PREAMBLE

We, the CRIMINOLOGY STUDENTS OF University of Saint Anthony imploring


the aid of almighty God and guided by our common interest and commitment to serve the
criminology students and the school to which we represent in order to promote cooperation,
leadership and professionalism, do ordain and promulgate this constitution and by-laws.

ARTICLE I

NAME AND ADDRESS

SECTION 1. This Organization shall be known as USANT Criminology Safety and Tactical
Organization (UCSTO) University of Saint Anthony, College of Criminology, Iriga City

ARTICLE II

DECLARATION OF PRINCIPLES

SECTION 1. The organization shall uphold the principles, ideals and objectives of criminology
education as a major factor for intellectual development.

SECTION 2. The organization shall emphasize the role of the criminology students towards the
attainment of quality education and training.

SECTION 3. The organization shall promote and protect the welfare of criminology students,
quality education and training through coordinated programs and project.

SECTION 4. The organization shall foster cashier, better understanding and fellowship among
its members and establish an effective coordination and communication in the pursuant and
attainment of its goals and objectives.

ARTICLE III

NATURE AND SCOPE OF THE ORGANIZATION

SECTION 1. This organization shall be non-political, non-sectarian and non-partisan.

SECTION 2. Its activities shall be devoted towards the promotion of the welfare of the students,
academe, its members and the general public as a whole.

SECTION 3. This organization shall be exclusively composed of all Teacher Education students
currently enrolled at the University of Saint Anthony.
ARTICLE IV

MEMBERSHIP

SECTION 1. Membership of the organization shall be:

a. Compulsory to all students of the said department currently enrolled at the University
of Saint Anthony.

SECTION 2. Duties and Obligations of Members

a. Participate in the activities of the organization.


b. Promote the aims and purpose of the organization as provided in Article II of these
by-laws.
c. Obey these by-laws, rules and regulations, policies and decisions promulgated by the
Board of Directors
d. Pay the fees and other dues prescribed by the organization as per approved by the
University President.
e. Work hand-in-hand with the Professional Mentors Guild in improving the enrolment
trend of the College of Criminology.

SECTION 3. Rights and Privileges of Member

a. Attend and participate in the deliberations during meetings;


b. Vote in all matters brought before such meetings;
c. Seek any elective position subject to the provisions of these By-laws;
d. Inspect and examine internal records such as the books of account, minute book and
other records of the organization during office hours with permission from the
UCSTO-Department Officer and the officer in charge; and
e. Exercise other rights and privileges of a member.

ARTICLE VI

OFFICERS AND FUNCTIONS

SECTION 1. President- The Battalion Commander shall be the Chief Executive Officer of the
organization and shall have administration and direction of the day-to-day affairs. He/She shall
exercise the following functions:
a. To preside overall meeting of the organization;
b. To initiate and develop objectives, policies, formulate long-range plans and programs,
training for the approval of the UCSTO-Department Officers, Dean, College of
Criminology, Dean of Students’ Affairs and the University President.
c. To have the general provision and management of the business affairs and property of
the organization;
d. To ensure that the administrative and operational policies of the organization are
carried out under his/her supervision and control;
e. To foresee the preparation of the budget and the statement of account of the
organization subject to the approval of the UCSTO-Department Officers;
f. To represent the organization in functions and proceedings;
g. To sign all funds and such other papers or documents of the organization which the
UCSTO-Department Officers may authorize him/her to sign;
h. To execute in behalf of the organization all agreements affecting the interest of the
organization which requires the approval of the UCSTO-Department Officers; and
i. To make progress report to the UCSTO-Department Officers every semester.

The President however, may assign the exercise or performance to any other officers
subject to his supervision and control.

SECTION 2 Vice President – In the absence and disability of the Battalion Commander, the
Vice President if qualified shall perform the functions of the President. They shall perform such
other duties, as may from time to time assigned to them by the UCSTO-Department Officers or
by the President.

SECTION 3. Secretary- He/She shall be the custodian of, shall maintain book and records,
recorder of the organization’s formal action and transactions. He/She shall have the following
specific power and duties:

a. To record and see the proper recording of the minutes, transactions of all meetings of
the general assembly and UCSTO-Department Officers and to maintain minutes
books of such meeting in the form and manner required by the organization or law, if
any;
b. To keep the organization’s seal and affix it to all papers and documents requiring a
seal and to attest by his/her signature all organization’s documents requiring the
same;
c. To attend to the giving and serving of the notices required by this organization and
this by-laws;
d. To certify to such acts, countersign and make report or statements as may be required
by the UCSTO-Department Officers, General Assembly or by the University’s rules
and regulations;
e. To turn-over to his/her successor all books and other properties in his/her possession
belonging to the organization;
f. To attend to the proper documentation of the projects and activities of the
organization;
g. To perform such other duties as are incident to his/her position as may be assigned to
him/her by the UCSTO-Department Officers or the President.

