Hardin Ng Rosas, is a housing development which is known as walk-up-type
apartment exclusively for University of the Philippines’ employees who meets the requirements to lease a housing unit on campus. However, too much privacy of the housing resulted to isolation of the users from other social activities aside from dwelling. Aside from this, different research tools were also used to determine the other issues of the area which affects the community. The results showed that the area outside the housing units was very quiet and dull. There were no users participating in any kind of activities that might show vibrancy outside the area. No tricycles and pedicabs are allowed to get inside, and there are very limited number of vehicles passing through the road, and most were just parked. Unused and broken cars parked on the side of the road, which looks like it has been left there for a while. Although there are cars parked on the side of the road, the wide vacant lots full of plants and rice field discourage anyone passing by from staying, especially when it is raining, or the sun’s heat is too hot for comfort. In addition to this, the design and orientation of the housing does not allow an unfamiliar person to immediately grasp a mind map of the area on first look. There were no visible signages or maps indicating the location of the area, considering that it is in the middle of a wide rice fields, it can create a sense of fear of getting lost for visitors and people passing by the vicinity. The guard house is located in about a hundred meters from the housing buildings, people who are lost and needs to ask the security guards would have to walk the said distance. To address these issues, 5C’s of community planning or a strategic factor in building community were considered.
