voting. The decision of the jury is FINAL, with a majority of votes. In
the case of a tie, the Jury Chair decides.
5.9. The total number of prizes must not exceed 2/3 of the total number of participants, and the
ratio of gold, silver and bronze medals is 1: 2: 3.
5.10. If a contestant has solved a whole problem in the competition, and has not won a medal,
then he receives an Honorable Mention.
5.11. Each participant receives a certificate of participation.
5.12. The jury may award a special award to a competitor for a solution that is outstanding.
5.13. The awards and the prizes are awarded solemnly at the Closing ceremony of the
competition.
5.14. The contest can, but does not have obligation to declare the best participant by category in
the current year.
5.15. Participants in the application give the consent of the organizer to use their photos or
recordings.

6. FINAL PROVISIONS

6.1. Any rule of this document may be changed, deleted, edited or added as a proposal of the
Jury or the FMC Board, and must be approved by the FMC Board.
6.2. The FMC Board may disqualify a participant if any of these rules has been violated.
6.3. The FMC Board and the local organizer shall not bear any liability or consequences due to
improper behavior of the participant in the competition and/or material or other damage.
6.4. Supporting documents of this document are: Annual Annex, Application, Problem Template,
and Consent form, which allows the organizer to use personal data, photographs and video
footage from the Olympiad participants that are published on the Olympiads website, the content
of which refers only of the Olympiad during her official period.
6.5. Some of the documents will be issued to the participants on their request. They do not refer
to the Olympiad.