The Secretary may assign the exercise or the performance of any or all of the foregoing
duties, powers and functions to any other person/s subject always to his/her supervision and
control.

SECTION 4 Treasurer- The treasurer shall be its custodian of its funds and properties. The
Battalion S2 shall have the following duties:
a. To have custody of and be responsible for, all funds and properties of the
organization, under his/her control;
b. To keep full and accurate account of receipts and disbursement in the books of the
organization;
c. To deposit in the name and to the credit of the organization in such bank as may be
designated from time to time by the UCSTO-Department Officers, all the monies,
funds and similar valuable effects to which may come under his/her control;
d. To make prompt payment and disbursement of all expenses authorized by the
UCSTO – Department officers;
e. To render a semester statement showing the financial condition of the organization to
the UCSTO Department officers and as the President may require from time to time;
f. To keep the updated list of members and funds of the organization;
g. To turn-over to his/her successor all books and accountable documents and properties
in his/her possession belonging to the organization; and
h. To exercise such other powers and perform such other duties and functions as may be
assigned to his/her by the President or the UCSTO- Department officers. The
treasurer has also the power to delegate but always to his/her supervision and control.

SECTION 5. Auditor – shall audit the treasurer from time to time and check the existence of all
properties of the organization every semester.

SECTION 6. Business Managers- The company commander is responsible for everything the
company does or fails to do. The BM is help accountable for the training, efficiency, discipline,
administration and welfare of the company.

SECTION 7. PIO- The executive officer is second in command of the company. The EX-O
performs such duties as are assigned by the C.O and serve as the coordinator of all company staff
activities. He/She will assume command of the company in the absence of C.O.

SECTION 8. Disciplinary Officers- is responsible for everything the platoon does or fails to do.
He/She is accountable for the training efficiency, discipline, administration and welfare of the
platoon

SECTION 9. Representatives/Governors – It shall be the duty of the representatives to do the


following:
a. Represent their respective year level in the UCSTO-Department meetings;
b. Responsible for the dissemination of information or agenda presented in the UCSTO-
Department meetings in their respective year level;
c. Supervise activities of the year levels they belong; and
d. Perform other duties assigned by the President and other UCSTO -Department
Officers

SECTION 10. Accountabilities – All documents, files, monies, properties and the like under the
responsibilities of all accountable officers shall be turned over to the succeeding officers as soon
as the latter shall have been installed and qualified.

ARTICLE VII

MEETING

SECTION 1. General Assembly Meeting – The general assembly meeting of the organization
shall be twice in every school year. The first meeting shall be done within the first month after
the enrollment period during the first semester and the other one shall be held within the first
month after the enrollment on the second semester.

SECTION 2. Regular Meeting – The regular meeting of the organization shall be held at any
available room in the University agreed upon by the body EVERY MONDAY.

SECTION 3. Special Meeting – The special meeting of the organization for any purpose or
purposes, may at any time be called by the following: (a) President of the organization; (b) three
fourth (3/4) of the UCSTO-Department Officers; (c) three-fourth (3/4) of the total membership;
or at its own instance, at the written request of the members representing the majority shall be
called as for the need arises.

SECTION 4. Place of Meeting – All meeting whether regular or special shall be held at any
available room in the University agreed upon by the body.
SECTION 5. Notice of Meeting – Notice of the general assembly meeting may be sent by the
Secretary and the Public Information Officer by posting announcement on the bulletin board of
the College of Criminal Justice Education, SGO Hall.

SECTION 6. Quorum – Unless otherwise provided by the law, general, regular or special
meeting, a simple majority, shall constitute a quorum. If no quorum is constituted, the president
and/or a motion to adjourn the meeting are in order until the requisite is met/or following the
parliamentary procedures regarding quorum or adjournment.

SECTION 7. Conduct of Meeting – All meeting shall be presided by the President or in his
absence by any of the Vice- Presidents, or if none is available, an Acting Presiding Officer to be
chosen from among the remaining members by the UCSTO – Tactical Officers or in case of
General Assembly, from among the members present in the meeting. The Secretary shall act as
secretary in every meeting. The President may adjourn the meeting from time to time without
notice other than announce it in the meeting.

