Interim Procedure for Conduct of Election of Officers of the

PCG Officers’ Club (PCGOC)


This interim procedure provides for the rules and guidelines in the conduct of
electronic/online voting for the election of Officers of the PCG Officers’ Club. It shall
govern the conduct of elections, qualifications, and eligibility of voting candidates,
under the supervision and control of the Deputy Chief of Coast Guard Staff for
Human Resource Management, CG-1 as authorized by the Chief of Coast Guard
Staff, PCG.

The Philippine Coast Guard Officers Corps shall elect from its membership a
President, Vice President, Secretary, Treasurer, and Auditor.

I. GUIDELINES

1. O/CG-1. The Office of the Deputy Chief of Coast Guard Staff for Human
Resource Management, CG-1 (O/CG-1) shall:

a. oversee and supervise the effective implementation of this interim


procedure for the purpose of ensuring free, orderly and honest election;
b. create dedicated email address for the purpose:
pcgofficersclub@gmail.com
c. prepare the voter’s list based on the latest Seniority and Lineal List (SLL)
for Officers;
d. prescribed an Election Ballot hereto attached as Annex B
e. acts as the Canvasser of votes, double check the results and publish the
names of the officers-elect.
f. Request the assistance of DCCGS for Intelligence, CG2 or his authorized
representative to assist CG1 in vote counting;
g. uphold the secrecy of the votes to be cast;

2. Officers to be Elected. The following positions shall be elected, to wit:

a. President;
b. Vice President;
c. Secretary;
d. Treasurer; and
e. Auditor.

3. Qualification. No Officer may be elected President unless he is a member of


the PCG Officers Corps with a rank of Captain (O-6) and up. Provided however, that
for positions of Vice President, Secretary, Treasurer, and Auditor, no rank
requirement is required; Provided further that no PCG Officers with pending admin,
civil, or criminal case, or those with money or property accountabilities shall be
qualified to run for any positions under this interim procedure.
4. Qualified Voters. Active Members of the PCG Officers Corps who are paying
the PCG Officers’ Club dues.

5. Date of Election and Filing of Nomination.


 The election shall be held on 2 September 2020. Interested party may
send email to O/CG1 of his/her intention to run for the position of interest
through email address pcgofficersclub@gmail.com from 25 -29 Aug 2020.
 nominations by the respective CGOC Class Officers shall be allowed.
 The names of the candidates shall be published from 30 Aug – 01 Sep
2020 in the PCG official website or in other conspicuous places in the
National Headquarters PCG or other offices/units, and through a Radio
Message for that purpose.
 Candidates may directly or indirectly solicit votes, pledges, or support for or
against a candidate.

6. Withdrawal.

A candidate who has submitted his nomination or who has been nominated by
their respective Class Officers may, prior to the election, withdraw the same
thru email to O/CG-1.

7. Manner of Election.

 The election shall be conducted through electronic means and in an


expeditious and inexpensive manner;
 Whenever it shall appear from the canvass that two or more candidates
have received an equal and highest number of votes, CG1 upon notice to
all tied candidates, shall proceed to the drawing of lots of the candidates
who have tied (through coin toss) and shall proclaim as elected the
candidates who may be favored by luck, and the candidates so proclaimed
shall have the right to assume office in the same manner as if he had been
elected by plurality of vote.

II. PROCEDURES

1. The O/CG-1 shall send a Radio Message to all PCG units calling for
candidates for the positions of President, Vice President, Secretary, Treasurer, and
Auditor for the PCG Officers’ Club and stating therein the qualifications and
disqualifications of a candidate, the period of submission and the date of election.

2. The nomination shall be submitted before or on the day of the deadline for the
filing thereof or on 29 August 2020. The O/CG-1 have the ministerial duty to receive
nomination and to immediately acknowledge receipt thereof.

3. The O/CG-1 shall then prepare the consolidated list of all the candidates and
the voter’s list together with the official ballot, and shall post or publish the same in
the official website of the PCG, in other conspicuous places in the National
Headquarters PCG or other offices/units, and thru a Radio Message for that purpose
before the election.
4. On the day of the election or on the 2 nd day of September 2020, the qualified
voters based on the voter’s list prepared by the O/CG-1 shall cast their vote by filling
out the ballot and shall submit the same thru email at pcgofficersclub@gmail.com
with subject “Official Ballot.” The casting of votes shall start at eight o’clock in the
morning and shall end at five o’clock in the afternoon.

5. As soon as the voting is finished, the ballots shall be printed, count the votes
cast and ascertain the results.

6. When the count has been fully completed, CG1 shall double check the result
and shall proclaim the officers-elect. The same shall be announced through a
publication in the official website of the PCG, in other conspicuous places in the
National Headquarters PCG or other offices/units, and thru a Radio Message for that
purpose.

7. The Officers elected and qualified shall assume office the next day following
the election
.
