Objective:

To study why protestors disagreed to comply with the proposed law.

To study why government refused to enter into the enforcement process of the bill.

To analyze the legal Psychology of both the government and agitators through the findings.

Limitation: The mass uprising post ‘Guthi’ Bill registration is of particular concern in this paper.
Newspaper reporting and published columns during the period will be the basis in which the study
would be based upon. Interviews of the representatives from both government and agitating parties will
also be considered to study why the agitating party refused to comply with the proposed law and why
the government did not go to the enforcement process.