SECTION 8. Year Level Meeting – Meeting of officers will be on an on-call basis. The
President and the Year Level adviser will determine this. All transactions thereof in this level
shall be reported to the department level.

ARTICLE VIII

ELECTION

Election of the members of the Organizational Officers shall be done within a month after
the enrolment period. All Criminology students are qualified to vote and to be voted provided
upon that those who will be nominated in the TACTICAL OFFICERS shall be third year or
fourth year students.

SECTION 1. Qualifications and Disqualifications UCSTO Officers – All members who have
time and willingness to serve are qualified to vote and be voted upon as UCSTO Officers except
those who are under any of the following circumstances, which disqualify them to be voted
upon, to wit:

a. Having conflicting interest with the activities, affairs and business of the organization.
b.
SECTION 2. Manner of Voting – All elected officers and Criminology Education students are
qualified to vote and participate. No member shall be entitled to vote for more than one, except
for the positions of Business Managers and Inter-Disciplinary Officers that inquire student to
vote twice. Election shall be conducted through nominal voting. (The faculty members of the
department will facilitate the election.)

SECTION 3. Election Committee – Faculty members of the College of Criminal Justice


Education will be the Election Committee and will facilitate the election.

ARTICLE IX

FINANCES

SECTION 1. Semester Fee – A semester fee of One Hundred Pesos (P100.00) shall be paid to
the organization by all members. The Department Treasurer will do the collection at the Dean’s
Office. Mode of Payment: Twenty-Five Pesos (P25.00) shall be paid every examination date.

SECTION 2. All funds are subjected to the general rules and regulations of accounting and
auditing procedures.
SECTION 3. Fund Signatories – The organization authorities, UCSTO – Department President
& the Dean, College of Criminal Justice Education are the official signatories of funds.
Likewise, funds or financial assistance allocated/appropriated to Education Department shall be
under the joint account of the Dean, College of Criminal Justice Education & the UCTSO
officers , they shall be accountable to the organization.

SECTION 4. Integritas – The College of Criminal Justice Education aims to produce quality
students who would be teachers. Student publication is one of the vintage that will make the
students step in the shifting tide of progress. With this, the UCSTO as the official department
organization will sponsor the funding and expenses of the student organ of the department. An
annual issue of Integritas will be provided to each member. The source of funding and expenses
will be taken from the membership fee and annual dues.

SECTION 5. Alay Sa Kapwa Funds – The organization will contribute 10% of the net income
intended for the Alay Sa Kapwa Fund of the University of Saint Anthony and shall be turned
over to the Office of the University President within each semester.

ARTICLE X

CORPORATE SEAL

SECTION 1. Form – The corporate of the organization shall be in such form and design as may
be determined by the UCSTO -Department Officers.

SECTION 2. All official documents of the organization should always bear the seal; and

SECTION 3. Any transaction document requested from its office other that by the officer
bearing the seal of the organization should have a fee to be determined by the UCSTO
Department Officers

ARTICLE X

ANTI-HAZING

SECTON 1. This organization is prohibiting all acts that may be classified to hazing, but
those members that incurred act of violation will be subjected to sanction that will be
determined by the Board of chairman or by the Dean of Criminology Department.

ARTICLE XI

POLICY ON ATTENDANCE

SECTION 1. All members and UCSTO OFFICERS are obliged to loyally attend all the
meetings being scheduled or whenever meetings are called.
SECTION 2. Members who have incurred absences will be given an appropriate
disciplinary action which will be determined by the Board of Chairman or by the Dean of
Criminology Department alone.
ARTICLE XIII

AMENDMENT

SECTION 1. The UCSTO – Department Officers in regular or special meetings shall convene
the Organization Advisers to study any proposed amendments or revisions.

SECTION 2. The UCSTO -Department Officers shall invite all Year Level Officers to constitute
as representative assembly for pre-ratification, revision and/or amendments

SECTION 3. These by-laws may be amended by affirmative vote of two-thirds (2/3) of the
members present at the general assembly called for the purpose.

ARTICLE XII

EFFECTIVITY

SECTION 1. This Constitution and By-Laws shall take effect upon ratification thereof.

ARTICLE XIII

RATIFICATION AND ADOPTION

By unanimous vote we, the members of the general assembly of the University of Saint
Anthony, College of Criminal Justice Education, Iriga City have hereby ratified the foregoing
Constitution and By-Laws in SGO 110 USANT, Iriga City, Philippines and adopted by the
undersigned members on the UCSTO and majority of the members of the organization in a
General Assembly Meeting held last July 7, 2014 called for the purpose.
