INTRODUCTION

Law is defined as a body of rules of conduct or action, prescribed by a compelling authority which the
people must follow and obey. In case of violation, subject to legal sanctions and consequences are served
(Mendoza, JM, Pulma, EB & Tabajen, RC, 2013).

A. HUMAN RIGHTS

Human being has intrinsic dignity and worth which must be respected and safeguarded. In the
Philippines, the constitution sets forth the basic rights of the Filipino people. These rights are declared and
enumerated in Article III or also known as the Bill of Rights and Article XIII or the Social Justice and Human
Rights. These rights are designed to protect the individual against violation by the government or by an
individual or group of individuals.

B. PHILIPPINE ENVIRONMENTAL LAWS

The previous lesson dealt with the Millennium Development Goals and Sustainable Development
Goals. MDGs are the 8 goals which are inter-dependent specific targets and indicators of development which
were set to achieve in the year 2015. MDGs were adopted among UN member countries in the year 2000 with
a hope to combat poverty, hunger, disease, illiteracy, environmental degradation, and discrimination against
women. In the year 2015, after the evaluation on the achievement of the MDGs, UN member countries
recognized that ending poverty and other deprivations must go hand-in-hand with strategies that improve
health and education, reduce inequality, and spur economic growth – all while tackling climate change and
working to preserve our oceans and forests. Thus, the SDGs were adopted as a global partnership which
provides a shared blueprint for peace and prosperity for people and the planet, now and into the future.
These goals included and highlighted the importance of our environment and the planet. In the past,
the country had already addressed the call to protect our Mother Nature by promulgating Environmental Laws
and adopting in 1989, the Philippine Strategy for Sustainable Development, almost two decades after the first
UN Conference on the Human Environment in Stockholm, Sweden, in 1972, which was the first major
international conference on the environment.
