Summer’19 H5N8 Avian Influenza Outbreak in Wessos
02.10.19 General Goodrider ordered Dr. Lance Ryder to launch vaccine
programme to protect humans
03.10.19 Dr. Ryder responded that he would transform a testing
laboratory at the Institute for Viral Diseases as the site for the
development of a strain of the H5N8 Avian Influenza,
requested for increase in funding
04.10.19 Goodrider responded that no additional funding is possible and
there should be no delay in commencement of the project
11.02.20 Dr. Ryder informed the General about successful trials with
modified strain of H5N8 Avian Influenza on ferrets
27.02.20 Dr. Ryder reported to General that two of the Lab scientists are
experiencing flu-like respiratory symptoms and have travelled
to their home in Bloody Mountain Range on a crowded bus.
27.02.20 General instructed to continue the work with other scientists
because probably this is just the ordinary flu.
01.03.20 Dr. Ryder informed that the two scientists had died; their
families and other scientists at the Lab are now experiencing
similar symptoms.
02.03.20 General Goodrider conveyed an emergency meeting of the
Wessos National Security Council where he ordered for
measures to contain the spread of virus and keep it secret to
avoid panic.
11.04.20 Dr. Ryder provided the government of Eassos copies of the
correspondence with Goodrider regarding the development and
escape of the deadly virus, which the Eassos Ministry of
Health immediately forwarded to the WHO.
16.04.20 The minutes of the meeting was leaked to the international
press by the Secretary of the National Security Council, who
the Prosecutor reports, has subsequently gone missing.
Mid-April 250,000 residents of Eassos had died and many more suffered
severe illness
21.04.20 WHO released the report on viral outbreak which included
entire email correspondence
01.06.20 Government of Eassos referred the matter to the ICC for
prosecution under Article 14 of the ICC Statute.
15.07.20 Pursuant to Article 58(1) of the Court’s Statute, Pre-Trial
Chamber granted the Prosecutor’s request for the issuance of a
summons, requesting Dragone Goodrider to appear before the
Court
1.08.20 Dragone Goodrider voluntarily appeared before the Pre-Trial
Chamber of the ICC with the objective of-
1. contesting the Court’s jurisdiction over this
2. Pursuant to Rule 21(4), noting that he was an
experienced lawyer notified the ICC in writing of his
intention to represent himself in all proceedings.

At the conclusion of the proceedings, the Pre-trail Chamber-


1. Rejected Dragone Goodrider’s request for interim
release pending trial under Article 60 and Rule 121
2. The Pre-Trial Chamber appointed a “stand by”
Defense Counsel to provide assistance and step in if
necessary pursuant to Article 67(1)(d) of the ICC
Statute and Rule 22 of its Rules of Procedure and
Evidence due to persistent and disruptive outbursts and
use of foul language by Goodrider.

15.08.20 The court-appointed Defense Counsel raised several objections


to the jurisdiction of the ICC and other matters on behalf of
Dragone Goodrider despite not having communicated with
him.
01.09.20 The Pre-Trial Chamber held an oral argument on the
Confirmation of Charges as well as the objections raised by the
Defendant and gave its decision that the Defendant maybe
prosecuted for commission of crimes against humanity,
namely other inhumane acts, pursuant to Articles 7(1)(k) and
25(3)(b) of the Statute, with one judge dissenting.
15.09.20 Pre-Trial Chamber VI granted the defense request for Leave to
Appeal Issues in the Confirmation of Charges Decision.
