I.RATIONALE
4p's or Republic Act (RA) 11310, Under the Law, the government will provide conditional cash
transfers of the Philippines government under the Department of Social Welfare Development
(DSWD). The National Advisory Council, however, may recommend a longer period under
that invest in the health and education of poor households particularly children aged 0-14 years
old.Pantawid Pamilyang Pilipino Program has dual objectives; Social Assistance to provide cash
assistance to the poor to alleviate their immediate need (short term poverty alleviation); and
Social Development, to break the intergenerational poverty cycle through investments in human
capital. It is created by E. Jerome McCarthy in the 1960's and this has been used throughout
the world.
The Department of Social Welfare and Development (DSWD) is tasked under the
measure to review qualified beneficiaries. Livelihood programs and employment assistance may
also be availed by eligible beneficiaries at the DSWD. The 4p's is the flagship anti-poverty
program of former President Benigno "Noynoy" Aquino III and was continued by his successor,
President Duterte.
The Pantawid Pamilya Health and nutrition Conditions require periodic checkups,
growth, monitoring and vaccination for children 0-5 years of age; twice a year intake of the
worming pills for children 6-14 years old, pre and prenatal care for pregnant woman and
discussed. Education conditions include day- care and school enrollment, attendance equivalent
to 85% percent of school days for children 3-14 years old, both conditions are meant to improve

II. THEORETICAL FRAMEWORK

the skilled and professionals who contribute to the society. According to George Counts, the
social issues of the 1930's involve racial discrimination, poverty and unemployment which are
similar issues now. And this is where the government had initiated to conditional money transfer
to wipe out poverty and help children to have the right to education.

This study focuses on the performance of the students who are 4p's beneficiaries in a
public school espicifically this study answers the following;

academic performance in terms of:
a.Class attendance; and
b. General Average

have significant effect on their academic performance in school;
4. Determine the perceived effects of the program to the beneficiaries in terms of:
a.Minimizing financial burden;
b.Helping students beneficiaries focus on their studies; and
c. Improving the students’ to the beneficiaries.
To the students. This study will encourage them to give more time to study and finish schooling.
