Medical Assistance Fund

I. History

The UP High School Medical Assistance Fund is a restricted fund that was
established in 2004, during the presidency of Raul Jara. It was a response to a
perceived need to assist and support ailing teachers. Also included as recipients
were members of the batch who were in need of financial assistance due to various
illnesses. In 2016, a member of the batch, who chooses to remain anonymous,
donated 1 million pesos to the fund with instructions to use it generously. Noting
that in the 14 years since the fund had been instituted, only P250 thousand pesos
had been disbursed in small amounts to five (5) individuals in need of financial
relief, the donor instructed the board to increase the amounts disbursed and release
funds more flexibly. The donor promised to replenish the funds as necessary so that
classmates burdened by growing medical expenses would continue to benefit from
the fund. Since that time, two more members have availed of the fund. It is
necessary to formalize the practices and policies that have been decided so that the
use of this important fund and the policies covering its disbursals are made clear to
all the members of the batch.

II. Policies
a. Assistance can be given for various medical categories:
i. preventive – includes interventions that promote health and
prevent disease e.g. flu vaccination
ii. curative - covers treatments, procedures and diagnostic
interventions to effect disease interruption e.g. 2-D
echocardiogram and Open Heart Surgery
iii. rehabilitative - refers to measures aimed to restore mental and
body functions such as PT
iv. catastrophic - includes very expensive and repetitive procedures
such as dialysis or chemotherapy
b. As a restricted fund, it may not be used for any purpose other than
medical assistance to UPHS 1967 teachers and batchmates.
c. Requests should be made by the eligible individual or an authorized
member of the family to the UP High School 1967 Board of Trustees. A
doctor’s certificate with diagnosis of illness and recommendations
should be attached to the request.
d. The Board will evaluate the merits of each request. If necessary, an
assessment and determination of prognosis by members of the batch
who are health professionals may be requested by the board.
e. The amount of financial assistance for an individual may vary
depending on need but a ceiling of P50,000.00 for a single request is
recommended. A second request by the same individual may be
considered within a year in special cases. The merits of these special
cases will be determined by the Board in consultation with medical
experts from the batch.
