CHAPTER 1

THE PROBLEM AND ITS BACKGROUND

I.RATIONALE

Pantawid Pamilyang Pilipino Program formerly known as "Ahon Pamilyang Pilipino".The

4p's or Republic Act (RA) 11310, Under the Law, the government will provide conditional cash

transfers of the Philippines government under the Department of Social Welfare Development

(DSWD). The National Advisory Council, however, may recommend a longer period under

exceptional circumstances. 4p's is a human development program of The National Government

that invest in the health and education of poor households particularly children aged 0-14 years

old.Pantawid Pamilyang Pilipino Program has dual objectives; Social Assistance to provide cash

assistance to the poor to alleviate their immediate need (short term poverty alleviation); and

Social Development, to break the intergenerational poverty cycle through investments in human

capital. It is created by E. Jerome McCarthy in the 1960's and this has been used throughout

the world.

The Department of Social Welfare and Development (DSWD) is tasked under the

measure to review qualified beneficiaries. Livelihood programs and employment assistance may

also be availed by eligible beneficiaries at the DSWD. The 4p's is the flagship anti-poverty

program of former President Benigno "Noynoy" Aquino III and was continued by his successor,

President Duterte.

The Pantawid Pamilya Health and nutrition Conditions require periodic checkups,

growth, monitoring and vaccination for children 0-5 years of age; twice a year intake of the
worming pills for children 6-14 years old, pre and prenatal care for pregnant woman and

attendance of parents in family development session where responsible parenthood is

discussed. Education conditions include day- care and school enrollment, attendance equivalent

to 85% percent of school days for children 3-14 years old, both conditions are meant to improve

the poor household economic prospect to help them move out of poverty.

It also offers them the program which household comply with all the health condition

will receive P500 per month, household that comply with the education conditions will receive

P300 per child per month. Up to three qualified children can benefit from the education grant.

Education grants will only be given during months with classes. The cash grants, which are

given every two month’s will be received directly by household beneficiaries through their land

Bank cash cards or through over-the-counter payments at land bank branches. The land Bank

also utilizes other modes to distribute the cash in hard to- reach areas such as off-site payment,

and G- cash remit.

Pantawid Pamilya doesn’t encourage indolence/mendicancy among its beneficiaries,

rather the conditional cash grant only arguments the household income and assist parents to

support their household basic needs. The amount is not enough to support a family and will

therefore not lead productive members of the household to stop working or stop looking for

work. Second this assistance is only temporary. Beneficiaries are expected to graduate from the

program after 5 years. The program has family development sessions where beneficiaries are

taught about responsible parenthood (parenting duties, obligations) and how to supplement.
II. THEORETICAL FRAMEWORK

This study was attach on the Theory of Social Reconstructionism by Theodore Branaeld,

who believes that students are element in bringing about social captious change.

Students should be not deprive with education. Education has been the foundation of all

the skilled and professionals who contribute to the society. According to George Counts, the

social issues of the 1930's involve racial discrimination, poverty and unemployment which are

similar issues now. And this is where the government had initiated to conditional money transfer

to wipe out poverty and help children to have the right to education.

Selecting Material Gratification, refers to beneficiaries feeling satisfy by receiving

money transfer ( Penova 2010). The money grant that the receivers will help them in their

financial such as health and education. In this study, the receivers will feel more gratify towards

the government.

This will serve as a boost to repay the benefits that they receive by joining in civic or

community activities. And that, children will no longer be working for their families, but instead

the will be sent in school. And children are expected to do better in school specially with their

academic performance since they are provided with the supplies they need in their study by the

4PS Program.

III. CONCEPTUAL FRAMEWORK

Pantawid Pamilyang Pilipino Program (4ps) is a Conditional Cast Transfer (CCT) to

improve the health, nutrition and education aspects of the indigent people. 4ps recipients

receives 300 to 700 pesos for their educational assistance and 750 pesos for their nutrition and
health grant.

The recipients must complete the 85% of the monthly school attendance and have an

average grade of 75. If they are no longer attending school they will remove from being a

beneficiary of the program.

This program helps the poor people to provide their needs for their everyday life and to

lessen the rate of drop-outs and the percentage of young people who aren't attending school

because we all know that Education is very important this days. 4ps program can encourage

youth to attend school because they can now have an allowance and they can buyand have a

budget for their needs like school supplies and foods.

IV. STATEMENT OF THE PROBLEM

This study focuses on the performance of the students who are 4p's beneficiaries in a
public school espicifically this study answers the following;

 1. What is the profile of the respondents in terms of?


a. Gender
b. Age
c. Household Size
d. Monthly Allowance of Students
e. Parents Occupation
f. Family Monthly Income
g. Number of family members who are 4P’s beneficiaries

2. Establish whether the assistance received by the students benefeciaries contributed to their
academic performance in terms of:
a.Class attendance; and
b. General Average

3. Determine whether the benefits received by the students benefeciaries from the 4P’s program
have significant effect on their academic performance in school;

4. Determine the perceived effects of the program to the beneficiaries in terms of:
a.Minimizing financial burden;
b.Helping students beneficiaries focus on their studies; and
c. Improving the students’ to the beneficiaries.

V. SIGNIFICANCE OF THE STUDY

This study will be significant for the following:

To the students. This study will encourage them to give more time to study and finish schooling.

To parents. This findings will help them to strive harder and make them stronger in what

problems might come and this will help them to achieve their responsibility through the help of

government.
School Administration. This study will serve as a basis for developing new policies and

recommendations in line with Poverty Alleviation.

To the future researcher. This will be a basis for future study regarding to the Pantawid Pamilyang

Pilipino Program (4Ps).

VI. DEFINITION OF TERMS

To facilitate the understanding of the terms used, the following are defined:

Conditional Cash Transfer or CCT. A program that transfer cash to poor households, on the

condition that this households will make investments in their human capital mostly to their

childrens.

Pantawid Pamilyang Pilipino Program. The national poverty program in Philippines that provides

the conditionl cash transfer to indigent to improve their lives by improving their health, nutrition

and having a supply for their basic needs.

Recepients. A person who receives the cash or help given by the Pantawid Pamilyang Pilipino

Program (4ps).

4p's Benificiaries. Refers to the indigent people who are part of the 4p's program that are

selected by the Department of Social Welfare and Development.


Academic Performance. It is the students, teachers or institutions outcome for their educational

goals or final grade.
