THE LAW ON TRANSPORTATION

Public Utility
- Business or service which is engaged in regularly supplying the public with some
commodity or service of public consequences, such as electricity, gas, water,
transportation, or telephone or telegraph service;
- Implies a public use and service to the public, and indeed, the principal determinative
characteristic of a public utility is that of service to, or readiness to serve, an indefinite
public (or portion of the public as such) which has a legal right to demand and receive its
services or commodities.

Public Service
- Does not mean the whole public nor does it mean all the people in a certain area or
political subdivision;
- Individuals in general without restriction or selection to the extent that the capacity of the
utility may admit of such service or use.

Transportation
- Movement of things or persons from one place to another; a carrying across; and it is
immaterial whether the carrying be by rail, by water, or by air.
