1.0 PURPOSE:
The purpose of this procedure is to define personnel competence and identifying the training
requirements or other actions to achieve the necessary competency of personnel. And also to include the
provision of determining and documenting the effectiveness of training or other actions toward the
achievement of required competency at HITEK

2.0 SCOPE:
This procedure is applicable to all the following systems and standards,
- API Spec Q1, 9
- API 6A, Latest Edition
- API 16A, Latest Edition
- API 5CT, Latest Edition
- API 7-1, Latest Edition
- ISO 9001, Latest Edition

Applicable to all kind of training including customer provided and job training, applicable for all the
department of HITEK.

3.0 RESPONSIBILITIES:
1. Administration Department:
The administration department shall provide office induction and orientation training

2. Department Managers & Office In-charge:


It shall be the responsibility of the Department Managers and office in-charge to provide the induction
training program. It shall be the responsibility of the office in-charge to co-ordinate induction training or
conduct the induction training with the arrival of various categories of personnel. The manager shall call
upon various specialist personnel to prepare and or deliver modules as required and shall work with
them to schedule presentation of the training modules.

4.0 DEFINITIONS / ABBREVIATIONS:


1. Competence:
The demonstrated personal attributes and demonstrated ability to apply knowledge skills.

2. Effectiveness:
The extent to which planned activities are realized and planned results are achieved.

5.0 PROCEDURE:
5.1 Induction Training:
5.1.1 Induction training is modularized, the contents of each module is given in appendices 2 to 11. Induction
training shall be provided for employees to such a level commensurate with their activities within the
company. The groups of employees and the induction modules to be given are shown in appendix

5.1.2 Personnel development training shall be provided as required. This may be as a result of tender review,
introduction of a new process, introduction of new working practice, potential benefit to the company or
to the customer. Personnel development training may be provide in-house or by an agency, where an
agency is to be used then they shall be considered as a supplier and assessed for their ability to provide
the training required, in particular the experience of the person(s) delivering the training.

5.1.3 Initial induction training shall be given to each employee. Refresher training for modules 4 to 6 inclusive
and as applicable shall be given if required at frequent intervals as practical. Personnel with special
safety responsibilities - Fire Wardens and First Aiders shall have refresher training in the applicable safety

module at six-month intervals. It is desirable for the training to be given in one session however if
circumstances dictate, modules may be given separately. Project induction training shall be given as soon
as practical and shall be applicable to all members of the project team from foremen to project manager.

5.2 Personnel competence:


5.2.1 Personnel competence based on appropriate education, training, skills and experience needed to meet
product and customer requirements. Evidence of determination of competence of personnel shall be
maintained through appropriate records.

5.2.2 Minimum qualification / selection criteria for all the job positions in the company based on appropriate
education, training undergone, skills and experience shall be maintained by the admin / HR department.

5.3 Human Resource & HR


5.3.1 The Manager - HR follows the requirements of the approved Human Resources manual available in the
company.

5.3.2 Department Heads requiring personnel for performing / managing work completes a request for
manpower and sends the same to Manager - HR, who review and obtain approval to proceed with the
sourcing/recruitment process..

5.3.3 Manager - HR shall ensure with help of departmental managers that any new employee joining the
company is given induction training on Quality, HSE and other job specific information and induction
training record is maintained.

5.3.4 Manager HR with departmental managers shall ensure that its personnel are aware of the relevance and
importance of their activities they contribution to the achievement of the quality objectives.

5.4 Training Need & Plan:


5.4.1 Training plan shall be established including training content and participants annually. Customer-
specified training and/or customer-provided training is included in the training program.

5.4.2 Frequency and content of training of training is mentioned in Annual Training plan.

5.4.3 The training methods may be on the job training and / or classroom training either through internal
persons or external trainers.

5.4.4 Welders qualified for the respective welding specification through an outside-authorized agency where
necessary and certificates obtained. Visual Inspector shall undergo annual vision examination once in a
year as per the specified standard requirements.

 System structure – explanation of the structure and numbering system, relationship between company and
project specific procedures, function and location of Quality plans within the system, when and how Method
Statements would be introduced.

 System documents – clarification of function and nomenclature used in HITEK system with possible
alternatives that may be used often leads to confusion and the production of duplicate or spurious
documents.

 ISO 9001 – Clarify what is meant by Quality Management, it is applied to everything – engineering,
purchasing, supplier selection process controls, document controls etc. i.e. Quality Assurance.
Clarify that ISO is NOT a product standard as is frequently stated or implied, it is possible for a company to
consistently produce substandard products and still be ISO & API certified so long as the system shows they
are documenting the crap.

 Certification process, clarify the correct expression – companies are certified compliant to ISO 9001. They are
never accredited, it is also incorrect to say – ISO certified, ISO 9000 certified or ISO compliant. A company
may however use the term ISO 9001 compliant but it probably means they have not been audited by an
ACCREDITED certifying body who have issued them with a certificate of compliance to ISO & API

 Quality Policy, Quality Objectives emphasize.
