PERFORMANCE LEVELS
A comprehensive job analysis consists of three components: (a) the specific
competencies required for successful job performance; (b) the important
characteristics of the workplace that might impact job performance; and (c) the
level of job performance required for success. The focus of this chapter is on
identifying and specifying the processes involved in determining the specific level
of job performance required for a given job.
It is important to recognize that the measurement of job performance is
one of the most vexing problems in the management of human resources. It is a
complex issue because performance can be measured in so many different ways.
There the standard or set of final criteria against which any performance measure
can be compared must include consideration of the purpose for the application. At
the same time, the issue of measuring job performance is critical, as it underlies
virtually all HR decisions from recruitment, to hiring, promotion, compensation,
and retention.
Recruitment
As we noted earlier in Chapter 2, the performance data obtained as part of the job
analysis play a critical role in any recruitment effort. These performance data help
establish the level of each competency being sought. But this is not a
straightforward process. When there is high unemployment and thus a large
applicant pool, setting high performance standards is an appropriate strategy. On
the other hand, when a tight labor market yields a small pool of applicants, setting
a lower level of minimum performance is often necessary in order to secure an
adequate pool of applicants. Knowing the range of the acceptable level of the
required job competencies is essential for making these assumptions.

Penting untuk disadari bahwa pengukuran prestasi kerja merupakan salah
satu masalah yang paling menjengkelkan dalam pengelolaan sumber daya
manusia. Ini adalah masalah yang kompleks karena kinerja dapat diukur dengan
berbagai cara. Di sana standar atau kumpulan kriteria akhir yang dengannya setiap
ukuran kinerja dapat dibandingkan harus mencakup pertimbangan tujuan
penerapan. Pada saat yang sama, masalah pengukuran kinerja pekerjaan sangat
penting, karena hal itu mendasari hampir semua keputusan SDM mulai dari
perekrutan, perekrutan, promosi, kompensasi, dan retensi.
Pengerahan
Seperti yang kami catat sebelumnya di Bab 2, data kinerja yang diperoleh sebagai
bagian dari analisis pekerjaan memainkan peran penting dalam upaya perekrutan
apa pun. Data kinerja ini membantu menetapkan tingkat setiap kompetensi yang
dicari. Namun ini bukanlah proses yang langsung. Ketika ada pengangguran
tinggi dan dengan demikian jumlah pelamar besar, menetapkan standar kinerja
tinggi adalah strategi yang tepat. Di sisi lain, ketika pasar tenaga kerja yang ketat
menghasilkan sejumlah kecil pelamar, menetapkan tingkat kinerja minimum yang
lebih rendah seringkali diperlukan untuk mengamankan kumpulan pelamar yang
memadai. Mengetahui kisaran tingkat yang dapat diterima dari kompetensi
pekerjaan yang diperlukan sangat penting untuk membuatnya asumsi.
