Pursuant to Executive Order No. 366 otherwise known as "Directing a Strategic Review
ofthe Operations and Organizations of the Executive Branch and Providing Options and Incentives
for Government Employees who may be Affected by the Rationalization of the Functions and
Agencies ofthe Executive Brancho', Environmental Management Bureau Rationalization Plan and
DENR Administrative Order 2014-01 otherwise known as "Adopting the New DENR
Organizational Structure Pursuant to EO 366 and the Rationalization Plan Duly Approved by the
Department of Budget and Management (DBM)", the following organizational structure and
staffing complement of the Environmental Management Bureau (EMB) central and regional
offices and provincial units as a line bureau is hereby provided and defined.
Section 1. MANDATE
The EMB is the primary government agency under the Department of Environment and
Natural Resources (DENR) mandated to formulate, integrate, coordinate, supervise and implement
all policies, plans, programs, projects and activities relative to the prevention and control of
pollution as well as management, enhancement and protection of the environment (EO 192).
Under EO No. 192 (Providing For the Reorganization of the Department of Environment,
Energy and Natural Resources, Renaming It as the Department of Environment and Natural
Resources, and For Other Purposes), s. 1987, as reiterated under EO No. 292 (Administrative Code
of i987), the EMB shall advise the Secretary on matters relating to environmental management.

a Provide secretariat assistance to the Pollution Adjudication Board:
o Coordinate the inter-agency committees that may be created for the preparation of the
State of the Philippine Environment Report and the National Consenation Strategy;
a Assist the Secretary and the Regional Offices by providing technical assistance in the
implementation of environmental and pollution laws; and
o Provide support to the implementation of the Climate Change Act (RA 9729) and
country's commitments to the United Nations Framework Convention on Climate
Change (LTNFCCC) and other related international frameworks: and the
operationalization of the Paris Agreement.
Section 2. OBJECTMS
To accomplish its mandate, the EMB shall be guided by the following objectives:

The EMB's organizational structure consists of the central and regional offices (ROs), the
various divisions and sections, and Provincial Environmental Management Units (PEMUs) as
created by the Department of Budget and Management (DBM).
It shall be headed
and managed by a Director who is vested with the authority and
responsibility to carry out the mandates of the EMB as provided by various laws. The Director
shall be assisted by an Assistant Director.
The Regional Director shall discharge the mandates and functions of the EMB at the
regional level.
The different organizational subdivisions and their major functional responsibilities are as
follows:

The Offrce of the Director shall exercise supervision and control over the office of
the Assistant Director, divisions. sections" units, programs and regional offices ofthe EMB:
establish policies and standards for the operations of the EMB consistent w-ith and in
support to DENR plans and programs; promulgate rules and regulations necessary to carry
out EMB's objectives and perform such other duties and functions as may be
assigned/provided by laws and DENR rules and regulations.
The Director shall likew'ise take direct charge of the implementation of policies,
programs and projects for the effective and efficient environmental management and
pollution control; recommend to the Secretary the adoption of policies relating to
enhancement of air and water qualiry-. proper management of solid wastes. toxic substances
and hazardous wastes and appropriate sanctions against violators of environmental laws.
The Assistant Director shall assist the Director in the performance of policy.
technical, operational and administrative functions.
The Legal Division shall direct EMB's legal services such as. but not
limited to, the provision of legal service counsel and/or advice: review of contracts.
Memorandum of Agreements (MoA)/Memorandum of Understanding (MoU) and
other similar commitments. It shall also review licenses. permits. clearances and
other authorizations issued by the Bureau (of clients with pending cases).

The Climate Change Division serves as the Bureau's technical focal point
on climate change related concerns. particularly. in facilitating mainstreaming of
climate change into the office's priority plans and programs: formulating and
recommending policies" guidelines and procedures: establishing linkages and areas
of cooperation among local and intemational institutions and organizations: and in
supporting the deparlment-w'ide undertaking on heightening awareness and action
of stakeholders on climate change through the establishment of information
management system and network.

REGIONAL OFFICE
For purposes of staffing. the EMB Regional Offices have been classified by the
Department of Budget and Management into three groups:
1. Class 1 - Highly Industrialized Regions - National Capital Region. Region III and Region
IV-A
2. Class 2 - Industrialized Regions - Regions I. VI" VII, X and XI
3. Class 3 - Industrializing Regions - Regions II, IV-B, V. VUI, iX. XII" XIII, CAR.
A Regional Office is headed by a Regional Director.
The Regional Director implements the pertinent environmental laws" policies. rules and
regulations; implements EMB's program in the region; exercises the management functions of
planning, organizing, directing and controlling; and performs other duties and functions as may be
provided by law or further delegated by the Director.
The Regional Director shall, in inter-agency endeavors, coordinate the conduct of advocacy
activities to create public awareness, strengthen the integration of environmental education
concerns in the school curricula at all levels, and consolidate sectoral environmental write ups for
the preparation of regional state of brown environment reports.

o capacitate the employees in the use of the computerized systems and
office productivity tools and solutions:
a Comply with all perlinent laws and regulations that apply to the
operation of an environmental laboratory; and
The Climate Change Unit will provide assistance and facilitate coordination
in the implementation of the programs/activities on climate change mitigation and
adaptation.
The Clearance and Permitting Division shall take charge of the review and
processing of application for Environmental Compliance Certificates (ECCs) for
projects under Environmentally Critical Areas and Certificate of Non-Coverage
(CNC) for projects not covered by ECC and applications for air and water
discharges permits. chemicals and hazardous waste permits and other
environmental permits identified by various laws and regulations as may be
delegated to the Regional Offices.
Further, there will be Provincial Environment Management Units in forqv six (46)
selected provinces, as approved by the DBM. Staffing of the PEMU is limited to one (1)
Supervising Environmental Management Specialist (Grade 22) andone (1) Environmental
Management Specialist II (Grade 15).
For the purpose of staffing with the PEMU's item shall be lodged at the
Clearance and Permitting Division. the PEMU shall be directly reporting to the
Regional Director. The functions of the PEMU are as follows:
a Shall serve as the direct link of the Regional Office to the DENR
PENROs and CENROs;
Section 5. Staffing
The staffing pattern and organizational structure shall be in accordance w'ith the
Attachment C-1 to 3 and Attachment B of the DBM - approved EMB Rationalization plan.
The organization and staffing of EMB may be updated, improved or changed after
five (5) years from the approval of EMB's rationalization plan.
