Citizenship in Democracy

Philippine Democracy Agenda (1997) project look both at the perspectives on

democracy and citizenship in Filipino political culture. Furthermore, citizenship was
viewed from two perspectives:
1. Traditional view - was promoted by persons in authority who subscribe to the
importance of formal government structures and processes in the prospect of
citizenship.
Proactive view- believed citizenship as a democracy of shared values and
understandings that occur in a deliberative process
