115th Congress
2nd Session
HB or SB #_____1022_______
A BILL
SECTION 1. TITLE.
This Act may be cited as The Pollution Act
_________________________________________________________.
(1) Large manufacturing companies with huge plastic productions play a massive role and contribution
to endangering ocean and land animals.
(2) This is not only affecting the creature's environment but the creatures themselves. How so?
(3) This plastic is bioaccumulation up the food chain ultimately threatening human health.
(4) Only a small percentage of the plastic that is discarded is actually recycled or burned. What
percentage?
(5) If humanity as a whole continues on this same path, the intended amount of plastic trash in the
landfills will be about 12,000 metric tons by the year 2050. But how much of this is from the US?
(6) Collectively humanity has become a consumption engine of easy to use single purpose plastic
items. We have allowed corporations to grow large and have power by continuing to consume their
products.
(7) The damaging effects of animal consumption of plastic, habitats deteriorating due to piles of trash,
ocean life suffocating under the barrage amount of debris escaping into the unseen ocean waters,
ultimately diseases and health of humans consume sea life exposed to plastic, chemical leakage
from soil, and air pollution is devastating and can be long lasting. What diseases?
(8) It is crucial to take action in our lifetime to find alternatives to the current production of plastic and
the fallout that has already occurred.
(9) Marine debris is threatening our marine animals and is affecting human health. How?
(10) Pollutants play a role in the maturing of asthma, cancer, endocrine disruption, and the
global impact of diseases.
(11) Persistent Organic Pollutants (POP) journey long depths and essentially end up in the
ocean and polar ice caps. They absorb onto other plastic marine debris and microplastics
and start biocumulating up the food chain hurting and threatening marine and human
growth.
(12) Every year recycling efforts only reabsorb less than one percent of the billions of plastic
bags that are discarded on our planet.
2. After the large manufactures receive the money they will be granted four
months to complete the transition to reusable matter
3. This change will become nationwide and reduce the amount of plastic
pollution in the ocean
4. Converting to this change, the taxpayers will have an impact for this
movement and the manufacturers as well. This will have the community
participate in something that will benefit society
5. The large manufactures with receive the 23 million and whatever is left
will be for the company to decide
(4)By getting rid of plastic bags, stores can lower prices, helping shoppers save $18 to
$30 annually WHOAH!
(6)Saves money since reusable items work out cheaper in the long run
(7)Reduces the amount of waste that needs to be recycled or, in developing countries,
sent to landfills and incinerators
(8) Scince the 50s, 8.3 billion tons of plastic has been produced worldwide, of that 8.3
billion tons, 9% has been recycled
(9) Over 2 million tons of plastic waste has been accumulating in our oceans and our
beaches this year so far
(10) Plastic kills over 1.1 million seabirds and animals each and every year
This section should be more about WHO it impacts (all residents and visitors of the
USA). It will also impact all manufacturers. It will also impact the companies that produce
the plastic packaging.
SECTION 5. ADMINISTRATION (Government agencies and department to execute the law once its
passed)
United States Environmental Protection Agency How will each of these agencies be
governing?
To fund this movement will need 70 billion dollars. Where is that money coming from? Where did
you get that number?
