RFP for “Rehabilitation and augmentation of New NH-354 of section Amritsar (airport
junction) to Ramdas from Design Chainage km ASR 100.835 to Design Chainage km 139.965
for Length of 39.130 km into Four-Lane under Bharatmala scheme in the State of Punjab
(Package-IV) under EPC Mode.”.

The National Highways Authority of India is engaged in the development of National Highways
and as part of this endeavour, it has been decided to undertake Rehabilitation and augmentation of
New NH-354 of section Amritsar (airport junction) to Ramdas from Design Chainage km ASR
100.835 to Design Chainage km 139.965 for Length of 39.130 km into Four-Lane under
Bharatmala scheme in the State of Punjab (Package-IV) through an Engineering, Procurement and
Construction (EPC) Contract.

National Highways Authority of India represented by its Chairman now invites bids from eligible
contractors for the following project:

http://etenders.gov.in from 13.10.2020 to 26.11.2020 (upto 11:00 hours IST). Bidder must submit
its Technical Bid on http://etenders.gov.in and https://bims.gov.in and Financial Bid on
http://etenders.gov.in on or before 26.11.2020 (upto 11:00 hours IST). Bids received online shall
be opened on 27.11.2020 (at 11:30 hours IST).
Rehabilitation and augmentation of New NH-354 of section Amritsar (airport junction) to Ramdas from Design
Chainage km ASR 100.835 to Design Chainage km 139.965 for Length of 39.130 km into Four-Lane under
Bharatmala scheme in the State of Punjab (Package-IV) under EPC Mode
Bid submitted through any other mode shall not be entertained. However, Bid Securing
Declaration, Power of Attorney for signing of Bid, Power of Attorney for lead member of
Consortium, if any, Joint Bidding Agreement for Consortium, if any, Integrity Pact, original
experience certificates apostille at foreign origin, if any & Certificate regarding Compliance with
Restrictions under Rule 144 (xi) of the General Financial Rules (GFRs) or any other document as
specified in Clause 2.11.2 of the RFP shall be submitted physically in original by the Lowest
Bidder (including individual or any of its Joint Venture Members) after declaration of bid
evaluation result but prior to issuance of LOA by the Authority. Failing to physically submit the
original documents shall unconditionally debar the Lowest Bidder (including individual or any of
its Joint Venture Members) from bidding in NHAI projects for a period of 5 years from the date
of issue of debarment notice. Please note that the Authority reserves the right to accept or reject
all or any of the BIDs without assigning any reason whatsoever.
